Enclosed is the twelfth weekly status
report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 12
August 21, 1992
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. Police Department Questionnaire
This week, we continued to receive responses to our
Police Department Questionnaire. We are pleased that 63 of the
72 Departments being surveyed have returned completed
Questionnaires. A status report regarding which Questionnaires
have been received is attached. Most, if not all, of the
remaining Departments have indicated that they are in the process
of completing the Questionnaire, and that they will be forwarding
their responses to us in the near future.
B. Interviews of Other Police Departments
This week, the Comparisons Team, along with the
Visiting Police Officers and members of the LAPD and Inter-Agency
Teams, continued to conduct interviews of personnel from police
departments in other cities. Interviewers conducted interviews
in Miami, Metro-Dade County, Philadelphia, and San Antonio this
week. Reports are that these interviews went well, and that we
were successful in obtaining information that will be useful to
our Study. Interviewers are scheduled to conduct interviews in
Newark and New York next week (Atlanta has declined to
participate in our interview process), and, tentatively, in
Houston the following week. We are pleased that each of these
Departments has agreed to allow members of our team to conduct
interviews of their personnel. We expect that the information we
are obtaining through these interviews will be very helpful to
our Study.
c. Chronologies Team
On Friday, August 21, 1992, Rick Stone and Betsy Lear
met with the Chronologies Working Group to discuss the status of
the Group's work. The Group continues to work on obtaining
additional data necessary to complete their analysis, as well as
displaying the data in the form of charts and graphs. This week,
we continued to analyze the data regarding fires that occurred
during the civil disturbance in April; we were able to consult
with Los Angeles Fire Department personnel who are collecting and
analyzing such data for purposes of an internal Fire Department
investigation. In addition, this week, we continued to locate
and analyze deployment information. We hope that these analyses
will be useful in gaining a more thorough understanding of the
law enforcement response to the civil unrest in April.
D. Public Hearings Team
This week, the Public Hearings Team continued to make
arrangements for the upcoming Public Meetings. We are currently
planning to hold a series of seven public meetings in the
community, and an undetermined number of meetings with LAPD
personnel. A tentative schedule for the community meetings,
which will be held September 8 - 11, 14 - 15, and 22, 1992, is
attached. The Team is in the process of arranging for permits to
use public school sites, interpreters, and other logistics for
these meetings.
E. Meeting of Deputy General Counsel
On Friday, August 21, 1992, Rick Stone met with the
Deputy General Counsel to discuss the status of each of the
Teams' progress in preparing Final Team Reports, which are due on
Monday, August 31, 1992. Deputies from each Team gave a status
report on their Team's efforts in completing the necessary
interviews and analyzing documents and other materials obtained
in the course of their work. While there are a few remaining
interviews to complete, and analysis of the facts gathered to be
done, the Teams are well on their way to finishing their Final
Team Reports.
F. Interview Reports
The interview process continues to proceed. As you can
see from the attached status report, interviews continue to be
scheduled and completed. This process is, however, winding down,
as we plan to complete most, if not all, remaining interviews by
the end of this month.

We are investigating with staff members the procedures
for scheduling interviews with Governor Wilson, Mayor Bradley,
and District Attorney Reiner. We are hoping to schedule
interviews with these officials during the month of September,
while Judge Webster and Chief Williams are in Los Angeles, so
that they may participate in these interviews.
The interview memoranda library continues to expand.
The original interview memoranda are on file in the Office of the
Special Advisor; working copies of the one-page summaries of
several of the interviews conducted to date are attached for your
use. All interview memoranda, including the one-page summaries,
are highly confidential and should be maintained in a secure
location.
G. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we continue to receive many materials which are
useful in our investigation.
H. Visiting Police Officers
We are very pleased that all of the Visiting Police
Officers will be able to continue as part of our Team through the
end of October. Many thanks to Chief Williams and the Visiting
Police Officers' home Departments for making this possible. The
Visiting Police Officers are an invaluable resource for us and we
are very fortunate to have them as part of our Team.
I. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we continue to be able to manage our operation in a cost
effective and efficient manner.
Jerry Bathke continues to work with corporations and
foundations to obtain additional contributions, both monetary and
in-kind, to assist with our Study. This week we received $5,000
each from California Community Foundation and Certified Grocers
of California.

II. UPCOMING EVENTS
A. Interviews of Other Police Departments
Next week, the Comparisons Team, along with the
Visiting Police Officers and members of the LAPD and Inter-Agency
Teams, will travel to Newark and New York to conduct interviews
of personnel in the Police Departments in those cities.
Interviews, tentatively, are also scheduled to be conducted in
Houston during the following week. In addition, members of the
Team, along with the Visiting Police Officers, will continue to
review the responses to the Police Department Questionnaire.
B. Public Hearings Team
Next week, the Public Hearings Team will continue to
make arrangements for the public meetings to be held in
September. The Team will be arranging for site permits,
interpreters, and other logistics for these meetings.
c. Interviews
The interview process is entering what we hope will be,
for most, if not all, purposes, its final week. As you can see
from the attached schedule, there are several interviews that
will be conducted during the coming week. In addition, the Teams
will continue to schedule all remaining necessary interviews. We
hope to complete all of these interviews, except for those of the
Governor, Mayor, and District Attorney, next week.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
