U.C.L.A. MARDI GRAS 1990
MAY 18, 19, 1990
The 45th annual UCLA "Mardi Gras." Approximately 70,000
people were expected to attend the event over a three-day
period. The affected area included the UCLA campus and
Westwood Village. UCLA Police Department has law enforcement
jurisdiction over the campus. WLA Patrol Division deployed
in Westwood Village on May 18 and 19, 1990, 1800 to 0245
hours.
FIELD COMMAND POST INFORMATION
The Command Post and staging area was Fire Station #37, 1090
s. Veteran Avenue, phone# 312-8509.

CHRONOLOGICAL NARRATION
Over the past few years this event has presented a high
potential for physical injuries and property damage due to
the traffic congestion, large crowds and increasing gang
activity. Therefore, personnel from WLA Patrol, WLA Special
Problems Unit, WLA Vice, West Traffic Division tWTD),
Operations West Bureau Crash, Metropolitan Division,
Communications Division, WLA Reserves and volunteers were ·
utilized. The Mardi Gras took place on the UCLA Campus.
UCLA Police Department was in charge of enforcement at the
Mardi Gras. However, the campus was cleared at the
conclusion of each evening, causing thousands of people to
exit on foot, in vehicles and in buses. Many of these people
entered Westwood Village which is located adjacent to the
campus. Historically, this has been the most crucial moment
of the event. Therefore, many hours of time were spent in
the pre-planning stages.
The following steps were taken prior to the Mardi Gras to
help the Department deal more effectively with the
anticipated problems.

1) Letters were sent to Westwood Village merchants asking
for their cooperation in closing their businesses early,
thus reducing the number of locations that attract
loitering. Sixty-three of these letters were mailed.
2) The Westwood Village movie theaters were asked to forego
their midnight shows. The response was favorable and
all of the theaters were closed before midnight. This
helped the situation considerably, as theaters are a
gathering place for juveniles and young adults.
3) UCLA was asked to increase admission pr ic·es in order to
deter gang members from attending. The prices were
slightly increased, but no apparent changes in attendance
were noted.
4) "DASH" (buses used to transport people to and from the
federal building parking lot) signs were posted
throughout the area to encourage bus transportation to
and from the event. The buses made no stops {n Westwood
Village in order to decrease foot traffic.
On Friday, May 18, 1990, attendance at the Mardi Gras was
moderate. The event ended around midnight. The exodus from
the Mardi Gras went smoothly. The Departm~nt of
Transportation was on the scene and traffic moved in an
orderly manner . . Pedestrian traffic that flowed into Westwood
Village was also moderate. The high-profile police presence
was quite notable, as Footbeat Officers and the Mounted Unit
were clearly visible on all streets within Westwood Village.
On Saturday, May 19, 1990, attendance was considerably
higher. Once again, the event ended around midnight and
thousands of people exited the campus. Traffic congestion
was more of a problem and many more pedestrians made their
way into Westwood Village. By 0050 hours, a mass of people,
approximately 1,000 strong, blocked Kinross Avenue between
.Gayley Avenue and Broxton Avenue. The sidewalks and streets
~ere completely blocked and several fights erupted among
members of the crowd. Bottles were broken, and firecrackers
were ignited. The group was advised to clear the streets and
sidewalks, but failed to do so and began taunting the
officers with threats.
At approximately 0110 hours, the Field Commander ordered a
Mounted Unit Squad to attempt to move the crowd westbound on
Kinross Avenue from Broxton Avenue. The Mounted Unit was
unsuccessful, as the crowd moved behind the horses, causing
the Mounted Unit to be engulfed in the crowd. After ordering
the Mounted Unit back to Broxton and Kinross, the Field
Commander ordered a skirmish line to be established. The
skirmish line, which was comprised of the Mounted Unit and
Footbeat Officers, slowly moved the crowd westbound on
Kinross to Gayley Avenue. Meanwhil·e, other squads blocked

adjacent intersections to prevent the crowd from
circumventing the skirmish line. The skirmish line then
moved the crowd southbound on Gayley Avenue from Kinross
Avenue. Upon reaching Lindbrook Avenue, the crowd filtered
into a UNOCAL gas station located on the west side of Gayley.
The gas station personnel were so intimidated by the crowd,
that they activated their silent robbery alarm in an attempt
to gain police response. The skirmish line arrived at the
gas station simultaneous to the silent robbery alarm
broadcast.
The skirmish line held the crowd at Gayley Avenue and
Lindbrook Avenue, while another squad moved a second crowd
from Westwood and Kinross Avenue southbound to Lindbrook,
then westbound Lindbrook to Gayley, where the first skirmish
line was waiting. At that point, the Field Commander ordered
that the crowd be moved southbound Gayley Avenue to Wishire
Boulevard, as the crowd continued to block the sidewalk and
streets, in addition to challenging the officers. The crowd
was slowly moved southbound Gayley across Wilshire Boulevard.
A portion of the crowd fled westbound to a parking lot which
is located west of Gayley Avenue. A squad of officers was
placed at the perimeter of that parking lot. Two of the
members of the crowd refused to leave and challenged officers
to fight. After several orders to leave had been given, the
two individuals were arrested without incident.
Once the crowd was moved to Wilshire Boulevard, the situation
was under control. The crowd thinned out and people seemed
to go in different directions. However, a portion of the
crowd moved westbound to Wilshire Boulevard and Veteran
Avenue, where a Department Of Transportation vehicle was
vandalized by the crowd. The suspects were gone by
the time officers arrived.
Officers were ordered to go EQW .at approximately 0230 hours,
except for one squad which remained to ensure tHe crowd would
not return.

