Enclosed is the fifth weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or .destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 5
(July 3, 1992)
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second

section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. Judge Webster and Chief Williams Visit Los Angeles
Both Judge Webster and Chief Williams visited Los
Angeles this week. While they were in Los Angeles, they met with
Rick Stone and members of the Staff to discuss the Staff's
progress in gathering data for the investigation. They also had
an opportunity to work with the Visiting Police Officers in
developing the police department questionnaire and accompanying
letter, which were sent out on Thursday, July 2, 1992.
B. Police Department Survey
On Thursday, July 2, 1992, we sent, by Federal Express,
a questionnaire to 71 police departments across the country. We
have asked that the completed questionnaires, as well as copies
of documents requested in the questionnaire, be returned to us by
Friday, July 24, 1992. We hope that this .survey will produce
data that will benefit not only Los Angeles, but other cities and
their police departments, as well. A copy of the questionnaire,
and the accompanying cover letters, are attached.
C. LAPD Budget Sub-Team Interview of Commissioner Brewer
On Thursday, July 2, 1992, the LAPD Budget Sub-Team
interviewed Police Commissioner Jesse Brewer regarding the LAPD
budget process. Commissioner Brewer was very helpful in
providing information for our analysis of budget and resource
issues relevant to our investigation. We now plan to interview
the Commanding Officer of the LAPD Office of Administrative
Services, as well as the Los Angeles City Administrative Officer.
D. Meeting with Jury Consultant Hale Starr
On Tuesday, June 30, 1992, Rick Stone, Karen Randall,
Ana Segura, and the Visiting Police Officers met with Hale Starr,
a nationally known jury consultant to discuss conducting a
community attitude survey. Ms. Starr has volunteered to
undertake such a survey for us as part of the work of the Public
Hearings Team. The Team and the Visiting Police Officers will
continue to work with Ms. Starr to develop the survey.
E. Comparisons Team
On Wednesday, July 1, 1992, Rick Stone and Betsy Lear
met with a representative of the Comparisons Team to discuss the
status of that Team's work. The Team is looking forward to
working with the Visiting Police Officers in analyzing the
responses to the police department questionnaire. In the
meantime, the Team is collecting various demographic, crime, and
past incident statistics from the cities whose police departments
will receive the questionnaire. A copy of the current draft of
the demographic data grid is attached.
F. Chronologies Team
On Wednesday, July 1, 1992, Rick Stone and Betsy Lear
met with the Chronologies Team to discuss the status of that
Team's work. David Wolfe, of Price Waterhouse, presented a
preliminary set of charts showing various statistical analyses of
incident data. Copies of these charts are attached. We are very
pleased that we are beginning to gain an understanding from
available data of the types of incidents which took place during
the recent civil disturbance, as well as the volume and timing of
these incidents.
In addition, the Team continues to make great progress
in putting together a written grid showing the chronological
progression of events during the relevant time period. A copy of
the current draft of this grid is attached. The grid has already
become a useful tool in conducting our investigation.
G. Interview Reports
The interview process continues to proceed rapidly. As
you can see from the attached status report, many interviews have
been scheduled, and a significant number have been completed. As
a result, the interview memoranda library is expanding rapidly.
The original memoranda are on file in the Office of the Special
Advisor; working copies of the one-page summaries of several of
the interviews conducted to date are attached for your use. All
interview memoranda, including the one-page summaries, are highly
confidential and should be maintained in a secure location.

H. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we have received many materials which are useful in
our investigation. We continue to receive materials on a daily
basis.
I. Meeting of Deputy General Counsel
On Thursday, July 2, 1992, the Deputy General Counsel
met with Judge Webster to discuss the status of the Staff's work.
Representatives from each of the teams gave a progress report on
their respective team's efforts to date. All of the teams are
busy conducting interviews and collecting relevant documents.
J. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor, Inc., a copy of which is attached. We are pleased that
we continue to be able to manage our operation in a very cost
effective and efficient manner.
Jerry Bathke continues to work with members of the
corporate community to obtain contributions to assist in the
funding of our study. This week, we received an additional
$75,000; we received $50,000 from the Weingart Foundation,
bringing their total contribution to $100,000, and $25,000 from
the Ahmanson Foundation.
II. UPCOMING EVENTS
A. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week.
B. Chronology Grid
Next week, we will continue to expand the chronology
grid as more information becomes available. We will continue to
incorporate into the grid information from the interviews, as
that information becomes available.
c. Meetings with Teams
On Monday, July 6, 1992, Rick Stone and Betsy Lear will
meet with the Comparisons Team to discuss the status of their

work. In addition, on Tuesday, July 7, 1992, they will meet with
the Chronologies Team for the same purpose.
D. New Visiting Police Officer
We are disappointed that Lt. Mike Cushing from the
Chicago Police Department will be leaving us to return home. We
have enjoyed working with Lt. Cushing and hope that he will
continue to provide input into our investigation.
As Lt. Cushing returns to Chicago, another Visiting
Police Officer will join us next week. Lt. Barbara Frost from
the Chicago Police Department will join our team . on Wednesday,
July 8, 1992. We very much appreciate the efforts of the
Visiting Police Officers, and look forward to working with Lt.
Frost.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
