RADIO DESK CHECKLIST
Upon receipt of a teletype from Communications Division declaring
a Tactical Alert (Tac-Alert), or upon declaration of a Tac-Alert
by the Commanding Officer (C/0), Narcotics Group (NG), the NG
Radio Desk shall:
* Maintain a chronological log of events;
* Notify Communications Division if a Tac-Alert is declared by
the C/0, NG;
* Notify the C/0, NG if a Tac-Alert is broadcasted or declared
by Communications Division;
* Only at the direction of the C/0, NG notify all NG personnel
of the Tac-Alert;
* Notify all on-duty NG personnel of the extended end-of-watch
when twelve-hour watches are established by the C/0 NG;
* Notify held-over personnel of the Tac-Alert cancellation or
modified instructions;
* Continue normal operations, unless otherwise directed;
* Maintain open communications with field units and the Field
Commander, NG Command Post;
* Notify Communications Division of personnel needs as
determined by the Field Commander, NG Command Post;
* Maintain liaison with the Commanding Officer, Bureau of
Special Investigation, regarding personnel needs for the
Intelligence Control Center (ICC);
* Assist the NG Liaison Officer (Adjutant, NG), as needed, with
coordination of staffing of ICC;
* Upon notificat1on of Tac-Alert Mobilization, assist the NG
Liaison Officer with notifications to off-duty personnel.
Maintain Notification Log (Appendix D); and
* Maintain liaison with Organized Crime Intelligence Division
for receipts of Tac-Alert teletypes regarding changes of
status.

1992
TYPES OF UNUSUAL OCCURRENCES (UO)
A. MINOR: A UO which can be controlled by on-duty field
personnel from the involved geographic Area,
Metropolitan Division, traffic divisions and the
assistance usually available from other Areas.
NOTE: The term "usually available" describes the
assistance provided by patrol units responding to
radio calls in adjacent Areas on a normal basis.
B. SERIOUS: A UO of such proportion that the resources
usually available to one Area are inadequate to
establish control and which may require temporary
modification of the Department organization.
C. MAJOR: A UO which threatens the safety of the City to
s uch an extent that it is necessary to mobilize the
entire Department, or major portions of the
Department, to fulfill its responsibilities. During a
Major UO, the Department will be reorganized to that
extent necessary to accomplish control and termination
of the emergency.
II. DEFINITION OF TERMS
A. TACTICAL ALERT: The preliminary stage of
the Department Mobilization Plan. A Tac-Alert is an
announcement of the anticipated redistribution of
on-duty officers to achieve personnel levels necessary
for controlling an emergency.
B. MOBILIZATION: The principal Department plan to
marshal personnel resources for control of a Major UO.
The preliminary stage of a Mobilization is a
Tac-Alert. A Mobilization includes the immediate
implementation of 12-hour "A" and "B" watches, the
deferment of days off and the recalling of off-duty
officers.
c. UNUSUAL ·ocCURRENCE: An event involving potential or
actual personal injury and/or property damage arising
from fire, flood, storm, earthquake, tsunami,
landslide, wreck, enemy action, civil disturbance or
other natural or man-made incident necessitating the
declaration of a Tac-Alert or Mobilization.
NOTE: Definitions of related terminology are listed
in part 000/006 of the Tactical Manual.

III. NARCOTICS GROUP RESPONSIBILITIES DURING UO
A. TACTICAL ALERT:
* Notification of all on-duty personnel;
* Notification to the Bureau of Special Investigation
(BSI), and Office of Special Services (OSS)~
* Hold over personnel going end-of-watch until such
time as the Tac-Alert is cancelled or until
modifying instructions are received;
* Maintain liaison with the Emergency Control Center
( ECC) ;
* Continuation of normal operations unless otherwise
directed; and
* Completion of an After-Action Report, when
requested.
B. SERIOUS AND MAJOR UOs:
* Notification to BSI;
* Notification of on-duty and off-duty personnel, as
necessary;
* Assignment of personnel to predetermined "A" and
"B" watches and maintenance of appropriate rosters;
* Establishment of a predetermined Minimum Operating
Force;
* Consolidation of fixed post positions;
* Completing UO-related Activity Reports, when
directed;
* Providing necessary security and defense of the
third floor of the Central Facilities Building,
police equipment and narcotics files;
* Maintenance of an accounting of personnel, supplies
and equipment; and
* Allocation of personnel, when requested, to the
ECC, Intelligence Control Center (ICC), and Field
Command Post (FCP).
IV. PERSONNEL RESPONSIBILITIES
A. TAC-ALERT (See Appendix A, Tactical Alert Organization
Chart)
B. The COMMANDING OFFICER, NARCOTICS GROUP, shall:
* Ensure that all on-duty personnel are aware of the
Tac-Alert;
* Notify BSI of the Tac-Alert;
* Appoint an ECC -Liaison Officer (the adjutant to the
C/O, NG, will normally serve in this position); and

