"\ dVv,_L - ~;c-1~ JAMES T. MC BRIDE, Captain Commanding Officer Foothill Area AFrER ACTION REPORT Department Mobilization April 29, through May 11, 1992 FOOTHILL AREA I. TYPE OF OCCURRENCE A. Type of Occurrence Civil unrest. B. Location C. D. This After Action Report concerns itself with incidents within the mobilization which affected Foothill Area. The concerned communities included Sylmar, Mission Hills, Pacoima, Arleta, Lake View Terrace, Sunland, Tujunga and portions of Sun Valley. Date/Time and Duration The jury assigned to deliberate the excessive force trial of the four Los Angeles Police Officers announced their decision on April 29, 1992, at 1510 hours. Foothill Area's emergency plans were put into effect at that time. Confirmation of a City-wide mobilization was received at 2005 hours on the same date. The City terminated the mobilization on May 10, 1992, at 0600 hours. · Due -to a high level gang threat assessment in the Pacoima area, Foothill Area continued its mobilization deployment until May 11, 1992, at 0600 hours. Total duration for the incident as it affected Foothill Area was 225 hours. Background/Intelligence Summary During the week of April 27, 1992, the community of greater Los Angeles area was poised to receive the verdict from the excessive force trial of four Los Angeles Police Officers. Pending this verdict, a coalition of multi-interest groups was expected to stage demonstrations throughout Los Angeles area. Foothill Area was thought to be a primary focal point for these demonstrations. Many of these groups were deeply committed to raising the awareness of current police-community relations. Recent court decisions had created a perception of judicial indifference and disdain toward community concerns. Extremists within the movement advocated violent demonstrations and attacks on City owned facilities. The more conservative majority were expected to express their views through organized demonstrations and non-violent civil disobedience. After Action Report Foothill Area Page two II. FOOTHILL AREA - COMMAND· POST INFORMATION A. Location of Command Post B. C . The Foothill Area Command Post was located at 12760 Osborne Street (Foothill Station). The Command Post and primary staging area were both- established at the same location. The County Fire Station located at 12605 Osborne Street was designated as a fallback location, or secondary Field Command Post site. CHRONOLOGICAL NARRATION On April 29, 1992, at 1510 hours, personnel assigned to Foothill Area became aware of the "not guilty" decision announced by the jury in the excessive force trial of four Los Angeles Police Officer. By 1530 hours, the decision was made to hold over one-half of day watch to augment the regular P.M. watch. Sergeant Leonard Cross was designated to be Foothill Area's Press Relations Officer. At 1540 hours, arrangements were made through the Santa Clarita Sheriff's Station to provide extra patrol and protection for th~ee of the involved officers residing in their jurisdiction . The first signs of protest within Foothill Area were observed at Foothill Boulevard and Osborne Street at 1630 hours. A group of 45 persons, with signs, gathered at the site of the original arrest incident of March 3, 1991. A Foothill Area Vice Unit was dispatched to obtain an assessment. No problems were noted as the crowd grew in numbers to approximately 100. At 1635 hours, contact was made with other Valley Areas to institute a redeployment of officers to Foothill Area . By 1715 hours, the media had arrived in force to the area of Foothill Boulevard and Osborne Street. At 1715 hours, Sergeant Paul Haberman established an off-site staging area at the County Fire Station, 12605 Osborne Street. Ready reserve squads were formed to assist regular Foothill Area operations. After Action Report Foothill Area Page four Two groups of demonstrators arrived in front of the Station by 1740 hours. One group was pro-police while the other appeared to be anti-police. The combined total was approximately 30. · By 1800 hours, the number of demonstrators in front of the Station numbered 50, and were very vocal. The group at Foothill Boulevard and Osborne Street numbered close to 90, but were relatively quiet. The ready reserve officers at the Fire Station now formed three squads. At 1830 hours, a Foothill patrol unit took rocks and bottles while passing through the intersection of Glenoaks Boulevard and Osborne Street. They estimated a crowd of 120-150 persons. At 1900 hours, the crowd in front of Foothill Station numbered 100 . Sergeant Soloman Polen ordered all desk. personnel to wear vests. A Station bus was parked in front of the lobby doors to supplement Station security. The demonstration in front of the Station remained vocal, but non-violent. At 1925 hours, Sergeant Polen deployed all M.Q. units to the Academy Command Post. At 1950 hours, intelligence units reported crowds of up to 225 persons at Foothill Boulevard and Osborne Street. There were reports of shots fired and heavy vehicular traffic in the area. By 2000 hours, people within the crowd at Foothill Boulevard and Osborne Street were throwing rocks and bottles at passing vehicles. Unknown suspects broke from the group and reportedly beat a female White inside the liquor store on the northwest corner. Sergeant Polen ordered 16Ll70 and a squad of officers to the scene. It should be noted that some citizens in the crowd attempted to calm the group, with mixed success. Information was received .at 2005 hours that the Department had declared a City-wide mobilization. All "B" watch was activated and home notification of personnel began. At 2040 hours, Foothill Area was required to send two units to the Command Post located at 51st Street and Van Ness Avenue. The Valley I.B.A.R.S. reserve squad was activated. Due to an increasingly hostile crowd in front of Foothill Station, traffic