report. This report is intended to be a
confidential communication to you from your
General Counsel, subject to the Attorney-Client
Privilege and the Work Product Protection. As
such, it should be guarded by you in a safe place
and disclosed only to persons who are members of
the study staff or who have signed the Policy
Statement re Confidentiality.
The official record of our study is
maintained in the Office of the Special Advisor.
We intend this weekly status report and the
attached materials to be a working copy for your
personal use. At the conclusion of the study, all
of these materials should be returned to the
Office of the Special Advisor or destroyed. Our
plan is for the "official record" to be archived
upon the conclusion of the study, and for no other
record to exist.

WEEKLY STATUS REPORT NO. 11
August 14, 1992
This Weekly Status Report is created solely for the
benefit of our clients, Special Advisor William H. Webster and
Deputy Special Advisor Hubert Williams, and for no other purpose.
It contains confidential information and should not be
distributed to other persons.
This report is in two sections. The first section
describes significant events that have occurred within the last
week. The second section reports on upcoming events in the next
week.
I. RECENT EVENTS
A. Police Department Survey
This week, we continued to receive responses to our
Police Department Questionnaire. We are pleased that 61 of the
72 Departments being surveyed have returned completed
Questionnaires. A status report regarding which Questionnaires
have been received is attached. Most, if not all, of the
remaining Departments have indicated that they are in the process
of completing the Questionnaire, and that they will be sending
their responses to us in the near future.
B. Interviews of Other Police Departments
This week, the Comparisons Team, along with the
Visiting Police Officers and members of the LAPD and Inter-Agency
Teams, began to conduct interviews of personnel from police
departments in other cities. Interviewers conducted interviews
in Chicago, Detroit, Oakland, and San Diego this week.
Preliminary reports are that these interviews were very
successful, and that we have obtained much additional information
that will be useful to our Study. Interviewers are scheduled to
conduct interviews in Miami, Metro-Dade County, Philadelphia, and
San Antonio next week. During the following week, interviewers
are scheduled to conduct interviews in Atlanta, Houston, Newark,
and New York. We are pleased that each of these Departments has
ag~eed to allow members of our team to conduct interviews of
their personnel. We expect that the information obtained through
these interviews will be very helpful to our Study.
C. Visit to LAPD Communications Center and EOC
On Thursday, August 13, 1992, the Visiting Police
Officers and Betsy Lear visited the LAPD Communications Center
and the City's Emergency Operations Center (EOC) for a tour of
the facilities. These facilities are housed four floors below
City Hall. The tour was very informative and allowed us to
understand more fully the functions and capabilities of these
facilities.
D. Chronologies Team
On Thursday, August 13, 1992, the Visiting Police
Officers and Betsy Lear met with the Chronologies Working Group
to discuss the status of the Group's work. The Group continues
to work on obtaining additional data necessary to complete their
analysis, as well as displaying the data in the form of charts
and graphs. This week we continued to analyze the arrest data we
received from the LAPD and the Los Angeles County Sheriff's
Office. In addition, this week, we continued to locate and
analyze deployment information. We hope that these analyses will
be useful in gaining a more thorough understanding of the law
enforcement response to the civil unrest in April.
E. Public Hearings Team
This week, the Public Hearings Team continued to
identify sites for the upcoming Public Meetings. We are planning
to hold a series of eleven public meetings, seven in the
community and four with police officers in the four LAPD Bureaus,
during the month of September. In addition, the Team is
continuing to make logistical and other arrangements for these
meetings. Due to the time required to complete these
arrangements, it will be necessary for us to select final dates
for these meetings within the next week or so.
F. Interview Reports
The interview process continues to proceed. As you can
see from the attached status report, interviews continue to be
scheduled and completed. We hope to complete all remaining
interviews by the end of August.
The interview memoranda library continues to expand.
The original interview memoranda are on file in the Office of the
Special Advisor; working copies of the one-page summaries of
several of the interviews conducted to date are attached for your
use. All interview memoranda, including the one-page summaries,

are highly confidential and should be maintained in a secure
location.
G. Library
A copy of the current index to the library in the
Office of the Special Advisor is attached. As you can see from
this index, we continue to receive many materials which are
useful in our investigation. Among the documents we received
this week were additional documents we had requested from the
LAPD. We also received a copy of the LAPD's After-Action Report,
covering the first six hours of the civil disturbance in April, a
copy of which is attached.
H. Logistics and Support
Executive Director, and Secretary/Treasurer, Jerry
Bathke has prepared an Income and Expense Statement for Special
Advisor Study, Inc., a copy of which is attached. We are pleased
that we continue to be able to manage our operation in a cost
effective and efficient manner. Jerry Bathke continues to work
with corporations and foundations to obtain additional
contributions, both monetary and in-kind, to assist with our
study.
II. UPCOMING EVENTS
A. Interviews of Other Police Departments
Next week, the Comparisons Team, along with the
Visiting Police Officers and members of the LAPD and Inter-Agency
Teams, will travel to Miami, Metro-Dade County, Philadelphia, and
San Antonio to conduct interviews of personnel in the Police
Departments in those cities. Interviews are scheduled to be
conducted in Atlanta, Houston, Newark, and New York during the
following week. In addition, members of the Team, along with the
Visiting Police Officers, will continue to review the responses
to the Police Department Questionnaire.
B. Interviews
The interview process continues to progress. As you
can see from the attached schedule, a number of interviews will
be conducted during the coming week. In addition, the teams will
continue to schedule the remaining interviews. We hope to
complete most, if not all, of the remaining necessary interviews
by the end of August.

SUBJECT: REVIEW OF 1992 RIOT-RELATED PLANNING, PREPAREDNFSS AND
RESPONSE
I. PURPOSE

As part of the continuous improvement process, the Chief of Police directed a
critical review of the Department's planning, preparedness, and response
regarding the civil unrest that followed the announcement of verdicts in ~e
"Rodney King'' case. A critical analysis of events during the first six hours will
provide a basis for improving the Department's response to similar, future
emergencies.
· METHODOLOGY
Staff gathered all available data and conducted interviews primarily regarding
incidents that occurred in South Central Los Angeles and particularly 77th Street
Area during the first six hours of rioting. However, incidents occurring in other
parts of the City were also examined. Staff also analyzed the availability and
deployment of logistic and personnel resources in preparation for and response to
the emergency .
Interviewees included LAPD staff and command officers, supervisors and a cross
section of rank and file employees. Los Angeles Fire Department command
personnel were asked for their perceptions and assessment of cooperative efforts
and LAPD performance .
Staff reviewed videotapes (obtained from the media) depicting riot incidents.
The Department's Tactical Manual, Emergency Operations Guide, First
Responders Checklist, and the Emergency Operations Board Master Plan and
Procedures were used as references by staff in conducting the review and
analysis of:

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
