McElroy (Long Term Leave of Absence) May 13, 1992 3.2 INTRADEPARTMENTAL CORRESPONDENCE TO: All Personnel, Administrative Vice Division FROM: Commanding Officer, Administrative Vice Division SUBJECT: STANDING EMERGENCY PLANS This notebook contains Standing Emergency Plans for Administrative Vice Division's facility at 419 South Spring Street. Section Officers-in-Charge shall ensure that the plans are reviewed at a squad meeting or training day at least once during the first quarter and at least once during the third quarter of each year. / / 1 /.· i ~/ -4 < /i ~✓r ~¢"-- ., . ,,. LEWALLEN, Captain Commanding Officer Administrative Vice Division 419 SOUTH SPRING STREET STATION DEFENSE PLAN (See Floor Plan) Facilities Protection In the event it becomes necessary to protect the facility from attack, civil disorder or other security threat, the senior officer present shall and roof security: * * * Administrative Vice Division: Ensure that the appropriate number of officers is assigned to the roof to establish observations points. Detective Support Division: Immediately dispatch a sworn supervisor and eight sworn officers to the building lobby. These officers shall direct the civilian guards to lock-down the lobby and the garages. Officers shall take up defensive positions at each potential point-of entry, with at least two officers at each point. Ensure that the Central Area watch commander is notified, and that the appropriate assistance is requested. Traffic Coordination Section: Ensure that the appropriate number of officers is assigned to protect civilian entities on the 8th-14th floors. 419 SOUTH SPRING STREET FACILITIES EMERGENCY NOTIFICATIONS Notifications, On-Duty Hours ' Commanding Officer, Administrative Vice Division Commanding Officer, Detective Support Division Officer-in-Charge, Traffic Coordination Section Watch Commander, Central Area 419 South Spring Street, Building Management 419 South Spring Street, Security Desk (Lobby) Emergency Operations Center (EOC) when activated Intelligence Control Center (ICC) when activated Notifications, Off-Duty Hours Via Detective Headquarters Division Station Security Detail Responsibility Roof top security detail and 6th floor Watch Commander Administrative Vice Division 893-8113 893-8125 893-8106 485-3294 626-1734 626-1734 485-3261 893-8113 MOBILIZATION/CALL-UP CHECKLIST: 1. Ensure that all on-duty and off-duty personnel are notified of the Mobiliiation. 2. Activate the Unusual Occurrence Log and designate an officer to implement it. 3. Ensure that the radio is monitored for Communications Division Mobilization Broadcasts. 4. Assess personnel injury and structural damage. 5. Notify Detective Headquarters Division, EOC or ICC of the situation estimate and damage assessment. 6. Supervise the telephonic call-up of off-duty personnel. 7. Deploy personnel as needed. 8. Prepare any After Action Report as needed. Evacuation 419 SOUTH SPRING STREET EVACUATION PLAN In the event that the facility must be evacuated due to fire, earthquake, or other emergency, all personnel shall follow the direction of designated floor wardens. In the absence of instructions to the contrary, all personnel shall use the stairwells (not the elevators), walk down to the 1st floor, and exit to the street or alley. (See ... Floor Plan) Personnel shall assemble at the public parking lot at the southwest corner of 4th and Spring Streets. The senior officer present shall: * Cause immediate notification of the Central Area watch commander, and request a black-and-white unit, Code-2, to be used as a Command Post. * Assign a log officer and a communications officer. * Account for all personnel. * Establish liaison with the senior officer from each of the other police entities assigned to 419 South Spring Street. * Assist civilian entities assigned to 419 South Spring Street, as needed. * Take appropriate action to determine when it is safe to reenter the facility. EARTHQUAKE RESPONSE PLAN Scientists say that an earthquake of a severe magnitude is inevitable in the Southern California region sometime within the next 30 years. Therefore, it is important that officers are aware of response plans to deal with the aftermath of an earthquake or other natural disaster. The following actions should be taken by personnel in the event of an earthquake affecting 419 South Spring Street: I. During the Earthquake: A. Personnel shall stay inside and take cover under a desk or table and hold on. B. In a hallway, personnel should brace themselves against an interior wall. C. It is important to stay clear of windows and light fixtures. D. Above all, personnel should remain calm and attempt to reassure others who may be less composed. II. Following the Earthquake: A. The Watch Commander shall make a rapid injury assessment. B. If the Watch Commander is not present, the senior officer on the floor shall assume the Watch Commander's duties. c. The Watch Commander shall obtain necessary supplies (i.e. first aid kits, fire extinguishers) to relieve immediate concerns. D. Office Re~sonnel should quickly inspect phones and return receivers to their holders. III. Evacuation Procedures: A. The Watch Commander, in conjunction with the Building Emergency Coordinator (who is the Commanding Officer, Detective Support Division) shall make the decision whether to evacuate the floor and/or building. B. If the decision is made to evacuate the building, the watch commander will make the announcement to floor personnel. Personnel will evacuate to the designated staging area and await further instruction. IV. Staging Area: The Staging Area is the public parking lot located at the southwest corner of Fourth and Spring Streets. Personnel shall check in with the senior officer present, who shall establish a Command Post. Personnel shall remain at the Staging Area and await further instructions. V. Situation Estimate: In the event of a major earthquake or other natural disaster whereby communications are disrupted and/or traffic is impacted, Traffic Coordination Section's (TCS) motor officers would be tasked with relaying the situation estimate to the Emergency Operations Center and to Operations-Headquarters Bureau. The officer-in-charge of the Command Post should coordinate this effort with TCS. VI. Other References For further information and guidance, see: A. The other sections of this plan. B. Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
