Enclosed is the eighth weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 8
July 23, 1992
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other pe~ppn~.
This report is in two sections. T~e first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. Draft Status Reports
This week, we received first drafts of the working team
status reports, copies of which are attached, from each of the
teams. While these first drafts are very rough, we expect that
the production of these drafts will help us to focus our
continuing work. We have circulated copies of these working team
status reports to all Deputy General Counsel for their review.
On Friday, July 24, 1992, at this week's meeting of the Deputy
General Counsel, a Deputy :from each team will make a presentation
regarding their respect~ve team's draft status report.

B. Police Department Survey
This week, we have begun to receive responses to our
Police Department Questionnaire. We are very pleased that most,
if not all, of the Departments being surveyed have indicated that
they are in the process of completing the Questionnaire, and that
they will be sending the completed Questionnaire to us within the
next week.
c. Community Attitude Survey
This week, we continued to prepare for conducting a
Community Attitude Survey during the weekend of July 31 through
August 2, 1992. Communications consultant Hale Starr has been
developing the Survey, and our Executive Director, Jerry Bathke,
has been handling the logistics for making telephone calls to a
group of 2,000 respondents. While we are still revising the
Survey, a copy of the current working draft of the Survey is
attached.
D. Interview Reports
The interview process continues to proceed rapidly. As
you can see from the attached status report, many interviews have
been scheduled, and a significant number have been completed. As
a result, the interview memoranda library is expanding rapidly.
The original memoranda are on file in the Office of the Special
Advisor; working copies of the one-page summaries of several of
the interviews conducted to date are attached for your use. All
interview memoranda, including the one-page summaries, are highly
confidential and should be maintained in a secure location.
E. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we have received many materials which are useful in
our investigation. We continue to receive materials on a daily
basis.
This week, we also received the recently released
report of the Kolts investigation of the Los Angeles County
Sheriff's Department, a copy of which is attached.
F. Meeting of Deputy General Counsel
On Friday, July 24, 1992, the Deputy General Counsel
will meet to hear Deputies from each team make presentations
regarding their respective team's draft working team status
report. We will report more extensively on this meeting in next
week's report. In addition, a copy of a memorandum regarding
documents produced by the LAPD, which will be distributed and
discussed at this week's meeting, is attached.
G. Arrangements for Repository for Official Record
We have been working with the University of Southern
California regarding the Department of Special Collections at the
University Library acting as the repository for the official
record of our study, as they did for the official record of the
Christopher Commission study. We are pleased that USC has given
us a preliminary indication of interest in acting as such a
repository. A copy of the letter outlining our initial proposal
for the terms of an agreement with USC which would govern the
provision of these files and records to the USC Library is
attached.
H. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we continue to be able to manage our operation in a very
cost-effective and efficient manner. Jerry Bathke also continues
to work with corporations and foundations to obtain contributions
to assist in the funding of our study.
II. UPCOMING EVENTS
A. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week.
B. Police Department Survey
Next week, the Visiting Police Officers will continue
to follow up on responses to the Police Department Questionnaire,
as well as begin to review the completed Questionnaires as they
are returned to us.
c. Community Attitude Survey
Next week, we will continue to prepare for conducting
the Community Attitude Survey during the weekend of July 31
through August 2, 1992.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
