Activation

Received request from OCOP to activate the ECC with
minimum staffing thru the night and small staff on A-watch
on 4-30-91
Lieutenant Townsend-Exec Ofer, Sgt Keefe-Intel Ofer, Ofcrs
Prock and Juarez as guard, posting, routing etc.
Ofer. Caterino, OWB, reported that the Hollywood front
desk received 2 telephonic calls from males stating "Gonna
kill cops, watch out" at 1530, and a call from a female
oriental stating "Gonna get Chief Gates, gonna kill Chief
Gates."
Det. Dulgerian notified City Hall Operator (Mr. Benitez)
to notify the following Depts. of the ECC activated:

Southwest Area reported they had received 10 threatening
phone calls at the S/W desk. Received from Santeria at SW
desk.
Ofer Hundshammer ext 54048 - 100 demonstrators in front of
Foothill Station. If condition worsens, a staging area
will be set up.
LACFD BAT CHIEF - Heard that someone is going to shoot
some white cops.
Sgt. Dennis Lee - 200 plus P.J. crips in Jordon Downs
area. Bounty Hunters Grape st. Crips are scheduled
to meet later today in Nikerson Gardens.
Pacific Bell Operator - A male voice stated: "Stay
off roofs of heliport and Metro building. Possible
sniper activity later on."
Ofer Hundshammer - Erroneous information on 100
demonstrators at Foothill station. No 100 demonstrators
at Foothill Station. Instead, 40 individuals gathered
at location of King beating. They are expected to
march to Foothill Station.
Rudy Benitez - He made all Dept. notifications to
advise EOC is activated.
Ofer. Caterino - Ofer. Caterino from OWB stated that
she received information from Wilshire Div. that a
male (NFD) called Sta. and stated: "I'm going to
blow-up that mother-fucking place."
Sgt. Lee - OSB Crash, Reported that a County Fire Dept
Chief advised Metro Ofcrs (who advised Sgt Lee) that crips
are threatening to shoot at white police ofcrs in the
Firestone Park Area (103rd to Slauson, along Central Ave)
tonight. S/E area & 77th crash notified by Sgt. Lee.
Ofer Caterino - stated that she received information from
Det Phillips (WLA), who was informed by a reliable
in_ formant that someone W/ A AR-15 is going snip a B&W at
Jefferson & Vermont in S/W Div. I notified Sgt. David
Young of S/W Div. & advised him of the above information.
Sgt. D. Nunez - 6-8 protestors on the N/W corner of Vernon
and Van Ness in S/W Division.
Lt. Taylor - Reported 415 group in front of Parker Center;
some in center divider; burned a flag; news media is on
site; A Central Sgt. is monitoring situation.
Commander Morrison - Major 415 on the corner of Normandie
and Florence. Vehicles are being rocked & bottled. A
help call was put out at 1735 hrs.

Det. Ginsberg - Det. Ginsberg acting intelligence ofcr.
stated that the situation at Normandie & Florence is out
of control and they have called in Metro. A field command
post will be set-up. He will call in later with the
location of the field command post (update information).

holding KKK sign at Crenshaw and King Blvd.

Areas have been notified.
Requested that Communication Division put out an ACC
message to all area - W/C's to provide the EOC with a
telephonic situation update by 1900 hours.
Commander Dinse - Chief Frankle is Department Commander if
needed.
Sgt. Stilo - North Hollywood sent 3 units and 1 supervisor
to Foothill Area for assistance if needed.
Sgt. Santoua - Sgt. Santoua from S/W Div. stated that they
received (3) phone threats.
1- "Someone is going to pay for this."
2- "That was a fucked verdict."
3- "Let me talk to a white P & G."
Lt. Dial - Lt. Dial from Newton Division stated that they
did not have anything to report.

In case of water- supply emergencies DWP operating crews
can be called out to handle problems. Contact the DWPÂ
Water desk for assistant (in EOC). Police escort may be
necessary.
EOC Commander - All of the Deputy Chiefs (except Chief
Parks) were notified that they were now the field task
force commanders for their respective Bureaus.
DHD- reports casualty information center has been
activated and hospitals are being notified.
Sanchez - I have a previous request for 25 vests for
CP-12. We are still wroking on that request. ' There will
be quite a delay in tracking down 200 vests for the LAFD.

EOC Commander - contacted LASO Chief Anderson who gave
LAPD the okay to book overflow at the sheriff's jail if
necessary.
Sgt. Moran - DARE- Sg.t Moran has 48 officers & 5 Sgts.
for CP at 54 & Van Nuys will meet at Academy. They need a
bus driver to meet officers at the Academy since they are
being called in. They will be at CP around 2400 uniform
but no radios or transport.
EOC Commander - contacted Van _ Nuys W/C (Sgt. Tuller) . who
advised he had not had any contact with Chief Kroeker. He
advised he was short on cars and rovers (one rover per
car.) He has 2-3 squads available to send now.
EOC - Commander advised him to assemble all of the
officers coming in and stand-by for instructions from
Chief Kroeker. ·
Hutchings - Per Lt. Ward - 54th/Van Ness C.P. - need 3
PSR's - must be police escorted w/air ship to follow to
C/P. ASAP.
Hutchings - Notified Hutchins and told that we could not
send PSR's at this time, but will when available. ' PSR's
were to report to 54th & Van Ness.

Commander Fetters - South Bureau staging area under
direction of Capt Wasson is at Crenshaw Plaza units
respond Stocker So. to Crenshaw. The C.P. vans are on
scene but phones need to be connected.
Request for blues for transportation Mr. Feinstein, Super.
will follow-up with information. Possibly was 3 or 4
buses avail., 78 passenger.
Sgt. Barclay - Newton has reserve officers. can assist
where needed. Informed 77th W/C.
Capt. Riley - setting-up training squads will call back
when they are ready.
Street maintenance is setting up CP at 460 San Fernando RP
- PAS 2254 in AM, they will be geared up to clear streets
in downtown area.
EOC Commander - Commander Moore was notified that Chief
Parks was designated as Central Bureau field task force
commander and tnat he should establish a C.P. and other
appropriate measures, as well as an estimate of his number
of officers.

40 fires, City-wide.

security problems at 4th & Spring st. Will advise when
personnel can be sent.
Lt. Veale - CHP update: Harbor Frwy - open including at
Alameda.
Rick Feinstein - will try to get buses for DARE officers

Sanchez - Re: Your request for (50) cases of 9mm rounds
for 77th. Sgt. McNair at Training Division handling

Ofer. McGee - 77th - Involved Area: Vernon on North;
Manchester on South; Harbor Fwy on East; Crenshaw on West.
77th FCB has 200 Ofcrs. deployed. Response route: S/B
Arlington to 54th street.
Harbor Department - Lt. Renteria indicated that shots were
fired at their station from the area of 3rd Street between
Palos Verde and Center.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
