SUBJECT: DARE DIVISION MOBILIZATION ~ROCEDURES
PURPOSE
0
This dire~~ive establishes procedures for the recall or redeployment
of OARE ~ivision personnel during a D8partment mobilization.
PRQCED{JRE
Effaotive immediately, DARE Division »hall maintain an emergency
mobilization roster system for division personnel. All diVi$iOn
personnQl will be preassigned to one of two watches; an "A" wateh
from 0600 to 1800 hours; or a "Bu watch from 1800 to 0600 hours.
The mobilization watch assignments shall be maintained on the
Personnel Roster and updated each deployment period. Mobilization
information, including phone numbers of all personnel assigned to
DARE Division, shall be maintained in the DARE Division office.
When directed to implement a mobilization of the division personnel,
the concerned supervisory personnel shall activate the division
mobilization contingency plan including:
1) Tha implementation of 12 hour watches:
2) The de~e-rrnent of days otf;
3} The alerting, assembly and committing ot o!!-duty
personnel
During normal duty hours the operations supervieor sh~ll immediately
initiate the division call up procedures as followe:
l) Assign personnel as needed to the call up detail to
expedite notification. Record clerks, or other personnel
in the office at the time ot the notitication shall be
assigned to this aet~il.

NOTE: Personnel notifigd of the mobilization shall be
remindQd or their A/B watch assignment and roll call
rapcrting time.
Supervisory personnel shall be called first (A and/or B watch).
J) O!!icers living ou~side the City shall be oalled next (A and/or
B watch). Assigned personnel making long dis~ancQ notificationc
shall use their COMFAC number when placing the eall9.
NOTE: In the event the COMFAC system is not working, outside
lines may be used to dial airect. In this situation, a
log should be maintain9d con~aining information
relative to the call (i.e. telephone number, employee
name, date and time).
4) Officers living within the City shall be contacted next. A
second attempt to contact personnel should be made only after all
o! the first calls have been completed.
5) The operations supervisor shall make sure eh~t a log of all
officers contacted is completed with names, timag contacted and
estimated time of arrival.
During off-duty hours, the operations supervisor shall immediately
init~te division call up procedures as !ollows:
A) Notify supervisory personnel immediately (A and B watch)
B) Beginning with the currQnt watch (A or B), notify officer! living
outsida thQ City.
C) Officers living within tha City shall be contacted next. A
second attempt should be made only a!ter all of the first calls
have been completed.
D) The operations' supervisor shall make sure that a log ot all
o!ticers contacted is complete with names, times, contacted and
estimated time of arrival.
E) Officers and supervisors shall raport to CARE Division, unless
othe:-wise notified.

I~ the event o! an earthquake, with its potential for dama9e, it i~

~rya~uraI·to assume that on-duty pe4sonnal are g0ing to be concerned
for the safety of ~heir own !amilie$. To relieve personnel of these
anxieties, appropriate personnel should be assigned to contact (by
telephone) the officers families. Xn addition to the humanita~ian
reasons, this plan woula also preclude on-duty otficer& leaving their
posts to cheek on their families.
Notifications
Personnel call up status and information shall be provided to the
Bureau ot speeial Investigation as soon as possible.

In th& avent of an unusual occurrence or natura1 disaster one of the primary
considerations of the Los Angeles Police Department 1s the availab111ty of
lf1': ~o}\ce personne 1 .
DARE 01v1sion is unique in its make up, having off1cers assigned to schoo1s 1n
a11 eighteen geographic areas without the benefit of radio commun1cat1on or
normal logistical support.
Bu~ns1b1J 1ties
Immediately after a major unusual occurrence or severe natural disaster;
1. On-duty Sworn personneJ - Instructors
A) Ensure personal safety - It is absolutely necessary that officer~ · f1rst
take precautions to ensure the1r own safety.
B) Establish order - Officers should remember that recovery fro·· · any
disaster wi 11 requ1 re th@ estab1 i shment of order. Of fi c~r- _, sho~1 d
refrain from individual rescue efforts or independant actions unt11 such
t1me that a situation est1mate can be made. Instructor office~s should
be prepared to direct volunteers in rescue efforts or other tasks of
immediate necessity, act1ng in essence as the on-s1te f1eld commanders·
at their 1nd1v1dual schoo1s.
C) Communication - Officers shou1d attempt to contact the EOC (Emergency
Operations Center), or the nearest geographical div1s1on, give a
s1tuation report, ·and establish a line of communicat1ons.
D) When the situation at the ass1gned school becom@. _ !table , off1cers sha11
report immediately to the closest geographic division. Contact with the
EOC shou1d be made as soon as possible.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
