Decision announced - Not Guilty.
Held over 1/2 of Day watch to augment P.M. watch. Sergeant
Cross to act as press officer.
Received call from Santa Clarita, L.A.S.O., Deputy Barnes.
Wanted information on officers' residences to provide
protection. Verified caller and relayed same.
Location for Block Captain's meeting, originally scheduled
for Foothill Station, was changed to Lake View Terrace
Center.
Foothill and Osborne - Protest group of about 45 with signs
at scene of King incident. No problems. Vice at scene to
provide intelligence. Unit 16X52 at location. Unit 16Ll40
also at location. 100 or more at park.
Officer Pollard contacted Valley Areas for redeployment of
units to Foothill (separate list attached).
Spence Leafdale in to run A.C.C.
Unit 16X52 reports crowd of 100 Bloods at intersection of
Dronfield and Osborne.
Additional supervisor reports it is only 30 people and
activity appears normal.
Sergeant Polen reports 5 male Hispanics dropped off in front
of Station by a male Black trying to incide riot.
60+ at Foothill and Osborne, including media, per 16V120.
Per Chief Frankle, no units are to broadcast any information
(intelligence info, i.e. locations of gathering).
Foothill and Osborne, more media reported than protesters.

Three PO 2's at Fire Station on Osborne, per P.S.R.
From 16Ll40 to A.C.C. - Sergeant Niles, 17L30, is in charge
of the ready reserve at the Fire Station. Requests a unit
deliver maps to them.
Officer Goldberg reports 14 children in front of Station
waving signs; 12 kids across the street.
16V20 reports 50 to 60 at Foothill and Osborne. No riot,
just people wanted to get on T.V.

I have 13 units and 19 officers so far. I have deployed all
out of sigh with one unit at guardshack. I have at least 4
supervisors, but no takers ... any further ... Ficken. Have
started roll call log.
Officer C. Smith (16X52) states she spoke to Piru Blood
member and they are engaged in their own person war. Rodney
King is a small matter at this time. Too busy ducking
bullets from Crips.
Lt . Peavy (San Fernando P.D.) states S.F. is all quiet, no
riot activity. Supports us and states W/C, Sergeant Belden,
is there for us tonight if we need him (info per Polen).
Approximately 50 in front of Station. Vocal and being
monitored.
E.O.C. called asking status of situation.
60 people at park, multi-racial, quiet, Code 4 (per 16V20).
16Vl0 reports 90 people are at Osborne and Foothill. All
okay, no violence.

I have a V/C written down already ... I have deployed all
officers out of sight on standby ... We are monitoring
landline. Do I have a Lt. or above ... Rumore says ... I also

200/225 at Osborne and Foothill - "Shots fired". Heavy
vehicular traffic.

Bottles and rocks being thrown at passing vehicles who do not
honk in support. Suspects exited crowd and went to liquor
store at northwest corner of Osborne and Foothill and beat up
a female White. Sgt. Polen ordered Ll70 to take one squad to
the location.
Some people in crowd are encouraging peace, some are
complying.
Whole City mobilized. W/C advised to telephone officers on
A/B mode. All "B" watch activated.
Crowd appears to be keeping themselves calm (Osborne and
Foothill). Holding out riot team at this time.
Having a Vice officer responding to the liquor store at
Foothill and Osborne and advised that he should close down.
Crowd destroys and burns parking structure at Parker Center.
16A53 and 16FB7 ordered to go to C.P. at 51st and Van Ness.
Squad formation created. People in street blocking traffic,
tearing newspaper stands down. IBARS reservist squad
notified.
Suspect of rior taken into custody from front of Station.

Arrestee Jose Luis Garcia, complaining his wallet contained
monies taken while in custody. Arrested by Arellano #26055

Bella, possibly related.

Lt. Garcia phoned to advise a D.W.P. truck is en route and
they need an escort to Harding and Gladstone due to suspects
opening fire hydrants at location.