was closed on Osborne Street at 2100 hours between San Fernando Road and El Dorado Avenue. After Action Report Foothill Area Page five Two squads of officers were deployed in a skirmish line in front of Foothill Station. The lobby was closed and deployed officers were dressed in full riot gear. The crowd now was estimated to be nearing 300. One squad of officers was deployed to the rear of the Station. By 2110 hours, the demonstrators in front of the Station were openly hostile. The squads came under a barrage of rocks, bottles and anything else at hand. Sergeant Haberman called in the ready reserve officers from the Fire Station and formed squads inside the Station. Officers were directed in through the rear of the Station, out of sight of the demonstrators. When ready, the reserve squads joined those officers on the skirmish line. Sergeant Polen assumed command of the tactical operations and moved the skirmish line into the street. As the officers moved into position, an unknown suspect emerged from the street and fired several rounds into the air. Approximately 20 seconds later, he repeated his actions and then disappeared -back into the crowd. In order to de-escalate the increasingly volatile situation, Sergeant Polen moved the skirmish line forward. This action split the demonstrators into smaller groups and allowed for a sweeping movement away from the Statipn. Pre-designated arresting officers removed one of the primary agitators from within the crowd. Approximately 60 officers were utilized to effect this action. When 75-100 of demonstrators regrouped near Osborne Street and El Dorado Avenue, a second skirmish line was utilized to sweep the group westbound on Osborne Street. The remaining demonstrators were allowed to leave through the commercial area northeast of the Station. Sergeant Polen maintained a strong perimeter until 2300 hours . At 2135 hours, Holy Cross H6spital notified Foothill Station of a deceased gunshot wound victim. Location of the incident was not known. Homicide detectives were notified. At 2150 hours, a squad was dispatched to Sunburst Street and San Fernando Road for possible shots fired. A second squad was dispatched to Osborne Street and Telfair Avenue to control a 415 group. At 2245 hours, the first reports of looting were received from Foothill Boulevard and Terra Bella Street. Additional looting was reported at Foothill Boulevard and Hubbard Street, and Glenoaks Boulevard and Gain Street. After Action Report Foothill Area Page six A back-up was requested at 2300 hours from the officers deployed at Osborne Street and Telfair Avenue. A reserve squad was dispatched from Foothill Station. At 2330 hours, the Watch Commander was notified of a homicide at the Mission Inn. Unknown at this time whether riot related. At 2335 hours, shots fired were reported at Gain Street and Glenoaks Boulevard. April 30, 1992 From 0005 to 0100 hours, the Command Post received numerous reports of small fires and looting. Officers secured the liquor store at Foothill Boulevard and Terra Bella Street and made contact with the owner. At 0200 hours, an unknown suspect threw a molotov cocktail at 16Ll20 as he passed by Glenoaks Boulevard and Pierce Street . There was no damage. At 0220 hours, 16Ll20 reported a fire at the medical center located at Eldridge Avenue and Terra Bella Street. Information was received at 0350 hours that the Holy Cross homicide victim was a San Fernando occurrence. At 0500 hours, Osborne Street was reopened for morning traffic. At 0520 hours, Operations-Valley Bureau informed the Command Post that all "A" watch personnel, including detectives, were to remain at Foothill Station. "A" watch began at 0600 hours. Two response squads were formed up and beyond the Divisional basic cars. Squad "A" was designated for the Pacoirna area, and squad "B" for the Sylrnar area. At 0750 hours, Foothill Area received its first bomb threat. Unit 16Vl0 updated the intelligence information. All Divisional "hot spots" were quiet. At 0800 hours, "A" squad was deployed to supplement Station security due to the bomb threat. An 0.P. and chase car were deployed across the street from Foothill Station. At 0910 hours, instructions were received from Operations-Valley Bureau to release all misdemeanor arrestees. The jails were full and transportation was unavailable. Foothill Jail released and cited back nine arrestees. After Action Report Foothill Area Page .seven From 1000 to 1100 hours, intelligence reports showed all quiet throughout Foothill Area. At 1040 hours, Communications Division received a bomb threat at 11565 Laurel Canyon - Suite 102. A second call received by Communications Division at 1050 hours was a death threat against Sergeant Koon and his family. Notifications were made to Santa Clarita Sheriffs who confirmed extra patrol was in effect since April 29, 1992. At 1120 hours, Officer Eugene Arreola was approached by a citizen who informed him of a possible attack on Foothill Station. Information was recorded and given to the Command Post. At 1140 hours, a bomb threat was made at Olive View Hospital and then at Thrifty Drug Store, located at 10465 Sunland Boulevard. Information was received at 1300 hours that the City would be under dusk to dawn curfew. This was confirmed through Operations-Valley Bureau. Squad "B" was dispatched at 1330 hours to handle a bomb threat at the Security Pacific Bank, 13651 Foothill Boulevard. I.B.A.R.S. notified the Command Post that they would be activated by 1800 hours at the County Fire Station. At 1510 hours, Sergeant Haberman established liaison. with the Reserve Special Forces, National Guard. Station security was assessed. At 1525 hours, Sergeant Sandy Jo MacArthur received information . from a local radio station of a threat against Soon Ja Du. The caller had Du's correct home address (within Foothill Area). Personal notification was made. At 