The citizens of Los Angeles should not have to live in fear of gang violence. All citizens should feel safe in their own homes or on. the streets of the City. It is the sworn duty of police officers to protect the people of Los Angeles and apprehend the violent criminals who prey upon them. The Departmen-t c an no longer allow criminal gang members t~ carry out indiscriminate acts of violence. Therefore, this document shall serve as an operations guide for task force operations during the "Y,~ar of Gang Enforcementn. MISSION · The objective of the task force is twofold. To emphasize the quality of service to the public as accomplished in the environment of the 19a4 Olympic Games, and to rid the streets of Los Angeles of the violent gang criminals responsible for the high level of fear in our community. The Department will attack gang crime with all legal. means available~ while extending every courtesy to law-abiding cornmuni ty residents. This posture of aggre.ssi ve enforcement will increase the corrununi ty 1 s conf.idence in the Police Department. The deployment of sufficient numbers of officers to combat the gang problem will be accomplished while still providing quality service for routine calls from the public. ~OMMAND RESPONSIBILITY Tbe Chief of Police. has designated the Director, Office of Operations, as Task E'orce Commander. Each bureau will function as a s12parate element of . the task force. A staff .officer of each bureau will serve as the Field Commander for his bureau. , Field Commanders shall ensure th.at task force officers are reminded o~ their primary mission: Providing exceptional service to the community while performing gang abatement activities. In addition t.o specific gang crime information, Field Commanders shall provide updated general crime information from their bureaus for the task force officers. Field Commanders shall ensure that, when necessary, task force officers assist Areas with the radio~call workload. / r l?age 2 1. • 2. • ?. COMMAND RESPONSIBILITY (Continued) F.ield ..:·omrnande:r:s shall be responsible. for developing and disseminating the following informa~ion related to gang activity. ~ Specific locations where gang activity is prevalen-t; * Boundaries of specific gang territories; 1< Known gang members; k Methods of identification~ (dress, colors, ta.ttOOS: etc.); k As~ociate and rival gangs; and, ~ Other pertinent information that would enhance enforcement activities. Gang Information Section (GIS) will be mobilized under the direction of Operations Headquarters Bureau and the Task Force Commander. GIS will he providing gang related information to the four Field Commanders. Field C'ommanders shall ensure that all information regarding the street sales of narcotics and related narcotics activity is coordinated with Gang R~lated Active Trafficker Suppression · ( GR.1- ... TS l at extension 53859., Field Commanders shall ensure that all task force personnel are familiar with Office of Operations Management PaP€r No. 1, 1988: Year of Gang Enforcement. DEPLOYMENT 'l'he Gang Abatement Task Force will conduct operations with personnel made available by the use of one of the following two personnel deployment options. These options have been developed to give bureaus more effective .use of their personnel and to lessen the impact on routine services. Deployment Option 1: This option will field task. force officers by t.he use of maximu.111 deployment during normal eight hour watches. No days off will be scheduled for the date(s} of the task force. Normal Area deployment; basic car, desk, footbeat, etc., will be maintained. Bureaus will receive notice of the intended date of the task force operation along with task force personnel and equipment requirements at least one deployment period in advance. "r Page J "' - .... I • c.' . • £- LEPLOYMF..NT ( Continued) An ''Option 1" task force deployment f,-1ill consist of approximately 1000 officers deployed as follows: Operations· South Bureau 500 Operations Central 3ureau 200 Operations West Bureau 150 Operations Valley Bureau 150 Deployment Option 2: This option will field task force officers t.hrough the use of "A and B Watch" deployment. This deployment will fall short of a mobilization in that previously scheduled days . off and vacations shall not be effected. Areas will conduct routine operations at minimum operating strength as determined by the Office of. Operations (addendum #3). Bureaus will be notified of the planned task force operations date(s} at least one week in advance. P.n "Option 2u deployment will also consist of approximately 1000 officers deployed a. s follows! Operations South Bureau 500 Operations Central Bureau 20·0 Operations West Bureau 150 Operations Valley Bureau 150 The Director, Office of Operations will notify Bureau Commanding Officers of the intended Gang Abatement Task Force operations date(s} and deployment option in accordance with the time constraints previously discussed. FIELD COMMAND POST {FCP) Each bureau has designated primary and secondary Field Command Post {FCP} sites for Gang Abatement Task Force operations. Primary FCP sites are equipped with telephone lines and FCP Fleet compatible electrical connections that will remain in place for the duration of the 1988 gang abatement effort. Secondary FCP sites· shall only be used when the primary site is unavailable or when there is sufficient advance notice to allow the installation of necessary telephone lines, electrical service, and other equipment. The concerned Bureau Commanding Officer shall notify the Director, Office of Op~rations, when a secondary FCP site is to be used. (Refer to addendum 11 for FCP sites and telephone numbersr. Page 4 l. 2. 