Telephone call received by Sgt. Cross from Ofer. John Romero,
assigned Foothill, but advised he is at 0.0., Parker Center.
Began calling neighboring Divisions in search of pink "U.O."
cards. Ofer. Hummel contacted Sgt. Stile, No. Hwd, said he
would give us some.
Officers Dumais and Hummel ordered to County Fire Station to
pick up EOW "B" watch officers, then to No. Hwd to pick up
U.O. cards.
16FB1 informed to report to County Fire Department. If
Station 98 needs escort, they should notify Foothill Station
and we will assign a unit.
Sgt. Allen stated we have 2 squads "A and B" available to be
deployed. For Fire Station 98, Pacoima squad Q70, Q 3 and 4
can be utilized. The other squad is Q80, Ql and 2 for Sylmar
area.
Det. Parks stated that at 0730 hours today, he received a
phone call from a concerned citizen (unknown male Hispanic)
who said that he was with a group of male Black and Hispanics
last night who have explosives and plan to bomb Foothill
Station sometime today. Unknown if they plan to throw or
plant the bomb. Both Captains have be~n notified .
16Vl0 telephoned and stated he has checked all hot spots from
last night. All is quiet.
Sgt. Allen ordered that one unit from one squad be deployed
for increased Station security due to bomb threat. Two
officers to be deployed at an O.P. across the street and two
officers utilized as a chase car. Q3 assigned to this detail
and O.P. 1.
Message received on A.C.C. from PWC, "All Divisions are to
keep S.T.O.R.M. log or have people call after the
mobilization is over. We advise people it may be over a week
before someone comes out."
Sgt. Haberman was informed that Van Nuys Court is closed.
San Fernando and Sylmar are open.
Fire Inspector Brown notified Sgt. Haberman that his
Department will be doing a fly-by over the Pacoima/Lake View
Terrace area. He will notify us if he needs escort.
FBl no longer at Fire Department post. They are now a mobile
unit responding where needed.

Low key in Sylmar. No unusual ped activity ... No unusual
activity in Parks.
Update from 16Ql70 via A.C.C.
30 minutes ago it was clear. Pacoima and Arleta are quiet
and we are heading up to Lake View Terrace now for an update.
Officer Justice informed me that the totals for "A" watch is
105 officers, "B" watch is 125 hours. This info was provided
to General Services for meals to be delivered to Foothill for
officers at 1200 and 2400 hours.
Hot food was delivered to Foothill by a private catering
company for consumption by Foothill personnel.
Sgt. Cross received telephonical notification from Graybill,
O.V.B., who stated he was contacted by Sgt. Paysinger,
O.V.B., at the E.O.C., who ordered the release of all
misdemeanor arrestees. Jail downtown is full and no
transportation. Foothill Jail cited back and released 9
misdemeanor arrestees.
I was notified by Officer Wiedenhaupt that at least two black
and white vehicles, two shotguns and an undetermined number
of ROVERs remained at the C.P., 54th and Van Nuys. Unknown
exactly which ROVERs are at the C.P.
Ekhart from O.V.B. called with a request for a breakdown of A
and B watches by rank.
Edhart called inquiring if we need flares and batteries and
if so, how many?
Unit 16A53 checked out a report of 415 gang activity at
Eldridge and Kagel Canyon. They rep0rted approximately 20
gang members just standing around.

Just checked with San Fernando P.D. Patrol Commander. They
advised several incidents occurring including 187 directly
related to riots. He is preparing a full report which we
will receive.

Kagel Canyon Park, approximately 40 teens. No problems at
this time.
Desk received a phone call from anonymous caller who stated
that at the Shelter Isle Mobile Home Park (Glenoaks and
Gain), an unknown suspect came into the trailer park and
advised her and others to take their valuables and get out as
there will be problems today at 1500 hours. Officer Payne
and unit 16A53 will investigate and report back.
Sgt. Cross advised that as of now, Foothill W/0 must send an
Unusual Situation Report every four hours to O.V.B. per Bill
Humphrey. Captain Ornelas will also FAX the information.
A.S.D. called and offered their support as needed by Foothill
Division, 989-8572.
Call received from San Fernando P.D., nine carloads of Blacks
possibly looking "for trouble". Last seen leaving Pace
parking lot heading southbound on Foothill Boulevard toward
Station.