1600 hours, four protesters were observed at Osborne Street and El Dorado Avenue. No problems were anticipated. At 1640 hours, squad "B" was dispatched to handle a man with a gun at Glenoaks Boulevard and Osborne Place. A suspect was taken into custody without incident. At 1700 hours, Sergeant Lee Allen implemented the contingency plans for emergency officer housing. Rooms were made available at the Mission Hills Inn and the Rexford Inn for the duration of the mobilization. After Action Report Foothill Area Page eight By 1730 hours, the group at Osborne Street and El Dorado Avenue had increased in number. Sergeant Cross met with the demonstrators and explained their rights and legal limitations. The crowd complied. At 1800 hours, "B" watch was deployed. Information was received at 1815 hours from a citizen call and the We Tip Hot-Line, of a gang meeting at Hansen Darn. The purpose was to bring together the Bloods and Crips in a unified action against the police. Foothill Station was considered a primary target. At 1900 hours, the windows were smashed of the police van parked in front of the Station. From 1900 to 2000 hours, looting was reported at Arleta Avenue and Osborne Street, Sunland and Foothill Boulevards, and at a pawn shop located at 13168 Van Nuys Boulevard. North Hollywood Area dispatched a squad of officers to Foothill Area to assist. Two looters were arrested at 2100 hours from 13168 Van Nuys Boulevard. At 2200 hours, liaison was established with Chief Rivetti, San Fernando Police Department. Common problems were evaluated. At 2345 hours, squads from Devonshire and Van Nuys Areas were released. May 1, 1992 At 0045 hours, squads from V.T.D. and North Hollywood Area were released. At 0025 hours, the Command Post received one Lieutenant, four Sergeants and 24 deputies from Riverside. The Riverside contingency was released at 0335 hours. "A" watch began at 0600 hours. At 0700 hours, Sergeant Weinhold arranged for a community meeting to be held at the Boys and Girls Club located at Glenoaks and Van Nuys Boulevards. The meeting was scheduled for 1200 hours. After Action Report Foothill Area Page nine At 0845 hours, looting was reported at 12800 Van Nuys Boulevard. A squad of officers was dispatched and 10-12 suspects were taken into custody. Information was received at 0950 hours that the curfew had been extended for an additional day. At 0950 hours, a bomb threat was reported at the Bob's Big Boy Restaurant located at 10521 Sunland Boulevard. At 1050 hours, information was received from the Crescenta Valley Sheriff's Station concerned possible armed suspects en route to Hansen Dam. Units were dispatched, but no activity was found. Immigration and Naturalization telephoned the Foothill Watch Commander at 1150 hours to offer assistance with arrests of undocumented aliens. At 1250 hours, a bomb threat was reported at the Security Pacific Bank located at 13651 Foothill Boulevard. A bomb threat was received by Communications Division at 1450 hours which targeted Foothill Station. The suspect used the 9-1-1 line to deliver his threat. Communications Division was . able to determine his home address and telephone number, which allowed Foothill officers to conduct the appropriate follow-up. The suspect was subsequently taken into custody. At 1530 hours, Command Post staff met with an officer from the Department of Defense, Sharon Garrett. Intelligence information was exchanged and discussed. At 1535 hours, the Foothill Crime Prevention Unit began contacting local liquor stores requesting a voluntary curtailment of liquor sales for the duration of the emergency. At 1640 hours, I.B.A.R.S. notified the Command Post that they would be activated by 1800 hours. At 1705 hours, liaison was established with Sergeant Hendrix of the R.T.D. Police. Contingency plans were agreed upon for use of R.T.D. buses to be used as needed for prisoner/personnel transportation. At 1710 hours, C.B.S. television reported receiving a bomb threat against Foothill Station. After Action Report Foothill Area Page ten At 1725 hours, Sergeant Haberman ensured security for the Food 4 Less warehouse on Laurel Canyon. This was a potential target for looters. · At 1800 hours, "B" watch was activated. At 1835 hours, the National Guard arrived with 56 troops to assist with Station security. A six-man detail was dispatched at 2015 hours to provide security at Food 4 Less. At 1845 hours, Communications Division received a bomb threat against Foothill Station and the Simi Valley Courthouse. L.A.F.D. advised the Command Post at 2215 hours that they were holding two paramedics and a helicopter on stand-by to assist possible injured police officers. At 2330 hours, Command Post personnel received teletype information concerned the large purchases of guns and ammunition in the Fresno area. Suspects paid in cash and were thought to be possible gang members. At 2350 hours, minor damage was reported at Van Nuys Boulevard and Haddon Avenue, AM-PM Market, as a result of arson. May 2, 1992 At 0600 hours, "A" watch was activated. At 0740 hours, a squad of officers was deployed in the area of Osborne Street and Sunburst Street as the result of reported shots fired. After tactically deploying around the location, it was discovered that the resident at 11339 Clybourne had shot his pig. Appropriate reports and notification to Animal Regulations were completed. At 0920 hours, the Command Post received teletype information concerning possible Oakland gang members coming down to Los Angeles. Gang Information Section confirmed Rollin' 60's Crips and eight Tre Hoover Crips were involved in the shooting of on and off-duty officers earlier in the mobilization emergency. Sergeant Haberman received information at 1215 hours that the National Guard would be pulled out of Foothill Station by order of their Commanding Officer. After Action Report Foothill Area Page eleven