SUBJECT: CRIME ANALYSIS AND DEPLOYMENT TRAINING
On April 10, 1992, at 1400 hours, crime analysis and deployment
training will be provided for all Area commanding officers in
Room 618, Parker Center. All Office of Operations staff officers
are also invited to attend. The first hour will synopsize the
eight-hour training session recently provided by the Crime
Analysis Unit to all Area watch commanders, assistant watch
commanders and Detectives III. The second hour will address the
subject of how o.o. will handle police officer deployment as
reductions in the Department's actual strength occur. Commanding
officers shall attend: however, if attendance is precluded by
vacation, Board of Rights, etc., they shall send a designee of
the rank of lieutenant or above.

RECOGNIZES THAT RIGHT BUT WILL ACTIVELY PROTECT PEOPLE WHILE THEY ~XERCISE IT.

SUBJECT: EMERGENCY RESPONSE READINESS AUDIT

The potential for an emergency response to natural and other
unusual occurrences is ever present. Should such an event occur,
the Department must be able to function as a team. Each Area, aa
a member of the team, is expected to be prepared to respond
rapidly and efficiently. Response encompasses personnel
management, planning docume~ts and equipment.

SUBJECT: EMERGENCY RESPONSE RV.DINESS AUDIT .

that an audit of Area emergency response readiness be conducted •.
The audit was to evaluate selected Area's mobilization calL-up~
procedures and to assess the readiness condition of emergency p .

supplies, response vans and field jail.. kits. ··· · .... _ ""-·
The audit involved one Area per bureau and was conducted by
Tactical Planning Section (TPS) personnel.
METHODOLOGY
A preparedness audit checklist was used by auditors for
uniformity (c-attachment 1). The Area Standing Plans and Station
Defense Plans were located and reviewed for currency and
accuracy. The Field Jail Unit Cadre list was reviewed for its
currency and availability to the watch commander. Each of the
bureau's command post cadre rosters was obtained and reviewed by
TPS (c-attachment 2). Areas audited were Hollywood, Newton,
southwest and Van Nuys.
Semi-Annual Equipment Reports were compared with a hands-on
review of listed equipment. The emergency response vehicle was
inventoried to ensure it was properly stocked and an evaluation
was made to assess its suitability for use as a command post.
Gas equipment and masks were inventoried and inspected to insure
their availa.bility and readiness.
on a separate day TPS personnel inspected A/B roters and
conducted mock mobilization exercises at Harbor Area, Foothil.l..
Area, West Traffic Division, and Central Traffic Division to
estimate the Area's/division's actual ability to contact
employees off-duty. All four were provided a phone mobilization
call-up form and instructed to FAX the results to TPS by 1100
hours. (c-attachment 3).
Any discrepancies were noted and the Area captain or designated
acting commanding officer was informed of the findings at the
time of the audit.

SIGNIFICANT FINDINGS
The auditors found Newton and Hollywood Area to be in compliance
with audit expectations. Southwest and Van Nuys Areas planning ·
documents;• and/or· gas:-equipment were ~ incomp-le.te· in varying
degrees •.

Southwest Division was generally in compliance with
audit expectations. However, they could not locate. the
fifty gas masks that are assigned to them and are
required to be available.
Van Nuys Area's Standing Plans were not current in the
watch commander's (W/C) office and the emergency
response vehicle. The Area's copy had been updated.-
almost completely in November of 1990 (c-attachment-4).
The remaining revisions have not been addressed sinca
that time. This discrepancy was documented previousiy
in an audit conducted September 11, 1991 by TPS (c
attachment 5) and the problem remains the same. The
W/C's Standing Plans A/B roster was dated 8/19/91 and
there was no updated inundation flood maps on the

Sepulveda Dam. The Area's fifty gas masks could not- be

Valley Property Division could not locate and did not
know that they were responsible for having extra
· bullet-proof vests available for Valley Bureau as
stated in the Department Manual 4/212 (c-attachment 6).
c. Harbor Area's A/B roster in the W/C's office was not
current. It was dated February 7, 1992, Deployment
Period j2 (c-attachment 7).
RECOMMENDATIONS
SOUTHWEST
Gas masks should be located or new ones requested.
VAN NUYS
It is recommended that the revisions of the Area's Standing Plans
be completed as required by 00 Order No. 6, March, 1990. Upon
revision, provide updated copies to all concerned entities as set
forth.
The fifty gas masks should be located or new ones requested.
Property Division should locate or request bullet-proof vests to
be in compliance with the Department Manual..

Tactical Planning Section (TPS) will be conducting a four (4)
hour course in Command Post Operations on February 4 and 5, 1992.
The course will be organized to accommodate one bureau cadre in
the morning and one bureau cadre in the afternoon of each of the
two days (see below schedule).

post- cadre who did not·attend previous cadre: . schools and any new

minute class covering the major command post functions followed
by a slow paced, instructional, command post exercise utilizing
the Department's command post fleet.
The course will be held at the Naval and Marine Corps Training
Center, 1700 Stadium Way, Los Angeles in classrooms 1237/238.
The training is limited to 20 students per bureau. A list of
officers selected to attend the cadre school and their assigned
cadre positions should be directed to Officer Bill Young,
Tactical Planning Section, Field Cormnand Post Unit, no later than

You are directed to participate in an Unusual Occurrence exercise
which will be presented by Tactical Planning Section on March 19,
1992. This exercise will test Operations-Central Bureau ~0111Mnd
Post Cad.re's Unusual Occurrence response and coordination
capabilities.
The Department's Mobile Conmand Post Fleet will..be deployed....a.t.
Dodger Stadium, parking lots 132 and 134, for the exercise • .
Please instruct your Bureau Comnand Post cadre to report to the
command post no later than 0800 hours. Space limitations
necessitate that a maximum of 24 cad.re personnel attend. The
exercise will begin promptly at 0830 hours and continue until
approximately 1230 hours. All deployment of field personneL.or
equipment will be simulated. · ·

I. The Emergency Operations Organization stands ready to activate
as needed. A Declaration of Local Emergency can be readied in
short order as needed. · ,
II. The - Command- Post- Pleet· is in good· working order and is ready
to respond anywhere in the City. The establishment of multiple
command posts can be accomplished.
III. Field Jail training is conducted as requested throughout the
City. TPS personnel will respond to any Field Jail to assist and
advise during operation.
IV. In July and August of 1991, TPS personnel conducted audits of
all 18 geographic Areas. The audits reviewed Area Standing Plans,
Station Defense Plans, UO Preparedness and Area Field Jail
Preparedness (C-attached). Area commanding officers were apprised
of findings.
v. TPS personnel conduct regular training and exercises which
include, but are not limited to, Sergeants School, In-service
Sergeants School, Watch Commander School, Bureau Command Post Cadre
Training, and Bureau Command Post Functional Exercises. TraininD

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