2 FIELD COMMMID POST {Continued) E.ach FCP shall be organized and operated in accordance with the Tactical Manual (Sec. A/318-A/343! et seq.), the Watch ~ommander's Guide For Control of Disasters and Other Eme~aencies, and the Field Command Post Handbook. Each FCP shall be equipped with the appropriate FCP Fleet vehicles as determined by Tactical Planning Section (TPS). LOGISTICS Bield Commanders are responsible for transporting necessary equipment ( i.e. vehicles, ROVERS, shotguns, etc .. ) to the FCP prior to to activation of a task force and for returning the equipment upon termination of task force activities. (Refer to addendum ~ 2 for equipment available to each Bureau FCP ) .· . *Note: Meals and other provisions will not be provided for task force personnel. Field Commanders sba1· 1 provide Code 7 relief for their personnel. PERSONNEL Field Commanders shall exercise proper control and accountability of assigned personnel in accordance with Tactical Manual Section B/200 (et seq.}. ln addition to the usual FCP staff, Field Commanders should consider the staffing the following positions: * * * * Vehicle Impound Coordinator. The VIC would receive and process all impound reports from field personnel. Field Jail Unit- The FJU processes, transports, and/or releases arrestees. Communications Unit. Police Service Representatives will be available to staff this unit for monitoring radio and MDT traffic, and telephone operations. Jail Liaison Officer. Th.e ,Jail Liaison works at a Jail Division facility and reports arrestee information to the FCP on an hourly basis. F . :.~ld Commandc~rs should consider utilizing Technical a nd Specialist Reserve officers, Recruit officers, and civilian yersonnel to staff FCP positions that do not require sworn FCP Cadre, .i.e. routing officers, logistics, journal cle.rk., etc. COMMUNICATIONS Field Commanders shall ensure that all officers are aware -of the potential for overloading the communications system with extra transmissions of che ROVER or MDT. Officers shall be cautioned t o be selec::ive when running vehicles and suspects for want and warrant information. Officers shall be encouraged to use a telephone or transport suspects to the station, whenever possible, for computer inquiry. Area. Commanding Officers shall ensure that NECS terminals are available for use by task force personnel in each Area. Liaison ·has been established with Communications Division. ROVER and MDT frequency allocations have been made based upon system limitations. Communications Division will provide personnel to operate the frequencies assigned to task force operations. Additional Communications personnel are available to staff positions at the ItCP level. All task force- units shall. be deployed by Communications Division personnel prior to FCP activation. Information for logging. on units that are not MDT equipped shall be given to those unit's Squad Leader. The Sq,..iad Leader -shall provide log on information to Communications Division personnel at the FCP who will log on the units telephonically. Field Commanders shall not change task force deployment or unit designations without prior approval of the Task Force Coi~~ander. (Refer to addendum ~4 for frequency assignment and unit designations). RE-PORTING REQUIREMENTS Situation Report. Field Commanders shall cause a situation report to be made telephonically to Detective. Headquarters Division (DHD) every two hours. Situation reports should 7 ,. 1ge (; 1. 2. 2 . All personnel a:.:,signed to task force operations shall complece Unusual Occ1irrence Cards. The earns shall be given to the employee's Squad Leader who will check i:.he card for acc'..lracy and completion. The Squad Leader will subm.it the UO Cards with a Squad Card (hard copy} to the FCP· Personnel Off~ce.r. The Squad Leader wil1 retain the soft copy of the squad card until end of watch. At E0W the Squad Leader shall enter the EOW time on the ~.quad Card and sign the uo Cards as the 1rsu-pervisor Releasing". Completed U0 and Squad Cards shall be turned in to the FCP Personnel Officer. Overtime Reports. Field Commanders shall direct task force officers to enter the. appropriate activity code number as listed in Addendum #6 on Overtime Reports submitted. In the narrative portion of the report officers shall note the bureau FCP to which they were assigned. Officers shall submit the completed Overtime Reports to the Squad Leader. The Squad Leader will check the reports for accuracy and completion and submit them to the FCP Personnel Officer. After the reports are checked and UO Cards are completed the Field Commander shall have Overtime Reports forwarded to the officers divisions of assignment. kNote: Timekeeping information entered on the .uo Cards is recapped by Information Services Department ,rsn}. To expedite the production of the. time usage report Field Commanders shall cause UO Cards to be legible, acc~rate and complete. Cards shall be delivered to Tactical Planning Section in a timely manner for coding. Tactical Planning Section will code the cards and· forward them to !SD for processing. Copies of the ,::ompleted time usage report will be forwarded to each bureau as soon as it is available. ,JAIL OPERATIONS Field Commanders shall utilize a Field Jail Unit 0IC. The FJU OIC shall contact Sgt Michael Schadel of Jail Division and outline jail operations for that bureau's task ;orce. Title Los Angeles Webster Commission records, 1931-1992 
Description Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.

Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