At 1335 hours, Lieutenant Ornelas informed the Command Post that the Department would maintain 12-hour shifts tprough Friday, May 8, 1992. At 1800 hours, "B" watch · was activated. At 2140 hours, a gang party was observed in the area of Telfair Avenue and Desmond Street. After monitoring the group, officers reported no unusual activity. May 3, 1992 At 0007 hours, Major Horne, National Guard, reported hearing approximately three gunshots south of the Station. - No suspects were seen and there was no subsequent action taken. Twenty-six Guardsman were now committed to supplement Station security. At 0600 hours, "A" watch was activated. At 0820 hours, a possible· homicide was reported at 15580 San Fernando Mission. The victim's body had been burned. Responding units determined this to be a Devonshire occurrence. At 0900 hours, Special Agent Rick Minjares, Department of Corrections, Special Services Unit, telephoned the Watch Commander. He inquired as to a possible meeting of Bloods and Crips gang members to be held at Hansen Dam. Foothill Area had no knowledge of any scheduled meeting. Lieutenant Ornelas held an "A" watch supervisors' meeting at 1000 hours. The topics of discussion included a U.O. update, the recovery process, and the general ~elfare of Foothill Area personnel. At 1130 hours, Sergeant Cross and Detective Francis Bishop met to discuss Divisional parks. Problem parks were identified and units were designated to provide extra patrol and provide hourly intelligence information. The enforcement action was to also include Q-units, SLO's and the National Guard. During the morning, Lieutenants Ornelas and Richard Meraz, along with Officers Manual Valladares and Arreola, attended the 0800 and 1000 Spanish masses at the Mary Immaculate Church on Van Nuys Boulevard. This was an outreach into the community in an effort to gain support and express our thanks. It was received by approximately 1,000 community members. After Action Report Foothill Area Page twelve At 1315 hours, Q-units reported sightings of car clubs gathering at Paxton Park. No problems ·developed. Humphrey Park and Hansen Dam reported quiet as did Orcas Park. At 1700 hours, the R.T.D. Police reported a 415 juvenile group in the park at Woodman Avenue and Devonshire Street. A flyer from the park was given to Sergeant Haberman. The flyer stated: "Its an open season on LAPD. To all Crips and Bloods, let's unite and don't gang bang and let it be a Black thing for the little Black girl and the homie Rodney King. An eye for an eye and tooth for a tooth. If LAPD hurt a Black, we'll kill two pow, pow, pow. Crips and Bloods together we stand. BSV, RSC, NHB, ETG, HCG, FTB, ECC, DLB, SYC, BDS, AGC, BWB, PIRU, NHC, lFG, CAC, RFC, UNG, PJW, CC RIDER and the rest of the Locs and Bee Dogs. BLACK POWER". A footbeat unit was dispatched to the park at 1730 hours. No problems were observed. At 1800 hours, "B" watch was activated. At 2000 hours, two molotov cocktails were found in the bushes at the east side of Foothill Boulevard and Osborne Street. Responding units established a perimeter and isolated the area. A squad of National Guard was dispatched to supplement the security. A search of the Area uncovered one additional device. The Bomb Squad responded and handled. Notification were made to Captain McBride, Operations-Valley Bureau and L.A.F.D. As a result of the molotov cocktail discovery, Station security was reassessed. At 2055 hours, the National Guard realigned their perimeter positions in order to strengthen Station defense. At 2130 hours, arson damage was reported at the Boys and Girls Club located at 11251 Glenoaks Boulevard. The damage was described as moderate. At 2245 hours, a citizen in the Lake View Terrace area telephoned the desk and reported that three males (NFD) were knocking on doors looking for George Holiday. The citizen refused to identify himself or offer anything further. After Action Report Foothill Area Page thirteen May 4, 1992 At 0435 hours, the Foothill Watch Commander received a telephone call from an anonymous gang member who said, "You are all going to die and Powell will be the first one." At 0600 hours, "A" watch was activated. At 0800 hours, North Hollywood Area advised that they would dedicate two squads for Foothill when the National Guard withdrew. At 1040 hours, intelligence information was received from Sylmar Juvenile Hall of a pending alliance of the Bloods and Crips. Their alleged focus of intent concerned Simi Valley. Lieutenant Meraz scheduled a supervisors' meeting for 1155 hours. A bomb threat was reported at the Bank of America, 10300 North Sepulveda, at 1120 hours. At 1200 hours, Lieutenant Ornelas addressed the supervisors' meeting. He stressed the need for continual emphasis on tactics and officer safety during "A" and "B" watch roll call. • A situation update was also reviewed. A bomb threat was reported at the Security Pacific Bank, 13651 Foothill Boulevard, at 1405 hours. At 1530 hours, the Command Post received information that the curfew would be in effect until further notice. Captain McBride stated that as of 1800 hours, Foothill Area would return to "business as usual". Although the Division would remain on 12-hour shifts, providing the community with the best possible serve and prompt response would again be the primary goal. At 1800 hours, "B" watch was activated. At 1940 hours, Captain McBride met with Divisional and loaned sergeants to discuss response plans should Foothill come under attack. The attack plan prepared by Sergeant Haberman provided the specific details. After Action Report Foothill Area Page fourteen · At 1955 hours, the wife of a Foothill officer, Alan Evans, received death threats against their family. The appropriate notifications were made and the Watch Commander informed Officer Evans. Evans was released from duty and allowed to go home. At 2400 hours, intelligence