MAJOR-IDENT RESPONSES TO LOS-GELES CITY RIOT
BY OPERATIONS-SOUTH BUREAU AREAS
April 29 - May 1. 1992

Captain Pannell advised a 187 at 120th
Street and Central. Body has been removed
from scene (hospital).
Requesting intelligence report from air
unit. From Air Unit 3, 60 Charles: 48
fires, power outages in various areas,
looting everywhere, no large groups. New
activity on Crenshaw. New fires and
looting.
Request for two squads to respond to 3601
Bell Avenue. Manhattan Beach will escort
National Guard to Baldwin Hills Crenshaw
Plaza (Crenshaw and Stocker). EOC notified
we have no personnel available.
Requested status from Southwest Area; no
OIS, one firefighter shot earlier at 35th
and Western.
Southwest Area: 51 officers deployed,
30 officers in reserve (light strike force).
Priorities: (1) Assist Fire Department;
(2) Life-threatening situations; and
(3) Property damage.
Update from Captain Wasson regarding the
Baldwin Hills Crenshaw Plaza. Ten to 12
suspects entered the Broadway and began
looting. Most were arrested and Released
From Custody (RFC). The mall is currently
secure.
Structural fire at 54th and Normandie.
Reassigned call, Lieutenant Moulin.
Send one squad, four-men, with R/A. R/A
826, 118th and Vermont, assisted with
protection of R/A unit. Gone on arrival.
Cleared call at 0035 hours.
Dead body inside residence, 608 East 59th
Street; one squad to handle.
Captain Zimmon has requested personnel to
activate his command post at the Coliseum.
All personnel currently out on calls. He is
using two units per Fire Department unit.
One firefighter has been shot and taken to
Cedars-Sinai Hospital.

Information: 114th and Central, OIS, two dead,
all officers accounted for, two SWAT teams on
scene. Over 100 rounds fired.
Communications Division was advised to dispatch
appropriate units.
DHD arrived to take over morgue.
Organize with Personnel the "A" and "B" watch
numbers for t oday. Discuss how the ROVERS and
shotguns are to be collected at 0600 hours, and
how to secure property. Please advise.
There are transformers exploding west of Vermont
Avenue to Central Avenue. The darkened area
extends from Manchester to Vernon. There are at
least 30 to 40 buildings either smoldering or
actively burning.
Numerous stores continue to be entered and
looted. The bands of individuals are primarily
looting, not confrontin9 passersby. There is
some evidence of selective looting and burning,
many of the liquor stores were owned by
non-Black groups (Koreans, Asians, East Indians,
etc.). The groups are branching out, burning
auto stores, looting video stores.
People continue to roam the streets. Numerous
intersections are blocked by burned out
vehicles. Sergeant J. Nunez #21435, 77th Street
Vice.
A 415 group with guns, 2190 West Slauson,
sus~ects with guns pulling victims from
vehicles.
DHD states 68 injuries at 20 hospitals, nine
deaths--all homicides.
A 459 now at 5913 Crenshaw Boulevard; suspects
breaking down bars at location attempting to
enter.
459 there now, 7224 South Vermont, Super Buy
Market.
Crenshaw Swap eet, 415 group looting, west of
Crenshaw on Martin Luther King.
STD phoned, personnel and cars en route, no
ROVER available. Ten more cars (black and
white, dual purpose) available if CP has
drivers.

Shopping center under attack, looting Crenshaw
Shopping Center. Chief Gates requests two
squads.
Civilians, three dead, two from OIS.
How many cars, reserves and people are
available? Ten people.
Three large structure fires between 52nd and
Slauson on Vermont.
Surveilled 77th street Area; at least 20 fires
out of control; no Fire Department in
attendance. Major north/south streets covered
by CHP officers. Large areas still have no
power. Smaller groups now present. Little
looting occurring; traffic lights out; drivers
moving rapidly through areas creating hazardous
situation. Sergeant J. Nunez #21435.
Southwest Area requests 100 officers and
supervisors. Stated he was told they would
request 0800 hours. Defer until we relieve
sectors.
Need two cars for escort--strike Team 53
Fire Department (Reid).
Additional re9Uest for additional units for
looters throwing rocks and bottles at Compton
and Granger, 104th and Century.

Avalon to stage outside South Bureau CRASH.
Requesting National Guard; Swap Meet at Slauson
and Western, 100 attempting o take it over.
Request additional squad to back National Guard
at Martin Luther King and Crenshaw.
Looters--request additional units at 35th and
Normandie.
Approximately 100 looters at 8th Street and
Irolo. (Rampart Area)
New Star Market, 5302 South Normandie Avenue,
reports 15 to 20 Blacks with sledgehammers in
front of the location.

