ANTI-TERRORIST DIVISION PROCEDURAL MANUAL
UNUSUAL OCCURRENCE PLAN. This Unusual Occurrence Plan will be
activated by the Conmanding Officer, ATD, or in his absence, the
Acting Officer-in-Charge, when a major police incident results in
the declaration of a tactical alert or the mobilization of Depart
ment personnel.
TYPES OF RESPONSES.
TACTICAL ALERT. A tactical alert is the 7>reljmi'na -.stati

provides for the controlled redistribution of on-duty personnel
to achieve the manpower 1 evel necessary for control of a major
police incident. (Refer to Tactical Manual Section 8/101.02
through 8/101.14.)
NOTE: During a tactical alert, ATD personnel will provide appro
priate assistance as requested or as necessary, depending
on the type of police incident.
MOBILIZATION. A mobilization is the principal personnel deploy
ment pl an for unusual occurrence control. In addition to the
implementation of a tactical alert, the mobilization requires:
* The inwnediate extension of the work day to 12-hour~watches.
* The temporary defennent of days off.
* The recalling of off-duty officers.
Refer to Tactical Manual Section B/102.02 through B/102.19.
PERSONNEL RESPONSIBILITIES. In the event the Department is
mobilized, the assigned personnel will ensure that the following
actions are taken:
DIVISION COMMANDING OFFICER.
* Activation of the division Call-Up Plan.
* Implementation of 12-hour watches.
* "A" Watch, 0630-1900 hours
* NB" Watch, 1830-0700 hours
* Hold over of current on-duty personnel, if necessary.
* Notification of the Section Officers-in-Charge.
* Designation of a Lieutenant as next in command, assigning the
position the responsibility as the Emergency Operations Staff
Officer-in-Charge.

* Preparation of the Personnel Status Report, Fann 14.03, when
50 percent of the officers on the concerned watch (MA" or "B")
have arrived at the station ( or designated 1 ocation), or not
1 ater than 45 minutes after the receipt of the mobi 1 i zati on
order, and forward that infonnation to the Office of Special
Services.
* Assignment of pre-designated personnel to staff the m, n, mum
operating force positions in the division, to be expanded in
relationship to the magnitude of the unusual occurrence.
* Assignment of personnel to the field for intelligence
reporting.
OFFICER-IN-CHARGE OF THE EMERGENCY OPERATIONS STAFF. The
Officer-in-Charge of the Emergency Operations Staff wi 11 act as
the watch commander and liaison officer between the Conlllandi n3
Officer, ATD, and the various division sections/units, as well as
the Office of Special Services. The primary responsi bi 1 i ty wi 11
be keeping the CoTI111anding Officer, ATD, informed as to the status
of the unusual occurrence. In addition, assisting the Col1Tilanding
Officer, ATD, with the various responsibilities assigned to that
position, i.e., the Personnel Status Report, assignment of
personnel, etc. The Emergency Operations Staff Officer-in-Charge
will be provided with the necessary sworn and two clerical
personnel who shall be responsible for the following:
* Making call-up notifications to personnel who were not
contacted at the onset of the mobilization.
* Activation of the Intelligence Control Center, if appropriate.
(See ATD ICC Manual for staffing and operational details.)
* Keeping the Emergency Staff Officer-in-Charge advised of any
items of importance.
* Keeping division personnel aware of any "hot spots" and
providing the Office of Speci~l Services, the Intelligence
Control Center, and when necessary, the Emergency Operations
Center with pertinent infonnation.
* Gathering and recording, on a chrono 1 ogi ca 1 1 og, a 11 i nfonna
ti on pertinent to the division's participation in the unusual
occurrence.
* Making any required noti fi cations to the designated offices,
bureaus, di visions, or detai 1 s as directed by the Conlllandi ng
Officer, ATD, or the Emergency Staff Officer-in-Charge.

