Lucas RE: Comparison Study Group Enclosed is the most recent draft of the matrix containing statistics we have collected thus far. This draft includes information for all cities with populations of 250,000 or greater in 1990, as reflected in the statistical Abstract of the United States 1991, which is published by the Bureau of the Census on the basis of 1990 census data. We are currently compiling basic statistical information relating to the police departments in these cities and are also developing a draft of a form of matrix within which we might collect and present additional comparative information concerning these police departments as it becomes available. The percentages for "White" (and "Non-White") is determined by subtracting the percentages for Black, Asian, Pacific Islander, American Indian, Eskimo, and Aleutian from 100%. Ethnicity data is also given for people of Hispanic origin, irrespective of race. Therefore, in order to avoid double-counting, the figures in the Hispanic column are not to be added to the race columns in order to arrive at a total of 100%. The race columns may not add up to 100% because of races not included, such as American Indian, Eskimo, and Aleutian. 2. Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