Relief requested at 120th and Vernon, two squads
with eight officers each per squad.
Florence Avenue and Figueroa Street--massive
fire at southwest corner; vandalism and looting
at northeast corner (2000 hours). Broadway and
Florence Avenue, massive looting (1955 hours).
Main Street and 73rd Street totally engulfed,
fire on west side of Main Street from 73rd to
74th Street (2000 hours). Crenshaw Boulevard
and 53rd Street, fire on east side of entire
5300 block (1945 hours). Vermont Avenue and
Manchester, 84th Street on fire--Payless Shoes.
20 officers requested to relieve officers at ABC
Market at 120th and Vermont.
OIS involving Metro--no further at this time.
Harbor Area is reporting that it is losing
control of t he Area. Scattered reports of
looting, fires and shots fired.
Commander 4 (Jones) does not have any available
units to secure La Fiesta Market.
ACC 12; Sergeant Tatreau responds to Cansler
that no ROVERS are available.
Air 40 stated that Slauson and Western is still
hot, respond for assessment.
Commander took four squads to Ha rbor Area.
Coroner requested an escort to CP 12.
Coordination must be with Lieutenant Joseph at
343-0714.
National Guard is ready to transport 220
officers to Baldwin Hills Crenshaw Plaza for
Commander Dinse. They request a police escort
from 3601 Bell Avenue, Manhattan Beach; have 30
vehicles.
CUdio stated that he needs an escort for the
LASO bus back to CP 1.
Ser9eant Tatreau, 77th Street Watch Commander,
advised OIS occurred at 2200 hours at Imperial
and Parmaelee. Unknown if any hits. Four
officers returned fire after receiving possible
automatic wea~on fire. No hit shooting team at
77th Street will investigate, no further.
A request for two squads to respond to 3601 Bell
Avenue, Manhattan Beach, to escort National
Guard to Baldwin Hills Crenshaw Plaza.

divisions.
Southwest Area reports looters at Vermont and
King. 77th Street Area reports post office
break-in, no further.
Southeast Area requested two squads at the
station. Report to the watch commander.
Four squads requested for the purpose of escort
and arrest.
Third request by DWP for an escort, 9615 South
Central. Okayed by Hansohn for one squad.
Phone company at 6900 South Vermont and needs
security guards escorted from 110 Freeway and
Florence to the location at 1400 hours. Walker
handled.
48th and Western reports a new fire at a large
hardware store. Two male Blacks throwing
malatov cocktails into structure.
Person reported that suspects are attempting to
break into the Bank of America vault at 88th and
Western. Location was burned down but vault is
still intact.
Ralph's Market, northeast corner Vernon and
Figueroa, looters there now, carrying market
goods from market, market is filled with goods.
Total power outage, Harbor Freeway to Normandie,
Slauson to Manchester, there are scattered
patches of power in this area.
Orange county Sheriffs Lieutenant Mc Karthy
stated that his department will be responsible
for relieving its own personnel (44 are deployed
at 120th and Vermont and 48 at 103rd and
Avalon. He can be reached at 485-4391.
Notified two officers shot at Vermont and
Manchester, no major injuries, suspect also
shot.
Structure fires at Florence and Main, and 54th
and Main.
Sergeant O'Brien at Southwest Area needs five
squads at Southwest Area.
Need five additional units for major 415 group
at the post office on 85th and Broadway.

and Vermont.
Per Commander I, 415 group attempting to gain
entry t o post office at 85th and Broadway;
Code 2.
JL50 is requesting the National Guard at 36th
and Vermont, reporting a large 415 group.
Ql34 requesting· two additional units for 415
group outside post office located at 82nd Street
and Vermont.
Major 415 group at 82nd and Vermont requesting
additional units; Ql06.
Coroner requesting escort to dead body location,
1500 Walnut, homicide victim.
Lieutenant Hepburn requesting units to secure
location at 135th Street and Figueroa; location
has been looted, received threats, may be burned
down, warehouse.
Looting at furniture store at Florence and
Western.
Two squads are requested at Rodeo and La Brea to
protect the Bors Market (only building· left in
the area); citizens are guarding it and would
like help.

457 Martin Luther King Blvd, a bakery. Contact

Mayor's Office is requesting 24-hour security at
5080 Rodeo Road (Boys Market). Commander
Mitchell is handling, Sector I.
Mayor's Office is requesting 24-hour security at
Vermont and Slauson (southeast corner) per
Alexander Haagan. Sergeant Perez was notified
and will handle.
OIS at 73rd Street and Broadway. No officers
injured, one suspect down at location.
Great Western Bank, 1027 West Manchester has
been 459'd and looted, in danger of being
burned. Information is from 77th Street Area
desk.
Officers receiving sniper fire at Harbor Freeway
and Florence. Need CHP officers (not cones) at
every off and on-ramp of the Harbor Freeway
between Adams and the 91 Freeway. Maintain
position on high ground.
Information: Officers ambushed at Harbor
Freeway and Florence. LAPD Officer Brian Liddy
returned fire. Off-duty LASO T. Taylor #272585
(works CJ) also returned fire; one killed, two
outstanding suspects; one 9-millimeter Glock
recovered, one .45 automatic outstanding; a
perimeter was set up. Information from Sergeant
Tatreau, Watch Commander, 77th Street Patrol
Division.
EOC sergeant received information from
Ernest Arce Neaux, State Senator Diane Watson's
Field Deputy (295-5788) -- Extra security
requested at Boys Market at Crenshaw and ~odeo.
Information phoned in by Officer Prock, EOC.
Fire Department needs four more units for escort
to 6406 south Main. This is a fire station.

May 1 Southeast Area Watch Commander needs assistance
with project area. Roving bands of suspects.
No shots have been fired. Lieutenant Manchester
OIC (200-3753). There is a containment plan,
the Nationa Guard is requested to assist with
perimeter c ntainment.
A request for 12 two-man units to escort and
maintain fixed post liaison wi th National Guard
at various markets throughout South Bureau. The
unit shall be briefed by Sergeant Bergwind prior
to meeting the National Guard units at Coliseum
Gate 14.
Metro is reporting snipers on Van Ness, 54th and
Slauson. A broadcast to stay clear was sent
out. SWAT will respond to these locations.
CHP taking gunfire at 65th and Menlo.
Sergeant Tatreau, Watch Commander, 77th Street
Area, requested security be provided the Great
Western Bank at 1027 West Manchester. The bank
has been looted, but not burned.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
