Interviews of Police Departments in Other Cities
As we discussed during our meeting last week, based on
our analysis of the 72 cities being surveyed with regard to
demographics, economics, police department statistics, crime
statistics, and experience with unusual occurrences, we have
decided to interview personnel from the police departments in the
following cities:
1. Atlanta
2. Chicago
3. Detroit
4. Houston
5. Miami/Metro-Dade
6. Newark
7. New York
a. Oakland
9. Philadelphia
10. San Antonio
11. San Diego
Based on the same analysis, we are also considering
conducting interviews of personnel from police departments in the
following additional cities:
12. Dallas
13. Las Vegas
14. Phoenix
15. San Jose
Scheduling and Preparation for Interviews
Appointments
Lt. CUrtis McGhee will be responsible for setting up
appointments for interviews with the first eleven departments
listed above. We hope to complete these interviews by August 15 ,
1992. Please work with Lt. McGhee to make arrangements for
interviews in the cities you are assigned to cover. Lt. McGhee
can be reached at (213) 362-7665.
We will be sending a letter of introduction to each of
the departments. Attached to this letter will be an outline of
the topics we plan to cover in the interview. In addition, we
plan to attach a copy of the department's completed
questionnaire, point out in the letter any items in the
questionnaire for which the department did not provide a
response, and ask that the missing information be provided during
the interview.
Interview outline
Sgt. Bryan Morris will be responsible for working with
Tom Hanrahan and other members of the Team to refine the
interview outline. Comments on the draft outline from members of
the Team would be appreciated. Sgt. Morris can be reached at

Completed Questionnaires and Documents
Lt. Barbara Frost will be responsible for preparing
packages of materials regarding the departments to be
interviewed. The package of materials for each city will contain
the completed Police Department Questionnaire from that city,
including any documents submitted along with the completed
questionnaire, and any other materials we have collected
regarding that city's police department. In addition, Arthur
Andersen will provide a report for each city containing the data
from that city's completed questionnaire. Lt. Frost can be

Training Session
We plan to hold a training session for those team
members who will be conducting interviews. During this training
session, members of the LAPD and Inter-Agency Teams will make a
presentation summarizing their fact-gathering with regard to the
same subject areas the interviewers will be covering in the
interviews. In addition, we hope to arrange to pair a
comparisons Team member with a member of either the LAPD Team or
Inter-Agency Team for purposes of conducting the interviews.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