O.P. 1 officers have noted a 1981 Olds, license 1BJD088,
continuously crusing past Station. D.M.V. inquiry revealed
R/0, Victor Lopez Andrade, 10934 Herrick, Pacoima. Vehicle
was F.I. 'don 4-22-91, 1730 hours, as a gang vehicle driven
by Enrique Villegas, male, Hispanic, black, black, 5'4, 210,
12-14-73, 1981 Olds Cutlass, 2 door, green, 946 W. 253rd St.,
Los Angeles, driver possible A.D.W. suspect.
Bomb threat received at Communications Division, 11565 Laurel
Canyon Boulevard, Ste 102. Caller stated, "This is the last
and final call. A bomb will be going off by 1130 hours . "
Call received regarding telephonic threat made to
Communications; unknown male Black caller stated, "Sgt. Koon
and his family are dead and we are going to burn down Parker
Center." I notified Santa Clarita Sheriffs, W/C Bengtson,
who stated that his agency has extra patrol request in effect
as of yesterday.

Regarding possible bomb threat against Foothill Station,
Officer Arreola was approached by Martin Galaviz, 15102 Nurmi
St., Sylmar, 899-2854, who stated that he observed 18 - 20
male Blacks at San Fernando and Hubbard. He was approached
by 6 male Blacks who said, "Get your Mexican friends together
so we can take a present to Foothill Station (a vehicle full
of explosives) .
Call received from Communications re "415 group - possible
looters", Foothill and Maclay at Home Depot, air unit en
route. Unit 16FB1 dispatched.
Call received from Communications re "415 group - possible
looters", Foothill and Hubbard at Von's Market. Unit 16Ql
dispatched.
Marquez, Safety Police at Olive View Hospital, received bomb
threat at 0945 hours.
Unit 16FB1 reports no evidence of looting or damage at
Foothill and Maclay.
E.O.C. notified Foothill that all fuel deliveries will be
accompanied by escorts. W/C notified.
Desk received two separate calls were received from two
female callers stating that the Station would be burned down
this weekend.
R/C received at Communications Division, bomb threat at
Thrifty Drug Store, 10465 Sunland Blvd. Unknown caller
stated, "There is a bomb."
Ql reports no evidence of trouble at Von's - Foothill and
Hubbard.
From Officer Calvin Stegal, I.R.O. - received anonymous call
from Oregon stating that several carloads of Crips and Bloods
and Skinheads are en route to the L.A. area to join riot
(E.T.A. - May 2, 0600 hours).

all our sporting goods stores (specially Bigs) for possible
lootings. Notified all Foothill units via A.C.C.
Phoned Bureau to verify the entire City is under curfew.
York from O.V.B. confirmed. All City under curfew from dusk
to dawn.
Citizen reports to Officer Valladares that a group of 40/50
citizens are en route to Panorama Mall (possible looters).
Notified Van Nuys via A.C.C. and 9L30 is en route.
Officer Payne received information that Cesar Chavez will be
arriving at Foothill Station with a busload of protestors
sometime today.

Holifield, Bernardi's office, called to inform Station that a
meeting will be held today at 1800 hours at the Pacoima Boys
and Girls Club. The topic of discussion will focus on ways
to prevent Hispanic youth from joining in the lootings, etc.
They hope to diffuse any potential problems. Lt. Ornelas
will be attending.