PROPERTY DAMAGE
A window of a DOT vehicle was smashed at Wilshire Boulevard
and Veteran Avenue as the crowd was being moved from Westwood
Village.
A window of a business in Westwood Village was also smashed
during crowd control manuevers.

LOGISTICS
1) Mobile Emergency Response Vehicle (MERV)
2) Food: hamburgers, chips and soft drinks were provided at
the Command Post by WLA volunteers.
CRITIQUE
Although the 1990 Mardi Gras went better than last year, the
problems of traffic, crowds, loitering and gang activity
continued. The following items were observed by the
Captains, Lieutenant and Sergeants who were involved in the
event. These items will be addressed in the recommendation
section to help deal· more effectively with the 1991 Mardi
Gras.
1) The maps provided by Tactical Planning Secti.on were
insufficient.
2) Officers were without helmets when the crowd control '
tactics started, as most officers were on footbeats and
left their helmets at the Command Post.
3) The computer which was used to document juveniles for
curfew violations was not effectively utilized.
4) The LAPD Canteen did not arrive on either night, even
though a request had been completed and approved.
5) There was an insufficient number of officers assigned to
sector one after 2200 hours. This sector is bordered by
Leconte Avenue on the north, Broxton Avenue on the east,
Gayley Avenue on the west and Kinross Avenue on the
south. This area is where the majority of , loitering was
done.
RECOMMENDATIONS
Heavy deployment and high visibility foot patrol will
continue to be the main theme for enforcement in the Westwood
Village next year. The following items of concern will be
addressed next year in an attempt to facilitate the flow of
people from the Mardi Gras without incident:
1) A request has been submitted to Planning and Research
Division for maps which will be more suitable for
monitoring activity. The maps will encompass the area
of Sunset Boulevard on the north, Hilgard Avenue on the
east, Sepulveda Boulevard on the west and Ohio Avenue on
the south. This area also includes the Federal Building
at 11000 Wilshire Boulevard.

2) Footbeat Officers will be required to wear their helmets
starting at 2300 hours, enabling them to be prepared in
the event of crowd control maneuvers.
3) The computer software program used to document curfew
violators will continue to be used, but its use was not
effective as the crowds were too large to divert
personnel to such enforcement.
4) Better arrangements will be made to ensure the mobile
canteen arrives at the Command Post.
5) ROVERS will be borrowed from WLA Detectives to ensure
adequate communication during the event.
6) More officers will be placed in sector one after 2200
hours. This sector is the main exit artery from the
UCLA campus and it also attracts the majority of the
loiterers. More officers deployed in ·this sector will
increase visibility and hopefully deter loiterers and
criminal activity.
7) Officers were offered food at the command post this
year. Most officers chose to have dinner at the command
post. Food will be offered next year as well. This
keeps the high volume of uniform officers out of the
many restaurants within the Westwood Village area, thus
avoiding any negative public perceptions.
8) A request will be submitted to have next year's Mardi
Gras during daytime hours only. A daytime Mardi Gras
would certainly reduce the number of gang members and
may produce a more family-oriented environment.
9) A better liaison with Department of Transportation will
be formed. Specific assignments (fixed posts) will be
planned and assigned to ensure better traffic control.
A letter will be sent from the Commanding Officer, WLA
Patrol Division, to the Director of Parking Enforcement,
Department of Transportation, outlining a detailed plan.
10) S.N.A.P. Teams with video tape ability w_ ill be utilized.
11) Arrangements will be made to have an Air Unit assigned,
or on call, to provide tactical assistance to the Field
Commander.
12) The Command Post site will be placed at the Parks and
Recreation facility at Ohio Avenue and Sepulveda
Boulevard, rather than at Fire Station 37.

ADDENDA
1) Photographs were taken during crowd control maneuvers on
May 20, 1990, at approximately 0130 hours. Depicted in
the photographs are the skirmish lines which were formed
by footbeat officers, motor offiders and the Mounted
Unit; the youthful appearance of the crowd; and to some
degree, the size of the crowd. Property damage is also
depicted in two of the photographs, where a window of a
business was smashed by a member of the crowd.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
