WEEKLY STATUS REPORT NO. 14
September 4, 1992
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second reports on upcoming events in the next week.
I. RECENT EVENTS
A. Final Team Reports
This week we began to receive final reports from the
Teams. While these reports are still in the form of working
drafts, we have already begun to use them to begin drafting our
Final Report. We forwarded copies of the reports we have
received to date to Judge Webster and Chief Williams under
separate cover yesterday.
B. Writing Team
This week, on Wednesday, September 2, 1992, Rick Stone
met with the Writing Team to discuss the current working draft of
the Proposed Study Report Outline, a copy of which is attached.
The Team plans to begin to assemble a working draft using the
reports already received from the Teams. This first draft will
necessarily be incomplete and very rough as we struggle to
include all of our ideas and material. However, this first draft
should provide a starting point for developing a respectable
working draft by the end of September.
c. Police Department Questionnaire
This week, we continued to receive responses to our
Police Department Questionnaire. We are pleased that 68 of the
72 Departments being surveyed have now returned completed
Questionnaires. A status report regarding which Questionnaires
have been received is attached.
D. Community Meetings
This week, the Public Hearings Team, with the
assistance of our Executive Director, Jerry Bathke, and Sgt.
Bryan Morris, continued to make arrangements for the upcoming
Community Meetings, which will be held next week, September 8 -
11, 1992, and on September 14 - 15 and 22, 1992. Advertisements
have been placed in three community newspapers, and we will be
making arrangements for interviews with the press in advance of
the first community meeting. In addition, we have sent letters
to the Mayor and members of the City Council to let them know
these community meetings will be taking place. Fliers announcing
the dates, times, and locations of these meetings also have been
distributed in each of the communities in which the meetings will
take place.
E. Interview Reports
The interview process is winding down. However, as you
can see from the attached status report, interviews continue to
be completed. We are pleased that we have conducted close to 350
interviews during our fact-gathering process.
The interview memoranda library continues to expand.
The original interview memoranda are on file in the Office of the
Special Advisor; working copies of the one-page summaries of some
of the interviews conducted to date are attached for your use.
All interview memoranda, including the one-page summaries, are
highly confidential and should be maintained in a secure
location.
F. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. Jerry Bathke
also has developed a working plan to keep our remaining
expenditures within the budget and the cash we need on hand
through the end of our study. We expect to receive several
additional contributions from corporations in the coming weeks.
Jerry Bathke is working with our coordinator of
publications and the printer to make arrangements for printing
our Final Report. The search for professional writing
consultants and other necessary graphic expertise continues.

G. Contributions for Chief Jimmie Brown, Metro-Dade
county. Florida
This week, we began to solicit contributions from our
Staff to assist Chief Jimmie Brown and his family in recovering
from the devastation caused by Hurricane Andrew. A copy of the
memorandum we sent to all members of our Staff is attached. We
hope to raise as much as $10,000 to help Chief Brown and his
family during this difficult time in rebuilding their lives.
Chief Brown has contributed a great deal to our efforts, and we
hope that we can help him and his family during their time of
need.
II. UPCOMING EVENTS
A. Community Meetings
Next week, from 7 to 9 p.m. on the evenings of
September 8 - 11, 1992, Judge Webster and Chief Williams will
hold community meetings in the following areas of Los Angeles:
Crenshaw District, South Central Los Angeles, Pico-Union
District, and Koreatown. The schedule for these meetings is
attached.
B. Interviews of Public Officials
Next week, on Thursday, September 10, 1992, Judge
Webster, Chief Williams, and Deputy General Counsel Terry Bird,
Jim Clark, and Ken Heitz will interview Mayor Tom Bradley. Also
next week, on Friday, September 11, 1992, Judge Webster, Chief
Williams, and Deputy General Counsel Paul Bower and John Brinsley
will interview District Attorney Ira Reiner.
We are continuing to attempt to schedule an interview
with Governor Pete Wilson. The current plan is to try to
schedule Deputy General Counsel Jim Clark and Jan Handzlik to do
the interview of Governor Wilson in person, with Judge Webster
and Chief Williams participating by telephone.
c. Writing Team
Next week, on Tuesday, September 8, 1992, Rick Stone
will meet with the Writing Team to review the Team's progress to
date.

D. Meeting of Deputy General Counsel
Next week, on Friday, September 11, 1992, Judge Webster
and Chief Williams will meet with Rick Stone and the Deputy
General Counsel to begin to discuss issues relating to our Final
Report. A representative from each of the Teams will make a
brief presentation of the issues central to that Team's fact
gathering efforts. This important meeting will last from 11:00
a.m. until 2:00 p.m. and will include lunch. The Deputy General
Counsel expect this session to be quite valuable to our effort.

and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