Morgan, IBARS, notified Sgt. Allen that his unit will be
deployed at 1800 hours at County Fire Facility.
Call received at desk from Olive Vista Jr. High from Ron,
L.A.U.S.D. Police, of a bomb threat. Unknown male juvenile
caller. Will be handled by them.
Unit 16A31 notified A.C.C. that a group of 40 or more
gathering at Hansen Dam Park.
16V10 advises no problems at Van Nuys and Borden.
Captain Blackburn from Reserve Special Forces, National
Guard, called. ' Advised Sgt. Haberman that he will act as
liaison between Foothill and the National Guard. He will be
stationed here to assist us in assessing need of guard
troops. He assures us that his unit is well trained in riot
control.
Sgt. Macarthur was notified by a San Fernando business owner.
Called her to say that she employs many Hispanics who have
brothers who are currently incarcerated. These inmates have
contacted their relatives to say that Pacoima, Sylmar, etc.
will burn tonight.
415 group gathering at Sayre and Foothill. 16Ql handling
Code 4.
Sgt. MacArthur received a call from Bill Jenkins, a radio
station employee. Jenkins said that an unknown male Black
caller phoned the radio station and said that he knows where
Soon Ja Du resides and gave the correct address. Caller
stated that he was going to kill her tonight . I notified her
residence and explained the threat should be taken seriously .
16A3 reports no 415 group at Pace at Arroyo and Foothill, but
store is being secured against possible problems.

Received info from unknown caller who stated that high school
age gang members are planning to raid Panorama Mall tonight.
The group will be gathering to meet at Tobias and Parthenia
near bowling alley . Van Nuys was notified.
Info received from 16Ql70. Citizen overheard gang member
saying that they are going to get "the Mall" yet. Mall they
are referring to is located at Foothill and Terra Bella.
16Ql70 reports all quiet in Lake View Terrace.
Info received from citizen, manager of Williams Furniture,
10807 San Fernando Road, who stated that he received info
that his furniture store would be targeted by looters.

that someone from Pierce Apartments complex stated that the

arrested for burglary and one vehicle was impounded. Two of
the arrestees are females.

Received info from two separate sources advising that
Hispanic gang members have solicited Black gangs to join them

Ml carbines and miscellaneous magazines for AK47's, AR15's
and Ml carbines. Suspects paid in cash and were seen loading
the magazines as they left the area. Vehicle was white,
approximately 1985 Chevy P/U truck with repo type two yoke
(not a full tow truck). Suspects #1 and 2: Black males,
26-30, 6'0, 180-200 pounds. Partial clothing description,
unk which suspect, white t-shirt, dark jackets, one wearing a
blue Dodger shirt."
Information from citizen: Crips/Blodd gang members from
Oakland area on way here to kill as many police officers as
they can. Possibly related to the 200 L.A.P.D. and Inglewood
P.D. uniforms stolen from a cleaners in Hyde Park on 4-30-92.
None of the uniforms have been used or seen as yet, but
appropriate caution should be observed.

gun boxes were looted and were found near Lennox Station,
near 109th Street. The guns have shown up in Riverside,
San Bernardino and Moreno Valley. Some weapons were

be held at Crenshaw and Slauson area to determine attack
(5-4-92). The gangs have targeted National Guard. LASD
search warrants were executed and the Bloods and Crips were
seen together.

threat assessment in regard to all significant information
that could impact all uniformed/Area personnel about
Crip/Blood information threats on police officers/assaults
and tactics on police officers. Information could also
enable uniformed personnel to become part of the intelligence
process (eyes/cars). Suggested assessment be submitted to
all Areas at 0500 and 1700 horus in order to disseminate at

"Sure Fire Ammo", 11015 Glenoaks Blvd, Spaces 18, 19 and 20,
received a threat to be burned down by an unknown male
Hispanic. They have over 100,000 rounds of "live" ammo on

regarding detective being followed from vicinity of Van Nuys
Station. Vehicle was a gold 280Z, license 1LKB006, CA (not
on file), driver was a female Black, light complexion, last
seen on Lindley. Use caution when leaving Station, en route
home, use alternate routes, be aware of surroundings.
Officer Jones phoned reporting he'll be going to the hernia
clinic tomorrow, 5-6-92.
Sgt. Fey received information from E.C.C., Threat Assessment.
Threats on police officers remain high. Investigations are
ensuring regarding rumors that the Bloods and Crips have made
peace and concentrate on attacking police and military
personnel. No info substantiating any plan that gangs are
working together. This development coupled with theft of
thousands ~farms and police uniforms stolen. Caution should
be used when authenticity of police personnel is in doubt.
Tensions are being increased by organized radical groups
stirring hate rhetoric. Gangs are threatening to kill
officers, especially after military leaves. Additional
threats for potential violence when Bush arrives Wednesday,
5-6-92, 2045 hours, to tour West and South Bureau on 5-7-92.
Clinton will arrive Saturday, 5-9-92. F.B.I. states rumors
regarding 4 officers who violated Civil Rights law not being
pursued in Federal Court are false.