* The Emergency Operations Staff shall maintain a chronological
log of all relevant ~essages sent or received and shall submit
a fi na 1 report to the Emergency Opera ti ans Sta ff Officer-in
Charge, summarizirfg the activities.
CALL-UP PROCEDURES.
ACTIVATION PROCEDURES. The division Call-Up Plan shall be
activated by the Commanding Officer, ATD, or in .his absence, the
Acting Commanding Officer, after it has been determined that the
Department has been mobilized. If the mobilization occurs during
regular business hours (day watch}, the Corrana.nding Officer, ATD,
shall direct the selected Emergency Operations Staff Officer-in
Charge to ho 1 d over on-duty personne 1 ~ Shaul d it occur during
the hours the division is closed, the Commanding Officer, ATD, or
an Acting Commanding Officer, in his absence, shall inform all
Section Officers-in-Charge of the mobilization. Section
Officers-in-Charge sha 11 be responsible for notifying all
personnel in their sections, establishing their assignments, and
recording the appropriate infonnation. Upon completion of
notifications, the Commanding Officer, ATD, shall be infonned,
via the Emergency Operation Staff Officer-in-Charge, of the
Call-Up Plan.
RECORDATION. The Emergency Operation Staff Officer-in-Charge
.shall maintain a roster of the notifications. Such roster will
i ndi ca te whether the i ndi vi dua 1 was contacted and, if so, their
estimated time of arrival to a designated duty site. Secondary
attempts sha 11 be made to notify those not contacted, within 30
minutes after the initial call-up. The results of this shall
also be recorded.
TELEPHONIC NOTIFICATIONS. At the time of notification, the
concerned investigator shall be given the following information:
* Nature of the unusual occurrence (riot, earthquake, fire, etc.)
-* The watch assignment ("A" or "B"), from the current .roster,
unless modifications are necessary.
* Re~orting instructions (time, location, special duties, etc.)
Long-Distance Call-Up Procedure. When making long-distance noti
f1cat1ons from Department facilities, refer to the Divisional
Address and Telephone Roster and use the COMFAC System.
LOGISTICS DETAIL. The extent of the functions of the investi
gators assigned to this detail will be detennined by the type of
unusual occurrence and the number of personnel involved. The
basic duties, however, shall be:

* ' Secure and distribute supplies for all ATD details, being sure
to maintain records of disposition and avai 1 ability of i terns
-- including those borrowed from sources outside the division.
* Control and assign vehicles

* Arrange for transportation of unusual occurrence supplies to a
designated location when requested.
* Gather infonnation that investigators will need to assist them
in getting to the station or location of field assignment
quickly and safely.
* Prepare a Logistics Status Report, containing an original and
one copy. Submit the original to the Emergency Staff Officer
in-Charge within one hour after reporting for duty and retain
the copy. Follow-up with status changes and updates each
subsequent hour thereafter, during the unusual occurrence.
MINIMUM OPERATING FORCE.
EMERGENCY OPERATIONS STAFF. Should a mobilization occur, ATD
will carry out fixed-post duties with its minimum operating
force. This force will be made up of the following positions and
details:
* The Emergency Operations Staff Officer-in-Charge. The
Emergency Operations Staff Officer-in-Charge shall, in
addition to acting upon the orders of the CoJ11T1andi ng Officer,
ATD:
* Serve as the watch cormnander, and exercise direct line
supervision over Emergency Operations Staff personnel on
the watch. Coordinate the activities of the various
sections/units via the concerned Section Officers-in-Charge
and the Intelligence Con1Tiand Center.
* Place individuals in charge of all special details, as
required.
* Establish communications with ATD details in the field, at
the field command post and or Emergency Opera ti on Center,
via the Intelligence Con1Tiand Center, as appropriate.
DEPLOYMENT.
* Minimum Operating Strength -- Fixed Post Positions

SECURITY.
INTERIOR SECURITY. All personnel assigned to station security
and the Emergency Operations Staff shall become thoroughly
familiar with the ATD Station Defense Plan. They shall be
properly anned and wear visible identification at all times.
FIELD PERSONNEL. Field personnel shall·:
* Be especially aware of security breeches and situations that
may endanger lives. Report this infonnation to the Emergency
Operation Staff Officer-in-Charge.
* Remain alert for "tails" and attempts to sabotage utilities,
emergency and Department equipment.
* Use caution when transmitting by radio. If your vehicle is
not equipped with a scrambler, relay high security messages by
telephone.
* Ensure that their vehicles are locked when left unattended.
* Visually inspect vehicles prior to use, and after periods when
the vehicle has been unattended. Be constantly alert to
sabotage and ambush situations.

