staff Meetings
May 7, 1991 - OSB All Commanding Officers Staff Meeting
Chief Hunt discussed the Korean Market incident that took
place in Southeast Area. He stressed the need to be on top
of these situations so that they do not get out of control.
July 2, 1991 - OSB All Commanding Officers Staff Meeting
Emergency Preparedness Training - Chief Hunt discussed that
all commanding officers must work toward prevention but
must also be prepared if we have to move. Have a u.o.
vehicle that has all the essentials to respond.
Standing Plans - Chief Hunt asked all commanding officers
to review their standing plans, station defense plans and
deployment of a field jail unit. These issues should be
covered in roll call training.
Chief Hunt discussed the COP's discussion of potential for
civil unrest and that in these situations it is mandatory
that vests be worn by all officers during any civil unrest.
October a, 1991 - OSB All Commanding Officers Staff Meeting
Gay Demonstrations - Chief Hunt discussed the Department's
posture when handling these incidents. Chief Hunt advised
all commanding officers to be prepared to respond and to
send officers to the U.O./Tactical Alert. ·
October 29, 1991 - OSB staff Meeting
Chief Hunt discussed the issue of earthquake preparedness.
He directed all commanding officers to keep their Standing
Plana up-to-date and that training be provided to all
personnel.
March 10, 1992 - OSB Staff Meeting
Chief Hunt discussed earthquake preparedness month. He
directed all commanding officers to conduct an earthquake
drill. Emergency vans and equipment should be checked.
Standing plans should be reviewed and discussed with all
personnel.

March 17, 1992 - OSB Staff Meeting
Chief Hunt discussed the possibility of Southwest Area
becoming a community-based policing area. Chief Hunt's
concern and the problem that would develop is communication
during a u.o. Chief Hunt and Commander Banks will be meeting
with the Area Commanding Officers to discuss these issues.
April 28, 1992 - OSB Staff Meeting
Chief Hunt discussed the availability of approximately
$1 million in Office of Operations funds for handling an
unusual occurrence. Chief Hunt has requested that Office of
Operations release some of the funds prior to the end of the
King trial. This would ~lace additional resources in the
field to respond to any incidents. Metro will also be
deployed as of April 27 through May 1.
OSB Assigned Projects - u.o. Related
OSB #6/3 - June 5, 1991 -- ANNUAL AUDIT OF U.O. EQUIPMENT
Project was assigned to Southwest, Southeast, 77th Street and
Harbor Areas, South Traffic Division and OSB CRASH (see
attached). All responses were received by June 13, 1991.
OSB #7/2 - July 1, 1991 - STANDING PLANS UPDATE
Project was assigned to Southwest, Southeast, 77th Street and
Harbor Areas, and South Traffic Division (see attached). All
responses were received by_ August 22, 1991.
Unusual Occurrence Exercise
on July 10, 1991, · 0830-1200 hours, an OSB Riot Control
Problem CPX was conducted at the Los Angeles Memorial
Coliseum.
command Post Cadre Training
During the second week of April 1992, Chief Hunt conducted a
meeting with Lieutenant Pesqueira and Sergeant Berglund to
review and update the South Bureau Command Post Cadre. This
was done due to the recent change of command officers in the
Southeast and Harbor Areas. After the Command Post Cadre was
updated, Chief Hunt ordered Sergeant Berglund to double check
the Command Post personnel home phone numbers to e~sure they
were accurate. The new Command Post Cadre list was then
distributed to all involved personnel on April 23, 1992 (see
attached).

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
