OVERVIEW . ., :f:Iistorically on Halloween, large numbers of pedest- ~i:~~ and _vehicles converge upon Hollywood area. They primarily congregate · ·on Hollywood and Sunset Boulevards between La Brea and Gower. A · crowd of approximately 100,000 is expected this Halloween. Most will be celebrating Halloween in one way or another and watching the pedestrians dressed in costumes. However in 1988, the crowd often occupied the entire roadway. There were numerous incidents of beer throwing, sporadic rock and bottle throwing and other disturbance related -activities. Several arrests were made pursuant to these criminal violations. Eventually, the crowd became very unruly, completely occupying the intersections of Hollywood Boulevard and Highland Avenue plus Hollywood Boulevard and Vine Avenue. Rocks and bottles were being thrown at officers. A major disturbance involving window smashing was reported. Numerous large and unruly groups were throwing rocks and bottles and · surging onto the entire roadway. The wiqely separated groups of officers became tactically disadvantaged and in danger. It was also apparent that the crowd was an unlawful assembly and eventually would have to be dispersed with ·squad .formations. In order to facilitate this plan, the Task Force officers, Metropolitan Division officers, the Mounted Unit, and all the Motor Units were assembled on Cherokee Avenue north of Hollywood Boulevard. Five squads of task force officers, two squads of Metropolitan officers, one squad of CRASH officers and two squads from the Mounted Unit were deployed to clear Hollywood Boulevard of the now unlawfully assembled and • unruly crowd. The after action investigation indicated that alcohol being sold to minors and other pedestrians was a major contributing factor to the mob violenqe. Every effort will be made to prevent a recurrence. Field Task Force officers will be very high profile in their enforcement of alcohol related laws. Due to this experience, the effort for 1989 wil1 include a significantly increased field force. ' ..,· _ .,. . ·~- •. · ·. ~--_· · INTELLIGENCE · : ~ · ?/-..-, .. .:· .. ;.• · .. & • • While crowds along Hollywood and Sunset Boulevards have been large on past Halloween nights, the dominant mood is one of _celebration. The hostile members of the crowd have ;usually been relatively small in number but have included sophisticated political demonstrators, Hispanic and Black gang members, punk rockers, cruisers and low riders, Hollywood street people and a very large contingent of on-lookers. However, this is not always the case. Last year, 1988, we experienced a riotous crowd of over 100,000 that completely overran Hollywood Boulevard between Vine and Highland. The situation eventually escalated into a riot with looting and wide-spread destruction. Over 100 officers plus two squads of mounted officers were required to disperse the crowd. Of primary importance to the Department is the potential for unlawful activity and the Department's ability to respond with sufficient manpower to control these activities. In addition, the Department is concerned with maintaining control of access routes for police, fire and medical response vehicles. On October 31, 1989, the following activities are known to be occurring in the effected area. Each sector will have a Lleufenant assigned to coordinate the field task force officers: Sector 11 will run from La Brea Avenue to Wilcox Avenue, Franklin to DeLongpre. Sector #2 will run from Wilcox Avenu· e to Gower Avenue, Franklin to DeLongpre to Sunset Boulevard. · In addition, three radio frequencies will be utilized as follows: -Command Frequency Simplex Eight -Operations Frequency Tac S -Intelligence Frequency Tac 6 Additionally, provisions will be made for (20) plain clothes vice officers in the crowd, plus (10) observations posts, all on a separate frequency. The field task force will consist of (30) squads for crowd control and crime suppression. Felony violators will be arrested. Misdemeanor violator~ may be arrested or cited. The Field Commander must ensure that the available manpower in the affected area is not depleted to the point where officers and citizen safety becomes jeopardized. ,. . Additionally, all Field Task Force officers wil. l be very high profile in their efforts at crime suppression. Particular emphasis shall be placed on arresting those involved in alcohol related crimes. III. OPERATION The concept of this operation is to coordinate the available resources and equipment to accomplish the mission~ A chronological listing of events may be found in Appendix A. The following arrest procedure will be followed: 1) Field Task Force officers making an arrest shall immediately call for a transportation unit to take the arrestee to IBARS which will be located in the parking lot south of Hollywood Station. (Senior Citizens Center). The transportation unit supervisor is designated 6Q320 of frequency Tac 5. 2) Arresting officers shall obtain booking approval from their squad leader in the field. 3) Arresting officers shall complete the following in the field: - FI - Arrest narrative - Appropriate evidence packaging and docume~ts (available from Transportation unit) Polaroid photo of arrestee with arresting officer • . These supplies will be carried by transportation units and will also be available at roll call. 4) Transportation unit will take the arrestee and related documents plus evidence to IBARS for processing. 5) IBARS shall book/release arrestees in accordance with present Departmant practices. , ~:',, 6) IBARS will complete the arrest report face sheet and tie together related documents. APPENDIX B - STREET CLOSURE In order to accomplish· the overall mission it appears nec.Eissary to close Hollywood and Sunset Boulevards to east - west vehicular traffic plus Cherokee between Hollywood and Selma. Major north/south streets (La Brea, Highland, Wilcox, Cahuenga, Vine, Bronson and Gower) however will remain open. These closures are to be carried out at the discretion of the field commander. In either case, pedestrian traffic should remain on the sidewalks and out of the roadway. The closures will be executed by T/F and the DOT TO's. During closure efforts will be made to keep vehicular traffic flowing north and south. News media vehicles are exempt from the closure and shall be allowed access. In addition, should it become necessary to clear the crowd off of Hollywood Boulevard, and the discretion of ·the field. commander, WTD motor officers will man the following intersections. Their mission will be to prevent east/west movement of vehicular traffic. Barricades will have been delivered prior to the event and put in , place earlier by the crime suppression units. The mission is to facilitate traffic . . movement and to suppress crime in the effected area • .. B. This alternate plan shall be instituted at the discretion of the · 'field commander. And/or in the event of a localized disturbance involving crowd control which is beyond the ability of the assigned squad(s) to handle. When instructed to do so by the field commander, field task force squads shall Code-Alpha (assemble C-2) on Cherokee south of Hollywood Boulevard. Again, at the discretion of the field commander, the mounted unit plus Metropolitan officers on foot shall clear pedestrian traffic off of Hollywood Boulevard. Skirmish lines of mounted officers followed by Metro officers on foot will move east and west from Cherokee on Hollywood Boulevard. Field task force officers shall immediately follow and maintain control of those sections of Hollywood Boulevard which have been cleared. They shall place themselves appropriately at intersections and prevent people from re-entering Hollywood Boulevard after Metro officers have cleared it and passed. C. This alternate plan shall be instituted in the event of massive arrest or a full scale riot. At the discretion of the field commander, the reserve squads plus any additional officers called into Hollywood shall be assembled into a unit of sufficient size and regain control of the situation. Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
