Enclosed is the fourth weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 4
(June 26, 1992)
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I . RECENT EVENTS
A. Interview of Chief Daryl Gates
On Thursday, June 25, 1992, Rick Stone, Terry Bird and
Betsy Lear interviewed Chief Daryl Gates of the Los Angeles
Police Department. We spent appro~imately two hours with Chief
Gates; Commander Rick Dinse was also present during the
interview. We were able to explore a variety of issues with
Chief Gates, and he has assured us that he will be available
following his retirement at the end of this week to answer the
questions that we did not have an opportunity to ask due to the
time constraints. We are in the process of drafting a memorandum
summarizing our interview of Chief Gates, and when it is in final
form, we will make a working copy available to you.
B. Police Department Survey
This week, the Visiting Police Officers, along with
members of the Comparisons Team, drafted a survey to be sent to
the police departments in the 60 largest cities in the country.
The survey is designed to be comprehensive in scope, and we hope
it will produce data that will benefit not only Los Angeles, but
other cities and their police departments, as well. A copy of
the draft survey is attached. We hope to mail the survey out by
Wednesday, July 1, 1992, and will ask in our cover letter that,
if at all possible, completed surveys be returned no later than
Wednesday, July 15, 1992.
c. Comparisons Team
On Saturday, June 20, 1992, Rick Stone and Betsy Lear
met with the Comparisons Team to discuss revising the team's work
plan. This revised work plan includes collecting demographic
information on the 60 largest cities in the country, as well as
information regarding the police departments in these cities.
The Police Department Survey will be an integral part of the
team's data gathering efforts. After the team obtains this data
from the 60 largest cities, they will analyze the data to
determine which sub-group of cities they should focus on
analyzing in greater depth. At this point, the team plans to
conduct interviews of police department personnel in selected
cities.
D. LAPD Budget Sub-Team
On Monday, June 22, 1992, Rick Stone met with members
of the LAPD Budget Sub-Team, including Betsy Lear, Gerry Chaleff ,
and Kevin Bacon, head of government consulting at Price
Waterhouse. This Sub-Team is charged with investigating budget
and resource issues relevant to our study. They will begin their
work by interviewing Police Commissioner, and former Deputy
Police Chief, Jesse Brewer next week. In addition, they have
formulated a series of questions to be included in the Police
Department Survey.
E. Public Officials/Community Team
On Monday, June 22, 1992, Rick Stone and Betsy Lear met
with two of the leaders of the Public Officials/Community Team to
discuss their team's work plan. Following this meeting, the team
leaders submitted a revised outline of study report topics, a
copy of which is attached. The team plans to produce study
reports on each of the topics outlined in their work plan.
F. Chronologies Team
On Thursday, June 25, 1992, Rick Stone and Betsy Lear
met with one of the leaders of the Chronologies Team to discuss
the team's work plan. On Friday, June 26, 1992, they met with
the Chronologies Team to view the video model in its current
form, and to discuss implementing the revised work plan. In
addition, the team has made great progress in putting together a
written grid showing the chronological progression of events
during the relevant time period. A draft of this grid is
attached. We hope the grid will be a u s eful tool in conducting
our investigation.
G. Writing Team
On Friday, June 26, 1992, Rick Stone met with Wayne
Braveman, the leader of the Writing Team. The Writing Team is
making great progress in researching and drafting background
information to be included in our report.

H. Interview Reports
The interview process is proceeding rapidly. As you
can see from the attached status report, many interviews have
been scheduled, and a significant number have been completed.
The interview memoranda library is expanding rapidly.
I. Meeting of Deputy General Counsel
We held our weekly meeting of the Deputy General
Counsel on Friday, June 26, 1992. Representatives from each of
the teams gave a progress report on their team's efforts to date.
All of the teams are busy conducting interviews, and none of the
teams appear to have run into any significant problems in doing
so. The weekly meeting gave each of the teams a chance to share
the information they have obtained with other teams, as well as
coordinate their work in areas which cut across team
responsibilities. We also briefly discussed various
administrative matters; copies of memoranda distributed at the
meeting are attached.
J. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we have been able to manage our operation in a very cost
effective and efficient manner so far.
In addition, Jerry Bathke continues to work with
members of the corporate community to obtain contributions to
assist in the funding of our study. In this regard, the Chairman
of the Board of Special Advisor study, Inc., Robert Smith of Bank
of America, is sending letters to 62 corporations and foundations
in a special fundraising initiative.
II. UPCOMING EVENTS
A. Judge Webster and Chief Williams Visit Los Angeles
Next week, Judge Webster and Chief Williams will be in
Los Angeles. While th~y are in Los Angeles, they will meet with
Rick Stone to discuss the Staff's progress in gathering data for
the investigation.
B. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week.

c. Chronology Grid
Next week, we will continue to expand the chronology
grid as more information becomes available. We hope to begin
incorporating into the grid information from the interview
memoranda as it becomes available.
D. LAPD Budget Sub-Team
On Thursday, July 2, 1992, Betsy Lear, Gerry Chaleff
and Kevin Bacon will interview Commissioner Jesse Brewer to gain
a better understanding of the budget process within the LAPD. We
will also discuss various resource issues with Commissioner
Brewer during the interview.
E. Community Attitude Survey
On Tuesday, June 30, 1992, Rick Stone, Betsy Lear, and
Karen Randall, a leader of the Public Hearings Team, will meet
with Hale Starr, a nationally known jury consultant. Ms. Starr
has volunteered to undertake a community attitude survey for us
as part of the work of the Public Hearings Team. We plan to work
with Ms. Starr next week to design this survey.
F. Meetings with Teams and Team Leaders
Next week, Rick Stone and Betsy Lear plan to meet with
the Chronologies Team and the Public Officials/Community Team to
discuss the progress of their work. In addition, due to the
upcoming holiday weekend, the Deputy General Counsel will meet
next week on Thursday, July 2, 1992, at 5:30 p.m.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
