Enclosed is the thirteenth weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 13
August 28, 1992
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. Police Department Questionnaire
This week, we continued to receive responses to our
Police Department Questionnaire. We are pleased that 66 of the
72 Departments being surveyed have returned completed
Questionnaires. A status report regarding which Questionnaires
have been received is attached.
B. Interviews of Other Police Departments
This week, the Comparisons Team, along with the
Visiting Police Officers and members of the LAPD and Inter-Agency
Teams, continued to conduct interviews of personnel from police
departments in other cities. Interviewers conducted interviews
in Newark and New York this week. Reports are that these
interviews went well, and that we were successful in obtaining
information that will be useful to our Study. We are pleased
that each of these departments has agreed to allow members of our
team to conduct interviews of their personnel. A list of the
written interview memoranda of these interviews received to date
is attached.
This concludes our interviews of other police
departments, except for Houston. We are continuing to attempt to
arrange for interviewers to conduct interviews of personnel from
the Houston Police Department, and we hope that such interviews
will take place during the week of September 8, 1992.
C. Public Hearings Team
This week, the Public Hearings Team, with the
assistance of our Executive Director, Jerry Bathke, and the
Visiting Police Officers, continued to make arrangements for the
upcoming Community Meetings, which will be held September 8 - 11,
14 - 15, and 22, 1992. We issued a press release on Wednesday,
August 26, 1992 announcing the dates, locations, and purpose of
these Community Meetings, a copy of which is attached. Also
attached is a list of those who received the press release.
D. Interview Reports
The interview process continues to proceed. As you can
see from the attached status report, interviews continue to be
scheduled and completed. This process is, however, winding down,
as we plan to complete most, if not all, remaining interviews by
Monday, August 31, 1992. We are continuing to work to schedule
interviews with Governor Wilson, Mayor Bradley, and District
Attorney Reiner during the month of September.
The interview memoranda library continues to expand.
The original interview memoranda are on file in the Office of the
Special Advisor; working copies of the one-page summaries of some
of the interviews conducted to date are attached for your use.
All interview memoranda, including the one-page summaries, are
highly confidential and should be maintained in a secure
location.
E. Community Attitude Survey
Attached are the preliminary results from the Community
Attitude Survey conducted July 31 - August 2, 1992. The total
sample contains 1020 completed questionnaires. A second
tabulation of 921 completed questionnaires excludes
questionnaires completed by persons who declined to specify their
age. These tabulations are preliminary and should be kept
confidential.
F. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we continue to be able to manage our operation in a cost
effective and efficient manner.
Jerry Bathke continues to work with corporations and
foundations to obtain additional contributions, both monetary and
in-kind, to assist with our Study. In response to Chairman of
Special Advisor Study, Inc. Robert Smith's letter, we have
received contributions of $31,000 to date. Hughes indicates that

a check for $5,000 is also on its way to us. Requests for
contributions have also been extended to the owners of the
professional athletic teams in Los Angeles.
Toyota has extended their donation of vehicles and
Hilton has extended their donation of hotel space. Mitsui
Fudosan has agreed to an extension of the lease of our office
space and the accompanying parking spaces; the draft agreement is
currently under review. In addition, we are very pleased that
the Southern California Gas Company has agreed to donate the
printing of our final report.
II. UPCOMING EVENTS
A. Public Hearings Team
Next week, the Public Hearings Team, with the
assistance of Executive Director Jerry Bathke and the Visiting
Police Officers, will continue to make the necessary arrangements
for the Community Meetings to be held in September. The Team
will be arranging for publicity announcing the dates and
locations of ·the meetings, as well as other logistics for these
meetings.
B. Final Team Reports
Next week, the Teams are scheduled to submit their
Final Team Reports. These Reports are expected to contain "road
maps" to the data collected by the Teams during the fact-finding
process, and will be used to begin drafting our Final Report next
week.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