* Hold over personnel going End-of-Watch until such
time as the alert is cancelled or until modifying
instructions are received.
C. The LIAISON OFFICER shall:
* Alert on-duty personnel;
* Submit a Personnel Status Report, Form 14.03, to
the ECC, as required;
* Maintain direct liaison with the ECC Personnel
Officer;
* Report hourly the status of the incident
necessitating the Tac-Alert to the C/O, NG; and
* Upon cancellation of a Tac-Alert, forward an
After Action Report (Tactical Manual, B/900) to
the C/O, NG. The report shall delineate the extent
of Group involvement and resource expenditures,
including the following:
Work hours by rank;
Vehicle mileage; and
Secret Service Funds.
D. ALL NG PERSONNEL shall:
* When notified of a Tac-Alert, maintain frequent
communication with their immediate supervisor for
information regarding hold-over of the watch or
for other changes in status; and
* Unless directed otherwise, continue normal
operation.
E. SERIOUS AND MAJOR UOs (See Appendix B)
1. Department Notifications - The C/O, NG shall ensure
that BSI is notified of Serious and Major UOs.
2. Holding over Watches - When directed by BSI, the C/O,
NG shall hold over off-going watches.
3. Alerting Off-Duty Personnel {See Appendix D) - When
directed by BSI, the C/O, NG shall activate the
call-up procedure and assign personnel to notify, by
telephone or radio, all off-duty officers of the uo
and to maintain a record of the notifications on the
form provided in Appendix D. The Adjutant, NG, or
the 3.19 Coordinator,

Field Enforcement Section, as alternate, shall be
responsible for this function.
F. MOBILIZATION WATCH ASSIGNMENTS
* Group personnel shall be assigned to predetermined
12-hour watch assignments on the basis of the
following: "A" Watch, 0630 to 1900 hours (45%
deployment) "B" Watch, 1800 to 0700 hours (55%
deployment)
* A deployment roster indicating the mobilization
watch assignment and the home phone numbers of all
personnel shall be maintained and prepared monthly
by the Staff Services Unit (Appendix C);
* Each officer shall be responsible for knowing his
or her current watch assignment; and
* Each watch shall consist of the NG Minimum
Operating Force and available reserve.
G. GROUP MINIMUM OPERATING FORCE
1. NARCOTICS GROUP COMMANDING OFFICER - Upon being
directed by BSI to mobilize, the C/O, NG, shall:
* Activate the call-up procedure and assign
sufficient personnel to notify, by telephone or
radio, all on-duty and off-duty personnel and to
maintain a . record of the notifications on the form
provided in Appendix D;
* Implement 12-hour watches;
* Defer all regular and special days off;
* Assign personnel to the Group Command Post (See
Appendix B for positions and recommended
staffing) ;

* Assign personnel to the Minimum Operating Force
see Appendix B);
* Provide for the inventory and control of
equipment and supplies available to Group Command
Post staff;
* Restrict the field activities of on-duty
investigative units to police work of major
importance;
* Ensure that personnel under the command of the
C/O, NG, are familiar with the purpose and use of
the UO Time card; and
* Assign · personnel to supplement Anti-Terrorist
Division deployment and provide specialized
equipment as requested by that division.

2. EXECUTIVE OFFICER - The C/O, Field Enforcement
Section, NG, shall:
* Ensure that a UO Log is maintained;
* Schedule and notify relief personnel for the
Minimum Operating Force and the Group Command
Post;
* Review situation r eports, logs and other reports
for completeness; and
* Answer inquiries concerning NG capabilities for
responding to commands from BSI.
H. GROUP COMMAND POST CADRE
1. PERSONNEL OFFICER:
* Maintain personnel rosters of "A" and "B"
Watches;
* Prepare and submit the Personnel Status Report,
Form 14.03, as required;
* Maintain UO Time Cards;
* Maintain a list of personnel available for
assignment to the ECC; and
* Recommend personnel assignments to the Executive
Officer for the Group Command Post.
2. LOGISTICS OFFICER
* Maintain a vehicle log which indicates mileage
and time in and time out for each vehicle;
* Maintain a log of equipment and supplies which
will provide control and a record of their use;
* Maintain communication with the ECC Logistics
Officer; and
* Provide equipment and supplies as needed.
NOTE: Precise and complete records are
necessary in the event reimbursement claims are
made by the City.
3. OPERATIONS OFFICER
* Develop plans for the continuous operation of the
Minimum Operating Force and coordinate all Group
Command Post operations with the Executive
Officer;
* Develop special plans with the Officer-in-Charge
(OIC), Special Investigation Team (SIT), for
missions assigned the SIT by the C/O, NG or the
Director, BSI; and
* Provide Command Post liaison with the OIC, SIT,
when that unit is operational in the field.