MISCELLANEOUS.
SUPERVISION/ASSIGNMENT -- DIVISION PERSONNEL. Sworn- and'~ civitia~
personnel assigned to ATD shall be assigned to duties by order o
the Co11111andi ng Officer;· ATD, or an Acting Comnandi ng Officer, in
his absence, and shall not be conscripted for non-1ntellfgenc
duties by other div1 si ons, co11111andi ng officers, or supervisors
unless authorized by the COlllllanding Officer, ATD, or the Director,
Office of Special Services.
Whenever poss i b 1 e, ATD personnel sha 11 be supervised by division
supervisors.
Section/Unit Officers-in-Charge and other division supervisors
shall perfonn their nonnal duties, subject to the demands and
necessary modifications required by the unusual occurrence.
COMPILATION OF PERTINENT INTELLIGENCE INFORMATION. All division
personnel are responsible for gathering, recording, and forward
; ng to their Section Officer-in-Charge, as soon as practi cab 1 e,
infonnation and reports pertinent to the unusual occurrence. The
Intelligence Report fonnat shall be used. ·
* Arrest infonnation and observations of subjects known to be of
interest to ATD shall be reported, in as much detail as
possible, without delay.
* "Hot spots" shall be located and accurately identified.
* Reports, both written and verbal, are to be as accurate as
possible (specific addresses, times, descriptions, etc.),
chronological and as brief as the subject matter will allow.
* All pertinent data shall be relayed to the ATD Emergency
Operations Staff Officer-in-Charge, via the Intelligence
Command Center, for dissemination to the concerned divisions
or field co111T1ander, and for inclusion in the master log to be
prepared by the Emergency Operations Staff in the Intelligence
CoJ11T1and Center.
Intelligence gathering and dissemination shall be governed by the
"Standards and Procedures for the Anti-Terrorist Division," dated
January 31, 1984.
NOTE: In the event a Department mobilization results in radio
transmissions being directed to a field co11111and post or the
Emergency Control Center, all pertinent data shall be
monitored on Frequency 26 and recorded on a typewritten log
by Intel 1 i gence Contnand Center personnel. A copy of this
log shall be submitted to the Officer-in-Charge of the

Emergency Operation Staff every 30 minutes, or without
delay, if the infonnation is of importance.
Basic guidelines for interface with Department operations during
unusual occurrences shall be as indicated in the Department
Tactical Manual.
CONSULAR CORPS CONTACT REPORT.
GENERAL. The Consular Corps Contact Report, ATD Fann 9/201,
Exemplar No. 18, is to be utilized by selected Department
entities, including ATD, to report requests for or commitments of
Department resources during contacts with members of the Consular
Corps.
CONSULAR CORPS CONTACT -- PROCEDURES. ATD personnel, who,
during a contact with a Consul General or Consul Corps staff
members, receive a request for or make a commitment of any
Department resources shall complete a Consular Corps Contact
Report, ATD Fann 9/201.
Completed Consular Corps Contact Reports, ATD Fann 9/201, shall
be forwarded via the chain of command to the Con1T1anding Officer,
ATO, who shall cause them to be forwarded to the Director, Office
of Special Services.
Exception: If an ATD officer believes that, as a result of the
completion of a Consular Corps Contact Report, ATD
9/201, an investigation or a source may be
compromised, the officer shall seek the pennission
of his Section Officer-in-Charge to deviate from
the requirements of this procedure.
ATD Section Officers-in-Charge are authorized to permit deviation
from the requirement that a Consular Corps Contact Report, ATD
Fonn 9/201, be completed in the above indicated circumstances.
DIVISION VEHICLES.
HOME-GARAGING PROCEDURES. All ATD personnel home-garaging or
dispersal parking Department vehicles, must complete the
Home-Garaging Off-Hour Monthly Activity Log, Fonn 11.33· , Exemplar
No. 19, on a monthly basis. This log shall be submitted to the
employee's section Officer-in-Charge, in rough fonn, during the
first week of the following month.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
