I appreciated the opportunity to discuss with you the possibility that the Special
Collections Department would be interested in acting as the repository for the documents
gathered and generated by the Staff of the Special Advisor to the Board of Police Commissioners
of the City of Los Angeles ("the Special Advisor'~). In response to your preliminary indication
of interest on behalf of the Department, I am providing you with the Special Advisor's initial
proposal for the terms of the agreement which would govern the provision of those files and
records to the Special Collections Department, and the rules and guidelines under which the
Department would be required to maintain such records.
1. The Special Collections Department would be appointed the agent of the
Special Advisor.
2. Following the issuance of the final report of the Special Advisor's Staff,
currently scheduled for October, 1992, those documents which, in the judgment of the Special

3. The Department of Special Collections would agree to maintain these files in
a manner which is reasonably designed to ensure their safety and preservation.
4. The Special Advisor's Staff would identify and separate those files and records
whose availability to the public may be governed solely by the terms set by the Department of
Special Collections Department itself, and those documents whose availability must, for reasons
of privilege, confidentiality, and sensitivity, be governed by more restrictive provisions. While
we recognize the interest of the Department of Special Collections in limiting the burden of
assuming duties with respect to the handling of sue}) restricted materials, nonetheless it is our
responsibility to provide protection for those materials for which the potential harm of present
disclosure outweighs the potential benefit. We would therefore propose that documents which
fall into this latter category, as determined by the Special Advisor's Staff, be restricted from
disclosure to the public for any reason, for a period of twenty (20) years from the date of their
delivery to the Department of Special Collections, and be maintained accordingly.
5. The Special Advisor and certain identified members of his staff,
notwithstanding, would retain the right of access, upon reasonable notice, to all files, whether
restricted or not.
6. The Department of Special Collections, as agent for the Special Advisor,
would be required to give prompt written notice to certain designated members of the Special
Advisor's Staff, within a time period to be agreed, · of any subpoena, request for production of
documents, or any other demand for d~u~~nts contained in this collection.
7. The Department of · Special Collections would be prohibited from selling,
licensing, or otherwise disposing of the files and documents in this collection.
As we discussed, once you have had a chance to review these parameters, I would
like to meet with you to review any concerns you may have, and to provide you with at least
a preliminary estimate of the volume of records involved. After such a discussion, I would hope
that we might be in a position to discuss the details of a formal agreement governing the
transmission of the files and records of the Special Advisor's Staff.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
