RIOT ARREST AND CRIME PATTERNS ARRESTEES SHOW DISTINCTIVE DEMOGRAPHIC PROFILE; LATINOS PREDOMINATE SANTA MONICA, Calif. June 17 -- The adults who were charged with crimes during the Los Angeles riot present a composite picture that differs from that of arrestees during a normal period and from the city's general population in numerous respects. Perhaps the most striking features of that profile are the disproportionate prominence of young Latinos and the relative absence of whites . Close to a third of all adult arrestees -- 30 percent -- were 18-to-24 year old Latinos. Only 11 percent were Anglos. In 1990, when whites were 37 percent of the city population, they accounted for 42 percent of all arrests made by the Los Angeles Police Department . "This wasn't a black riot so much as a minority riot," observes Joan Petersilia, director of RAND's Criminal Justice Research Program and a former president of the American Society of Criminology. These and other preliminary findings emerge from an ongoing RAND analysis of Los Angeles Municipal Court data on 5,633 adults arrested and held for arraignment between April 30, the day the curfew was imposed, and May 5, when crime statistics more or less returned to pre-riot patterns. Although not a complete record of all persons charged during this period, the data appear to provide the most comprehensive single source that is available. The analysis, much of it captured in the tables and charts being reieased today, is being conducted by Petersilia and statistician Allan Abrahamse . Some of the results (tn indicates the relevant graphic): o Latinos comprised the majority -- 51 percent -- of all arrestees and were overrepresented compared to all benchmarks -- their city population share (39 percent), their residential presence in the South Central area that saw most of the rioting (45 percent), and their share of all arrests made by the LAPD in 1990 (33 percent). #4 o Black arrestees, 36 percent of the total, were also overrepresented compared to their share of the city population (13 percent) and 1990 arrest rolls (21 percent). Together, Latinos and Blacks accounted for 87 percent of riot arrestees. #4 l Second add o Although more Latino than Black men were arrested for most types of crime, including arson, that pattern was reversec for weapons violations. Only 26 arson arrests were made during the five-day riot period. However, more charges were filed in subsequent days and weeks as investigations bore fruit. #11 o Contrary to widespread impression, the data indicate that the LAPD did not lie low for long. City police made about 1000 arrests during the 24-hour period that began at midnight following the Rodney King verdict. Looting arrests predominated during this initial period. By the next day, May 1, property-related arrests were falling dramatically. Most subsequent arrests were for non-property, "civil disturbance" related infractions. With few exceptions, these were curfew violations. ill, 12 o Women, 12 percent of riot arrestees, were slightly underrepresented compared to their 1990 arrest rate of 1·4 percent. More noteworthy than their ethnic breakdown. (233 Latinas, 281 Blacks, 130 Anglos) is their distribution by crime type. Hispanic women were more than twice as likely to be arrested for looting as for civil disturbance violations. Charges against Black women were distributed about evenly between property and civil disturbance crimes. #4, 6, 7 Do the high Latino arrest numbers reflect the group's participation rate in the riot, a general failure or reluctance to flee or resist arrest, a concentration of police arrest efforts on Latino rather than black men, or some other possible cause? "Thell:"e's no clear answer," Petersilia responds. "But the fact that Black and Hispanic women were arrested in similar numbers suggests that for whatever reasons, the police may have been more reluctant to arrest Black men than Latino men." The data tape used in RAND's analysis was obtained from the Los Angeles Municipal Court by the American Civil Liberties Union. It excludes juvenile arrestees and adult defendants processed through the courts of East Los Angeles, Downey, Culver City, Inglewood and Compton. Also not appearing in these data are adults arrested during the hours prior to April 30 and others who quickly posted bail at police lockups or county jails following their April 30-May 5 arrests. The charts and tables analyzing the types of crime committed during the riot use labels that group several types of crime under single labels. Civil disturbance• curfew, disorderly conduct, false alarm, vandalism, trespassing, disturbing the peace, arson. Traffic= driving under the influence, hit and run, etc. Drugs= drug possession, drug sale. Property= buglary, receiving stolen property, theft, auto theft, forgery, looting. Most looters were charged with theft or burglary. Violent= assault, family assault, robbery, homicide, sex, rape. Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