information was received from the F . B.I . of possible gang members en route to Los Angeles from the San Francisco area. The gang was allegedly planning to attack "rich areas" of Los Angeles. Further information concerned transfers of weapons between Bloods and Crips gang members. Rumor ~ontinue to come in supporting a gang alliance and the future targeting of police and National Guard. Jurors from the Simi Valley trial were also allegedly gang targets. May 5, 1992 At 0230 hours, Operations-Valley Bureau directed Foothill to provide extra patrol for the libraries located at 13050 Glenoaks and 7771 Foothill Boulevards. The main emphasis would focus around the hours of opening and closing for the employees' safety. Further intelligence information was received at 0410 hours from the Central Command Post and Sylmar Juvenile Hall of a pending Bloods and Crips gang alliance. Plans allegedly were made to attack juvenile hall. Extra patrol was arranged. At 0600 hours, "A" watch was activated. At 0715 hours, the need for a fixed post at Food 4 Less was reassessed. With conditions continually returning to normal, the detail was cancelled. At 1255 hours, information was received from Lieutenant Meraz that the 12-hour shifts would continue. Between 15 to 30 percent of officers would be allowed days off throughout the incident. There would be no amnesty for looters. Pursuits were being videotaped by Air Support Division and the media. Rumors continued to circulate of a gang truce. The new gang colors were a white hat and scarf. The goal of killing an officer remained the same. The need for continuing intelligence gathering was emphasized. At 1330 hours, Lieutenant Meraz made contact with the I.C.C. He requested a comprehensive threat assessment in regard to information which could impact uniform and Area personnel. The information should emphasize threats, assaults and tactics against police officers. It was further requested that the information be received by 0500 and 1700 hours daily for timely dissemination at roll calls. After Action Report Foothill Area Page fifteen At 1800 hours, "B" watch was activated. At 2110 hours, Foothill received a threat assessment from the E.O.C. Threats against officers remained high. The rumors of a Bloods and Crips gang alliance had no substantiating information. · The confirmation of large amounts of ammunition and police uniforms being stolen indicated a rieed for continued high security. President Bush was planning a visit to the Los Angeles area on May 6, 1992. Governor Clinton was expected on May ·9, 1992. At 2150 hours, information was received from the E.O.C. and L.A.S.D. that probation and parole offices had been targeted for destruction to eliminate records. A prior study revealed there were no offices located within the Foothill Area. At 2155 hours, the I.C.C. informed the Foothill Command Post of threats received from gang members to "take down Pacoima and start with the Station first". May 6, 1992 Queries were made through Operations-Valley Bureau as to why the National Guard was no longer providing Station security. Information received at 0115 hours was that the National Guard had been pulled off the detail by their command staff. The reasoning was not explained. Foothill patrol assignments were realigned to cover the fixed post positions. At 0130 hours, three units responded to a possible homicide at Hansen Dam Park. The initial investigation indicated the incident was a suicide. This was not riot related. At 0210 hours, a squad of National Guard were dispatched to Sylmar Juvenile Hall to supplement its security. At 0600 hours, "A" watch was activated. At 0820 hours, L.A.S.D. and the E.O.C. informed Foothill that two probation offices in Compton and Ontario have been damaged by arson fire. The office at 9110 S. Central had also been torched. At 1220 hours, the U.S. Army arrived at Foothill to assume Station security duties. After Action Report Foothill Area Page sixteen The E.O.C. informed the Foothill Command Post of a planned school "walk out" on May 6, 1992. The protest was focused on the scheduled visit by President Bush, but never materialized. At 1510 hours, the 2nd Battalion, 159th Delta Company, 1st Platoon, U.S. Army arrived at Foothill. The Station security force consisted of two squads - 24 troops total. At 1700 hours, Foothill received an intelligence update concerning a possible attack on the Station. The attack would be scheduled for Saturday or Sunday, May 9 or 10. The plan, including a possible aerial assault using a hijacked aircraft, was be-ing formulated by a coalition of Bloods and Crips gang members. A large gang meeting was being planned at Hansen Dam. Exact times and locations were not known. Based upon the information, a "special event cadre" was selected from within the Command Post staff. A planning session was scheduled for May 7, 1992, at 1500 hours. Immediate . contact was made with Air Support and Scientific Investigation Division for aerial photographs to be taken of Hansen Dam and Orcas Park to be utilized for upcoming tactical planning. Extra patrol and intelligence gathering was arranged for both park areas. At 1800 hours, "B" watch was activated. At 1840 hours, A.T.D. provided intelligence information that Bloods and Crips would be joining forces at Hansen Dam Park on Sunday, May 10. The threat of a Station attack, including a possible aerial assault, remained high. At 1850 hours, K.F.W.B. radio news repoited approximately 600 gang members holding a peaceful meeting at the Nickerson Gardens projects. Intelligence information was received at 1915 hours from A.T.D. and Operations-Valley Bureau that gang members were starting to wear white hats to denote unity. The letters "ACMD (All cops must die) were displayed on the hats. A teletype was received at 2035 hours from the E.O.C. reinforcing the information concerning the gang