Sgt. Minsal received a call from "Dominic" (suspect of a We
Tip FAX regarding looting from Fredericks of Hollywood).
Suspect stated all the items ahve been returned. It was a
misunderstanding. Sgt. Minsal stated detectives will be
contacting him.
Teletype received from E.O.C., L.A.S.D. Several independent
sources indicate that Probation and Parole officers have been
targeted for demolition by arson to destroy records. Ontario
and Compton Parole Officers have been torched.
Lt. Woolway reported he received information from I.C.C. that
an anonymous Pacoima citizen informed them that the gangs ·
were going to take down Pacoima and start with the Station
first.
O.V.B. phoned - meals are ready for pick up.
F.B.I. Agent Carlos Aguirre advised the F.B.I. units are end
of watch.
Mauricio, El Presidente Restaurant, reported 415 group in
parking lot fighting, approximately 8 male Hispanics, 2 Black

recreation area. Three units responded. Victim in 1973
Chevy, blue, NFD. Notification needs to be made to
detectives. Possible suicide, male, Hispanic, 25 to 30

unless evidence indicates not to be a suicide, patrol will

be utilized and the forms of communication necessary to

Per Nora, Juvenile Probation, there are no parole or
probation facilities in Foothill Area.
Received FAX from O.V.B. regarding flyer distributed to L.A.
Schools. Flyer calls for a walk out on 5-6-92, at 1200
hours. This walkout is to protest Bush's visit.
Rodriguez, D.S.D., Prison Gangs, called inquiring about any
intelligence information Foothill has discovered. We
reported new information. He can be reached at (213)

Citizen reporting five males dressed in fatigues. One
suspect in a treet at 13083 Rajah. Incident created.
Responding units reported Code 4, suspects GOA.
2nd Battalion, 159th Delta Company, 1st Platoon, U.S. Army
arrived for Station security. Two squads, 24 troops total.
Articulated threat against Foothill Station. Intelligence
info indicates a possible attack will occur at Foothill
Division, possibly on Saturday or Sunday. The info details a
possible aerial assault using a hijacked aircraft. This plan
is being formulated by a coalition of Crips and Blood gang
members who will be meeting at Hansen Dam Park.
I contacted O.V.B. to determine the unit respondible for
plainclothes intelligence gathering. O.V.B. informed me that
"A" watch, CECATS is assigned this task. They can be reached
at extension 8138. On "B" watch, COBRA led by Sgt. Paul
Mattson, will handle. Contact them at extension 8396 .
Captain McBride received a phone call from Steve Anson, V.P.
of F.A.B.A., who stated that Small Business Association loans
to local businesses can be obtained by calling
1-800-462-9029.

In reference to entry of 1400 today's date, the flyer
promoting a walkout at Area schools was authorized by a known
communist group. The walkout did not occur.
Teletype received from I.C.C. Threat alert teletype
cautioned all Stations to be alert for suspicious activity

response to gang members possibly casing Rampart Station and
observing security measures.
Foothill Jeopardy reports 50 to 60 Black gang members

Det. Tabares (A.T.D.) telephoned and wanted Foothill

Sgt. Frey had message sent advising all officers not to

Update re fire, 9754 Sunland, abandoned house was destroyed
per Officer Shake. Witnesses related that kids were seen in

1700 hours, Gang Information Section informed I.C.C. that
possibly Rampart Station was possibly being cased by gang
member at 1400 hours. Suspect was wearing gang attire (Kings

stood across street while constantly observing the Station.
Suspect appeared to be observing general police operations to
identify security measures in place and police movement in
and out of Station.

