- 2 - EDITORIAL On the 12th February 196^ we were given the unforgettable moment of hearing the courageous speech of the President of Tanganyika add res sing the Emergency Conference of Ministers of Foreign Affairs and Defence of the African Independent States of the Organization of African Unity in Dar es Salaam. We can now say with full sincerity and trust that Africa shall be free. The African leaders are firmly decided as their peoples to carry out their responsibilities seriously and with great courage. From the opening speech of President Nyerere to the Emergency Conference, the purpose of calling the meeting was clears that foremost in the minds of these statesmen lay the preservation of the struggle for the liberation of the whole of Africa. President Nyerere declared: I! "...But there are other factors behind Tanganyika's decision to ask for an all-african discussion of our current circunstan- , ces. For Africa, Tanganyika is a "border state". By virtue of that fact the headquarters of the Liberation Committee of the OUA is situated in our capital. In addition we have many Freedom Fighters from MOZAMBIQUE and Southern Africa organizing their affairs in this country. These matters are not only concern of Tanganyika. They arise in part because of the decisions taken at the conference of African Heads of State. It is obvious to us that a state of affairs in Tanganyika which might interfere with the effectiveness, or even the psychological comfort of these freedom movements is the concern of the whole of Africa. And although there is nothing to hide in Tanganyika, the situation is obviously exploitable. I am told', that Portugal has already complained that Britain has not used the presence of her troops to tell them .what is going on here. Finally, there is the fact that the enemies of African Liberation will continue to mock at Africa while any African State relies on outside troops to safeguard its citizens. I would not for one moment accept that this should make us frightened to take decisions which are necessary, nor that we should therefore give free reign to subversion or disorder if our own resources are unequal to the task of dealing with it. But the effect of mutiny in Tanganyika on events in territories of Southern part of Africa is something which calls for other consideration by African States•"••• The great value of these words resides in the concrete manifestation that Tanganyika can sacrifice her personal prestige for sake of Unity. Tanganyika has unquestionably demonstrated that she understands objectively the problems which Africa must face. We have never, doubted this wisdom. However, we would like to emphasize again that it is only in this way that Africa shall be liberated from the imperialism and colonialism that still knows our continents complete freedom. It has never been enough to make magnificent speeches and fine rhetoric. It is required of all of us to expose, to propose, to decide and to act. This is what the Tanganyika Government is doing. President Nyerere gave all africans two admonitions: First, we must push away our personal ambitions and give ourselves completely,with courage, to the fight for liberation.