members wearing white hats with the logo "ACMD". The Bloods and Crips were no longer displaying their regular colors. At 2055 hours, Sergeant Polen contacted Operations-Valley Bureau to arrange for enough sand to fill 500 sandbags. The bags would be filled by the National Guard and used to supplement Station security. After Action Report Foothill Area Page seventeen At 2335 hours, the Station's reserve ammunition and two shotguns were removed from the Kit Room and placed in strategic locations within the Station. The necessary keys and specific information was given to the Watch Commander. The I.C.C. informed the Foothill Command Post that gang members had been observed "casing" Rampart Station. Their assessment was that gangs were possibly monitoring general police operations and security measures. May 7, 1992 At 0001 hours, several Foothill units responded to a help call if North Hollywood Area. The National Guard were taking rocks and bottles from a large 415 group. No injuries were reported . At 0255 hours, Operations-Valley Bureau advised the Foothill Command Post that the Natiqnal Guard would remain at the Station for an indefinite period of time. At 0600 hours, "A" watch was activated. At 0750 hours, Officer Payne (16SL053) advised that she had received information that Bloods and Crips gang members were in possession of stolen L.A.P.D. and Inglewood police uniforms. Information also indicated that gang members were purchasing ammunition in Orange County. It was reported at 1020 hours that the Firestone Probation Office had been fire bombed at 0705 hours. The suspect used two molotov cocktails during his attack. Damage was described as minor. At 1200 hours, Foothill was told to provide two officers at the Gonzalez Recreation Center, 10943 Herrick. Per Chief Kroeker, the officers were to provide security for personnel assisting with Federal relief for riot victims. The Bomb Squad responded to Foothill Station at 1215 hours . to check out an unknown substance recovered by two officers. The substance was determined to be powdered steel~ possibly used as counter-weights. No -threat to Foothill personnel . At 1500 hours, the Special Event Cadre met to initiate plans for Sunday's Hansen Dam gang meeting. Assignments were given to the cadre members. Sergeant Polen was the designated tactical coordinator. After Action Report Foothill Area Page eighteen At 1705 hours, Sergeant Haberman coordinated the formation of a "quick reaction force" to enhance the Station's defenses. Their responsibility was to respond to any problem, security breach, or officer rescue occurring within the Station perimeter. At 1800 hours, "B" watch was activated. At 1900 hours, the Foothill Command Post established a liaison with Whiteman Airport and the F.A.A., warning them of potential dangers. Intelligence information was received at 1950 hours from K.F.W.B. radio that citizens were calling in information concerning a meeting between the Bloods and Crips gang members. The meeting was to take place on Sunday, May 10, at Hansen Dam Park. Rumors continued of a small plane hijacking and possible aerial assault of Foothill Station. An anonymous R.T.D. bus driver called the desk stating that he, and other drivers, were hearing talk of gang members gathering in mass on Sunday, May 10, near Foothill Boulevard and Osborne Street. May 8, 1992 At 0230 hours, a Devonshire Station Officer reported gang plans to shoot a White police officer and then target Foothill Station. The information was received from a friend who was a gang member. The gangs planned their attack for Saturday, May 9, 1992. At 0600 hours, "A" watch was activated. As of 0820 hours, Orcas Park would be closed on Saturday and Sunday, May 9, and 10, 1992, per the Park Director. · Metropolitan Division telephoned Foothill Command Post at 1000 hours to confirm Sunday as a potential "problem day". At 1400 hours, the Devonshire Station Officer was recontacted to confirm his report. He now s~id his source, "Pooky", insisted there was no way the Bloods and Crips would ever unite, for any reason. At 1500 hours, the Special Event Cadre" met to update planning for Sunday's potential gang meeting. Intelligence gathering showed no special activity in or around Hansen Dam Park. At 1800 hours, "B" watch was activated. After Action Report Foothill Area Page nineteen At 1950 hours, information from Divisional Q-units reported up to 50 gang members at Hansen Dam. No women or children were present. The gang members were thought to be locals, and no unusual activity was noted. At 2150 hours, National Guard intelligence reported a Federal response to the King civil trial was expected on May 9, 1992. Delta Company was anticipating doubling their manpower. Intelligence reports at 2245 hours revealed no activity in Divisional parks or schools. May 9, 1992 At 0030 hours, officers reported receiving rocks and bottles in the area of Bradley Avenue and Mercer Street. No injuries received by the officers. At 0115 hours, C.P. 12 reported Crips and Bloods intend to strike at officers over the weekend. Their informant claimed to have seen AK47's. The suspects' vehicle was later observed in the Van Nuys Area. The C.O.B.R.A. Corps located and staked out the vehicle awaiting the suspects' return. At 0600 hours, "A" watch was activated. Roll call training covered Foothill Area's quick response team and their assigned responsibilities. Shop #89301 had been outfitted with 16 bullet proof vests, allowing it to be utilized as a tactical officer rescue vehicle. This team was designated to react only within the Foothill Station perimeter. At 0920 hours, all Foothill arrestees were transported out of the jail and moved to Van Nuys. The transfer was completed to ensure prisoner safety in case . a Station attack did materialize. At 1235 hours, the Foothill Command Post reserved Tactical Frequency #7 for Sunday, May 