LOS ANGELES, 26 Aug., 1992 -- Beginning after Labor Day and continuing
through September, Special Advisor William Webster and Deputy Special Advisor
Hubert Williams will conduct a series of seven community · meetings that will
culminate in two days of public hearings. The public meetings will be held Sept. 8,
· 9, 10, 11, 14, 15 and 22 in different areas of the City that were affected by the April
29 violence. Two days of public hearings will then be held at a central location in
Los Angeles.
Los Angeles residents are invited to attend the public meetings to off er input
on the Los Angeles Police Department's response to the civil disturbance, what
worked and what did not, and how the LAPD should prepare for and respond to
future emergencies. Public comments, views and opinions are invited and welcome.
Written statements can also be submitted before Sept. 30, 1992, to Judge William
Webster, Special Advisor to the Board of Police Commissioners, 601 So. Figueroa
St., Suite 3425, Los Angeles, CA 90017.

Foundation as well as President of the National Organization of Black Law Enforcement Officers, were
appointed by the Los Angeles Board of Police Commissioners to conduct an independent review of the
performance of the Police Department in connection with the recent riots in Los Angeles. The public
meetings scheduled by Special Advisor Webster and Deputy Special Advisor Williams are important
elements of the ongoing investigation being conducted by the Special Advisor's office.
"I am looking forward to these meetings," Judge Webster said. "We are anxious to meet with
the people of Los Angeles, all of whom were deeply affected by the outburst of violence and destruction
that took place here. We want to know what members of the public think about how the LAPD and
others responded and what they think should be done to prepare for future emergencies. The
information we receive from the community meetings will guide my staff and me in the preparation of
our report to the Board of Police Commissioners."
Karen Randall, Deputy General Counsel to the Special Advisor and an organizer of the meetings
and the public hearings, emphasizes that "the public is urged to watch for announcements so that they
can participate in the meeting nearest to where they live or work. "
The Special Advisor's review team is operating on a pro bono basis and has been given complete
independence to perform the inquiries and investigations necessary to render a thorough and impartial
evaluation to the Board of Police Commissioners on the LAPD's preparation and subsequent response
to the events following the verdict in the trial of the four police officers involved in the arrest of Rodney
King.

As part of the investigation, which began in May and is ongoing, the Special Advisor's staff has
already conducted more than 200 interviews with LAPD officers, community leaders, public officials,
representatives of the fire department; Los Angeles County Sheriff's Department, California Highway
Patrol, National Guard, and other local, out-of-state, and federal law enforcement agencies.
The public meetings are scheduled 7 - 9 p.m.: (1) Sept. 8, Foshay Jr. High School, 3751 So.
Harvard Blvd.; (2) Sept. 9, Gompers Intermediate School, 234 E. 112th St.; (3) Sept. 10, Adams Jr.
High School, 151 West 30th St. (So. of Adams, off Broadway); (4) Sept. 11, Berendo Jr. High School,
1157 So. Berendo (East of Vermont between Pico and Olympic); (5) Sept. 14, Webster Jr. High
School, 11330 W. Graham Place; (6) Sept. 15, Le Conte Jr. High School, 1316 No. Bronson Ave.
(near Sunset Blvd.); and (7) Sept. 22, Hollenbeck Jr. High School, 2510 E. 6th St.
Dates and locations for the public hearings will be announced. The Special Advisor's report is
expected sometime in October.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
