Enclosed is the seventh weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 7
(July 17, 1992)
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. First Drafts
This week, the teams continued to prepare first drafts
of their study team reports. These first drafts are due at the
beginning of next week. While it is likely that these first
drafts will be very rough, we expect that the production of these
drafts will help to focus our continuing work. We plan to
circulate all first drafts to the Deputy General Counsel for
review and comment.
B. Police Department Survey
This week, the Visiting Police Officers continued to
call the Police Departments on the list of departments being
surveyed through our Police Department Questionnaire to follow up
on the Departments' progress in completing the Questionnaire. We
are very pleased that most, if not all, of the Departments have
indicated that they are in the process of completing the
Questionnaire, and that they will be sending the completed
Questionnaire to us in the very near future.
In addition, this week, we also sent a copy of the
Questionnaire to Chief Willie Williams of the Los Angeles Police
Department. A copy of the transmittal letter is attached. We
look forward to including the LAPD's response in our survey.

C. Team Meetings
On Friday, July 17, 1992, Rick Stone met with the
Comparisons Team and the Chronologies Team to discuss the status
of their work. We are pleased that these teams are making a
great deal of progress in completing their work, and that they
will soon produce first drafts of their respective study team
reports.
D. Interview Reports
The interview process continues to proceed rapidly. As
you can see from the attached status report, many interviews have
been scheduled, and a significant number have been completed. As
a result, the interview memoranda library is expanding rapidly.
The original memoranda are on file in the Office of the Special
Advisor; working copies of the one-page summaries of several of
the interviews conducted to date are attached for your use. All
interview memoranda, including the one-page summaries, are highly
confidential and should be maintained in a secure location.
E. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we have received many materials which are useful in
our investigation. We continue to receive materials on a daily
basis.
F. Meeting of Deputy General Counsel
On Friday, July 17, 1992, the Deputy General Counsel
met to discuss the status of the Staff's work. All of the teams
are working on their draft study team reports, and are preparing
to participate in the upcoming Community Attitude Survey, which
we plan to conduct during the weekend of July 31, August 1 and
August 2, 1992. The Deputy General Counsel in charge of the
Public Hearings Team gave a report on preparations for this
survey, as well as solicited input from the other Deputy General
Counsel regarding questions that should be included in the
Survey.
G. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we continue to be able to manage our operation in a very
cost-effective and efficient manner.

Jerry Bathke continues to work with corporations and
foundations to obtain contributions to assist in the funding of
our study. This week, we received $50,000 from Bank of America,
bringing our total cash contributions to $225,000. Also, we
received 20 domestic coach airline tickets from Northwest
Airlines.
In addition, Jerry Bathke continues to make progress in
resolving various logistical aspects related to preparing our
final report. He has prepared a status report on his efforts, a
copy of which is attached.
We have also given some thought to planning for the
closure of our office. Jerry Bathke has prepared a memorandum, a
copy of which is attached, outlining possible plans for office
operations and eventual closure.
Jerry Bathke has also been obtaining quotations on
obtaining Directors and Officers insurance for Special Advisor
study, Inc. He has received three quotes, $11,572, $8,200, and
$5,200. A memorandum describing possible alternatives is
attached. Strictly speaking, this is part of the operations of
Special Advisor study, Inc., and is a decision for the Board of
Special Advisor Study, Inc. However, under the circumstances, it
seems advisable for the Board to select the best option and make
the necessary expenditure.
II. UPCOMING EVENTS
A. First Drafts
First drafts of study team reports are due at the
beginning of next week. We plan to circulate these first draft
reports to all Deputy General Counsel for review and comment.
These first draft reports will also be the subject of discussion
at next week's meeting of the Deputy General Counsel.
B. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week.
c. Police Department Survey
Next week, the Visiting Police Officers will continue
to follow up on responses to the Police Department Questionnaire,
as well as begin to review the completed Questionnaires as the
Questionnaires are returned to the Office of the Special Advisor.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