10, between 1000-1900 hours. At 1445 hours, per the E.O.C., the mobilization is cancelled effective Sunday, at 0600 hours. Foothill Commanding Officer stated that Foothill Area would maintain its mobilization. At 1500 hours, the Special Event Cadre met to finalize its planning for Sunday, May 10. The Personnel Officer confirmed that 120-130 officers would be made available through maximum deployment and outside Divisional loans. The Logistics Officer confirmed the availability of three four-whe~l drive vehicles, S.I.D. photo teams, jail facilities and a supply of Los Angeles City Park 1Cl80 keys. The Liaison Officer confirmed contact with Los Angeles Safety Police, Park Rangers, L.A.U.S.D. Police and the R.T.D. Police. The Crescenta Valley and Santa Clarita Sheriffs were also briefed on the operation. The County Fire Station, 12605 Osborne Street, was the designated Field Command Post. Sergeant Polen, the Tactical Officer, reviewed various tactical considerations and officer safety issues. At 1800 hours, "B" watch was activated. At 1940 hours, Chief Gates visited the Station. He then departed at 2000 hours. At 2055 hours, Captain McBride reported intelligence he gathered at a gang meeting. Gang leaders denied any plans to attack or retaliate against Los Angeles Police Officers. They claimed they only sought peace. At 2225 hours, L.A.S.D. Emergency Operations reported increased intelligence concerning possible ambushes or sniping of police officers. Off-duty officers were considered a primary target. May 10, 1992 At 0405 hours, the I.C.C. updated its threat assessment. Information indicated truces between traditionally rival gangs. There had been confirmed sightings of rival gangs socializing. The motivation was believed to be a common hatred of the police. Independent informants reported plans to attack police by random sniping, ambushes or Station takeovers. The Department's decision was to maintain operation as usual. At 1000 hours, the Field Command Post at the County Fire Station was activated. Throughout the day intelligence reports indicated no unusual activity or major gang gatherings in the park. The Field Command Post was terminated at 1800 hours. B. National Guard The California National Guard was deployed in Foothill Area through the mobilization. Their deployment was handled by the California National Guard Liaison Officer. After Action Report Foothill Area Page twenty-six X. CRITIQUE A. Planning The overall success of the Foothill operation is credited in large part to pre-mobilization planning. From March 30, 1992, through the first stages of the mobilization, Foothill Area implemented a continuing series of training sessions. Personnel received roll call training on Station security, riot control and Command Post operations. Numerous roll calls were spent reviewing and establishing squad formations in the parking lot. The officers were repeatedly drilled until Divisional supervisors felt each watch could function as a team. An Area Training Day was then scheduled to ensure all the watch teams worked together as one. Numerous audits were conducted to ensure that each officer was prepared with riot gear and that all their equipment functioned properly. Additional audits ensured the readiness of the Divisional Response Van and Station security operations. The Area Standing Plans were reviewed, assessed and updated as needed. All Foothill Area personnel were instructed as to their responsibilities should the Station become the focal point of a demonstration or attack. When the demonstration in front of Foothill Station became violent, Foothill officers reacted properly, responsibly and effectively. B. Command Post Operations Foothill Area's initial problems started with a major demonstration in front of the Station. The focus at this point was properly on the tactical situation. However, once the incident had been contained, some felt that they were slow to regain control over our personnel and move into a controlled operation. From a management perspective, we were slow to start the basics of running an Unusual Occurrence. This led to some confusion as to personnel assignments and omissions in the Intelligence Log during the initial stages of the mobilization. Once organized, the Command Post functioned smoothly. One unexpected bonus was the development of a training Command Post Cadre. Foothill now has personnel trained, on both "A" and "B" watches, ready to handle the various Command Post functions. Future emergencies should be able to be handled with the transition into tactical operations accomplished in an efficient manner. After Action Report Foothill Area Page twenty-seven C. A major operations concern was the unequal div1sion of detectives between the two watches. There was only one detective assigned to "B" watch. Others felt that there was no specific mission for detectives outside of manning the Field Jail Unit (which was not used) and handling their regular case load. In fact, on "A" watch, the detectives assumed a number of assignments. They worked as third man in field units, relieved fixed post positions, and stood by as the ready reserve squads. The detective on "B" watch was utilized primarily as a liaison . with I.B.A.R.S. The detectives' contribution during the mobilization was significant, however, they could be assigned to a more specific role during future operations. All personnel assigned to the Command Post unanimously agreed on the major impediment to a smooth running operation. The continually changing, and conflicting, demands made by Operations-Valley Bureau were a significant problem. The need for intelligence updates is understood, however, · a continual flow of repetitious paperwork only clogs the system. Priorities need to be established, along with one standardized format of re~orting. It should be noted that throughout the mobilization, the Area Commanding