RB: Visiting Police Officers
our Visiting Police Officers have been invaluable to us
in conducting our Study, and we really could not do without them.
Unfortunately, their time with us is now scheduled to expire at
the end of August. In last week's Weekly Status Report, I asked
for your help in extending the time that our Visiting Police
Officers will spend in Los Angeles.
on Monday, I forwarded to you a draft of our plan and
schedule for completing our work. As you can see from this draft
plan, we are currently contemplating finishing our work on
October 19, 1992. I am hopeful that we can arrange for the
Visiting Police Officers to extend their time with us through
this date; their participation is critical to the Study. Lt.
Frost, Lt. McGhee, and Sgt. Morris seem willing to stay for this
period of time. However, we will need to clear this through
their respective supervisors. While we understand that Chief
Brown may not be able stay for this entire period, we hope that
we can work out an arrangement whereby we will continue to have
the benefit of his input.
I appreciate your assistance in working this out. I
will call you later this week, hopefully, to confirm that our
Visiting Police Officers will be able to stay with us through
October 19, 1992.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
