report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 6
(July 10, 1992)
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose .
It contains confidential information and should not be
distributed to oth~r persons.
This report i~ in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. New Visiting Police Officer
On Wednesday, July 8, 1992, Lt. Barbara Frost, from the
Chicago Police Department, joined our team. Lt. Frost spent the
remainder of the week being oriented to the operations of our
Staff, and the projects that are underway. We are pleased to
have Lt. Frost as a member of our team.
B. Issue Memoranda
This week, team leaders continued to prepare issue
memoranda, summarizing the key issues that their respective teams
have identified during their ·work to date. The issue memoranda
received to date, copies of which are attached, have been
circulated to all Deputy General Counsel so that we may continue
to coordinate our work among all teams. These issue memoranda
will be updated as our work progresses.
c. Police Department Survey
This week, the Visiting Police Officers began calling
the Police Departments on the list of departments being surveyed
through our Police Department Questionnaire to determine whether
the departments had received the Questionnaire. At the same
time, they are attempting to identify the individual within the
respective departments who will be our contact person with regard
to the Questionnaire. We will continue to follow up on obtaining
responses to the Questionnaire.
D. Comparisons Team
On Monday, July 6, 1992 and Friday, July 10, 1992, Rick
Stone and Betsy Lear met with the Comparisons Team to discuss the
status of that Team's work. In addition, on Monday, July 6,
1992, they met with a representative of the Comparisons Team and
individuals from Arthur Andersen and Company, who have
volunteered to provide data analysis capability to the Team.
Arthur Andersen will provide assistance in analyzing the
demographic, crime, and past incident statistics from the cities
whose police departments have received the Questionnaire, as well
as in analyzing the responses to the Questionnaire.
In addition, this week we completed a first draft of
the past incidents grid, a copy of which is attached. This grid
summarizes key facts regarding past civil disturbances which have
occurred since 1964. This grid needs additional work, and we
will continue to add information obtained from our research.
E. Chronologies Team
On Tuesday, July 7, 1992 and Friday, July 10, 1992,
Rick Stone and Betsy Lear met with the Chronologies Team to
discuss the status of that Team's work. The team continues to
make great progress in gathering data relevant to understanding
the types of incidents which took place during the recent civil
disturbance, as well as the volume, patterns and timing of these
incidents. In addition, the Team is continually updating its
grid showing the chronological progression of events during the
relevant time period. A copy of the current draft of the grid is
attached.
As reported in last week's report, at last week's
meeting of the Chronologies Team, David Wolfe of Price Waterhouse
presented a preliminary set of charts showing various statistical
analyses of incident data. David Wolfe made a similar, but more
extensive presentation, as part of the Chronologies Team's status
report during last week's meeting of the Deputy General Counsel.
This week, we obtained copies of the slides from David Wolfe's
presentation; copies of the slides are attached.
F. Interview Reports
The interview process continues to proceed rapidly. As
you can see from the attached status report, many interviews have
been scheduled, and a significant number have been completed. As
a result, the interview memoranda library is expanding rapidly.
The original memoranda are on file in the Office of the Special
Advisor; working copies of the one-page summaries of several of
the interviews conducted to date are attached for your use. In
addition, a working copy of the memorandum summarizing our

interview of Former Los Angeles Police Chief Daryl Gates is
attached for your use. All interview memoranda, including the
one-page summaries, are highly confidential and should be
maintained in a secure location.
We have been delayed in scheduling interviews with FBI
personnel, however, and are attempting to resolve this problem.
Copies of relevant correspondence are attached. Jan Handzlik,
the Deputy General Counsel responsible for scheduling these
interviews, will know by Monday, July 13, 1992 whether we have
been successful in resolving this problem. If we are unable to
resolve this problem by Monday, July 13, 1992, we would like to
enlist Judge Webster's assistance in contacting the Director of
the FBI in an attempt to expedite matters. We will let you know
the status of our efforts in this regard on Monday, July 13,
1992.
G. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we have received many materials which are useful in
our investigation. We continue to receive materials on a daily
basis.
H. Meeting of Deputy General Counsel
On Friday, July 10, 1992, the Deputy General Counsel
met to discuss the status of the Staff's work. Leaders of each
of the teams gave a progress report on their respective team's
efforts to date. All of the teams are making great progress in
conducting interviews and collecting documents.
I. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor, Inc., a copy of which is attached. We are pleased that
we continue to be able to manage our operation in a very cost
effective and efficient manner.
Jerry Bathke continues to work with members of the
corporate community to obtain contributions to assist in the
funding of our study. This week, we received an additional
$25,000 from ARCO, bringing their total contribution to $50,000.
We believe we will receive $50,000 from Bank of America next
week.

II. UPCOMING EVENTS
A. First Drafts
First drafts of most team reports are due at the end of
next week or on the following Monday. It is likely that these
first drafts will be very rough. However, we expect that the
production of these drafts will help to focus our continuing
work.
B. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week.
c. Chronology Grid and Past Incidents Grid
Next week, we will continue to expand the chronology
grid as more information becomes available. As a part of this
effort, we will continue to incorporate into the grid information
from the interviews. Also, we will continue to expand the past
incidents grid, by incorporating additional information from our
ongoing research.
D. Meetings with Teams
On Friday, July 17, 1992, Rick Stone and Betsy Lear
will meet with both the Comparisons Team and the Chronologies
Team to discuss the status of their work.
E. Police Department Survey
Next week, the Visiting Police Officers will continue
to call the Police Departments on the list of departments being
surveyed through our Police Department Questionnaire. Over the
next two weeks, they will continue to follow up on the responses
to this Questionnaire, as well as review those responses as they
are received in the Office of the Special Advisor.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