Officer, although carried on "B" watch, modified his schedule as needed. This generally amounted to a 1200 to 2400 hour schedule, however, this was modified as he deemed appropriate. Intelligence The primary source of Divisional intelligence was Foothill Area's Vice Unit. Those on-duty during the initial stages of the mobilization considered Vice's updates "absolutely essential". The decision making process regarding the deployment of officers on April 29, 1992, was based primarily on the reports and assessments made by Area Vice officers. From that day on, the Vice Unit deployed as three teams, each working a modified 12-hour shift. Working in an undercover capacity, the officers were able to monitor all Area hot spots. When needed, they acted as a point man to direct patrol officers' response and update the Command Post on significant incidents. On two occasion, they were deployed in outside Areas to monitor large demonstrations, and to assess any potential impact on Foothill Area. Utilization of Area Vice officers should be considered a must in future operations. Their coordinated efforts with uniformed patrol units resulted in numerous proactive vehicle stops by targeting roaming groups of potential looters. After Action Report Foothill Area Page twenty-eight On May 3, 1992, flyers and word of mouth threats against police in general and Foothill Area specifically became known, it was apparent there was no intelligence on Black groups. As a result, a Black gang intelligence detail was formed. The F.B.I. funded a vehicle rental and the detail operated until three weeks after the ·mobliization ended. This unit worked City-wide compiling information as it affected Foothill Area. Intelligence information on a Department level was slow in coming, and sporadic at best. In dealing with future problems, it would benefit our personnel to receive daily updates. Information should be communicated twice a day in such a manner as to benefit oncoming watches. The communication should contain a comprehensive threat assessment in regard to information which might impact uniform and Area personnel. The focus of concern should emphasize threats, assaults and possible tactics to be used against officers. An overall assessment of Department intelligence information received during the mobilization was below average. D. Station Defense Unlike newer Stations, Foothill Station does not have many built-in safeguards. The lobby is exposed and open to attack. The remainder of the Station is accessible from the lobby. To overcome these negatives, Foothill began security fix-post positions prior to April 29, 1992. Along with the fix-post positions, all patrol personnel were given roof to basement Station tours which highlighted inside and outside lighting control, points vulnerable to attack and evacuation procedures. During the emergency, Station supervisors worked with the National Guard to develop a quick reaction force. This team of officers trained with the Guard in order to respond to any problem, breach of security or officer rescue occurring within the Station perimeter. In addition, a black and white was equipped with bullet proof vests to cover officers during any rescue operation. Prior to the mobilization, Foothill Area reviewed and updated its Station defense and Station under attack plans. One security deficiency was noted on the south side of the Station. A lack of street lighting on the narrow residential streets adjacent to the Station provide an advantage to any opposing forces or personnel. The Department of Street Maintenance will be contacted to evaluate lighting along !lex Street, El Dorado Avenue and the connecting street, Wingo Avenue. Enhanced lighting in those areas would diminish chances of a surprise attack against the Station. ,.. ,. After Action Report Foothill Area Page twenty-nine E. Communications Communications is always the achilles heel of any tactical operation. This was true during the initial stages of the mobilization. Foothill Area had reserved Tactical Frequency #5 for the expected demonstration. As the situation grew in intensity, and when it was most needed, the frequency was taken away. The regular Simplex frequency is inadequate to cover major tactical incidents. The need for increased tactical frequencies cannot be overly emphasized. The need for additional ROVERs also became an issue when we were unable to equip all field personnel, fixed posts and liaison positions (i.e. military personnel). Our haves simply did not meet our needs. F. Logistics Overall, the Foothill Area operation flowed smoothly. The officers were all provided with functioning riot gear, including vests and face shields, prior to the mobilization. There was an . ample supply of flares, tape and ammunition to cover our initial needs. Supplemental supplies were obtained when needed. Officers were relieved and fed in an orderly manner. No one in Foothill went hungry. Emergency housing was arranged through local motels for those officers residing outside the Los Angeles area. A rotation of shift positions ensured a fair distribution of field and fixed post assignments. Foothill Area had sufficient vehicles to field the "A" and "B" watches respectively. G. Hansen Dam Contingency Plan The Foothill Area operation came to a close with the threat of a large scale gang meeting scheduled for May 10, 1992, at Hansen Dam. A special Command Post Cadre was selected to organize a response to this threat. With less than three days lead time, the cadre formed a first rate tactical response plan. Although no action was ultimately taken, the organization was praised by all who took part. Assignments were clear and specific, intelligence was up to date, and the personnel were sufficient to meet the tactical plan. The tactical plan itself was thorough and well thought out. Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