I. INTELLIGENCE OFFICER
* Implement a plan for the collection of information
relating to special missions;
* Ensure that frequent situation reports are
disseminated to the Minimum Operating Force;
* Furnish to the Operations Officer pertinent
information such as location of incidents, assembly
areas, emergency and access routes, and personnel
and equipment needs; and
* Maintain communications with the ECC Intelligence
Officer and t he ICC.
J. AVAILABLE RESERVE OFFICERS
* All officers not assigned to the Minimum Operating
Force shall be placed in the Available Reserve and
organized by tactical squad.
V. UO PERSONNEL ACCOUNTING PROCEDURES
A. UO Assignment and Time Cards, Forms 14.12, 14.13, and
14.14. The UO Assignment and Time Cards are the only
records that document personnel assigned to UO duties.
They will be used for personnel assignment and control.
B. Duties of All Personnel. Upon responding to a
mobilization "call-up," NG personnel shall prepare a UO
Time card which indicates the date and time originally on
duty and shall submit it to the Personnel Officer at the
Group Command Post.
NOTE: All portions of the UO Time Card below the
double black line should be completed only by the
Group Command Post Personnel Officer.
C. Responsibilities of Personnel Officer
* Collect the uo Time Cards from responding personnel.
* Complete the "date/time assigned" portion of the
Time Card and complete UO assignment cards.
* Establish a file for each of the following
categories:

1. Available Reserve; and
2. Assigned (personnel assigned to one of the
following):
Group Command Post Cadre;
Special Investigation Unit; and
End of Watch (alphabetical).
3. When personnel are End-of-Watch:
Remove the UO Time Cards of relieved
personnel from e ither the Available Reserve
or the Assigned File;
Record the EOW time, name of officer
relieving from duty and serial number
portions of the UO Time Card;
Place the Time Cards alphabetically in the
EOW file; and
Compute the total hours and overtime hours
on the uo Time Cards of the current watch
if the Tac-Alert or Mobilization is
terminated during that tour of duty.
At the Conclusion of the Tac-Alert or
Mobilization, immediately forward all
completed uo Assignment and Time cards to
the C/0, NG.
VI. LOGISTICAL RECORDS AND EQUIPMENT SECURITY
CONSIDERATIONS - Logistics Unit, NG, is responsible
for maintaining the Group's logistical records and
equipment security.
VII. FACILITIES DEFENSE AND SECURITY
A. DURING NORMAL OPERATIONS
* Station defense is the responsibility of all
personnel. Any officer observing unusual or
suspicious persons or conditions shall take
immediate action. Any condition observed and
action taken shall be reported to the concerned
supervisor.
* All doors to the main building, except the front
lobby entrance, shall remain locked at all times.

B. DURING EMERGENCIES
1. Bomb Threat Procedures:
* Search Plan - Building searches shall be
coordinated through the Central Patrol Division
Watch Gommander. Bomb search
procedures shall be in accordance with
existing station security plans. Section
or unit officers-in-charge shall be
consulted, when practicable, prior to
searching offices under their control.
* Notifications:

* Safety measures if a suspected bomb is
located:
Do not touch or handle the object;
Make the necessary notifications via
telephone;
Isolate the area;
Evacuate, when instructed; and
Completely eliminate all radio
transmissions.
C. FIRE - Survival Techniques in Structures.
* Procedures for Fire Inside Your Office:
Notify the Fire Department and the Watch
Commander, Central Patrol Division;
Alert others in the area and activate the
manual fire alarm device; and
If you cannot safely extinguish the fire:
1. Evacuate the area;
2. Close all doors as you leave;
3. Walk to the closest safe stairway or exit;
4. If there is smoke present, stay low; and
5. Do not use the elevator.

* Procedures for Fire Outside Your Office:
Feel the door - if it is hot, do not open it;
Notify the Fire Department and the Watch
Commander, Central Patrol Division;
Place cloth material along the bottom of the
door to keep out smoke;
Retreat and close as many doors between you

XI. TRAINING
A continuous training program shall be maintained under
the supervision of the Group Training Officer a lieutenant
appointed by the C/0, NG.
Regular training sessions shall be scheduled quarterly to
inform Group personnel of the duties, responsibilities and
functions as set forth in the Narcotics Group Unusual
Occurrence Control Plan and in the Tactical Manual.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