coordination point at Narcotics Group. All personnel
preparing service shall do the following:

to ~11 operations involving service of arrest/search

4. Location of occurrence.
5. Info on suspects (street or code names, physical

Sgt. Weinhold received information from San Fernando P.D.
regarding an incident occurred on 5-6-92 at Pace Storee on
Foothill Boulevard. Two male Blacks entered store and began
threatening employees. Suspects were driving late model
Datsun pickup, with yellow camper, license #1H57519. Named
suspect Leland Todd Jordan, 709 S. Burris, Compton, CDL
#C3684294.

Department was firebombed today at 0705 hours. Call back is
586-6478. Suspect used two molotov cocktails, one of which
he threw over the counter. No injuries, small fire on outer
wall, unknown if damaged.
Citizen Dushyant Rajan, S.F. Gardens Housing Projects, 10995
Lehigh, 899-5228, reports two bottles containing unknown
liquid, possible molotov cocktails. Units responding.
Teletype received from I.C.C., requesting assistance from all
Department to provide intelligence info to E.O.C. It also
cautions all personnel to be alert to possible set ups.
Additional info indicates that a D.W.P. vehicle (1987 blue
Nissan pickup, license E067391, with City seal and City
serial #W50199) was stolen from 733 E. 85th Street. There is
a potential for this vehicle to be used to penetrate police
facilities and restricted areas.
Info received from Payne alluding to a possible bombing at
Foothill Station, NFI.
Captain King, County Fire Facility, 890-5715, wants to be
notified of any sign of civil unrest that would affect his
agency.
Foothill is to provide two officers at Gonzalez Rec Center,
10943 Herrick Avenue, on Friday, 5-8-92, at 0800 hours, per
Chief Kroeker. Officers are to provide security for people
providing Federal relief for riot victims. This detail is to
be evaluated by Area C/0 daily to determine if needed and
continue or cancel base don this analysis.
Bomb Squad responded to Foothill Station to check out two
plastic containers of an unknown substance. The contents
turned out to be powdered steel (possible counterweights).
Deputy Henry Jones, San Bernardino Sheriffs, has six
undercover deputies in plainclothes working on a narcotics
deal. His car phone# is (714) 264-6373. They are Code 5 in
the Ralph's parking lot at Sunland and Foothill until 1500
hours.

reporting possible grave at location at scene of prior

Per Metro, advised them of location for staging area and
received intelligence info that RCP (Communist group) and Uno
will possibly demonstrate in front of Van Nuys Station on
Friday, 5-8-92, at 1000 hours .
Our Vice Unit will have a team to cover in the event of
possible follow-up demonstration at Foothill Station.
Rumor control - Federal National Guard troops pulling out of
Foothill Division, effective immediately, by orders of
President Bush. We are unable to either substantiate or
disprove this rumor.
Sgt. Haberman has assigned a quick reaction force to Foothill
Station led by team leader, Officer Wilson. Their purpose is
to respond to any problems or security breaches in the
Station.
National Guard, Captain Smith, notified W/C that the National
Guard will be assigned to Foothill for at least 24 hours.

Unit 16P5 reports a Channel 9 News van parked at Queen's
Burger across from Foothill Station.
Michelena, 0.V.B., telephoned with intelligence from E.O.C.,
"Off-duty Southwest officer heard that the gangs were going
to take action tonight against the police at unknown
locations. Also Lennox Sheriffs received an anonymous
telephone call that gang members are going to kill a
policeman tonight. No area of the City/County given.
R.T.D. bus driver (anonymous) reports that he, as well as
other drivers, are hearing that gangs are going to mass at
Foothill and Osborne on Sunday, 5-10-92.
De-escalation plan sent to units.
1. Conclude last 12-hour mobilization watch with "B" watch
on Saturday, 5-9-92 (ending 0600 hours on 5-10-92.
2. Return to three watch system with day watch on Sunday,

Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
