Kasia Malinowska, New Jersey, USA, and Daniel Wolfe, New York, New York, USA, 2022 June 16, oral history inteview, by Maylis Basturk, Los Angeles, California, USA. The inteview was conducted over the Internet (Zoom) as part of the Health and Human Rights Oral History Project.
Kasia Malinowska-Sempruch and Daniel Wolfe both served previously in the role of Director of the International Harm Reduction Development Program at the Open Society Foundations (OSF), which supported the health and human rights of people who use drugs. Wolfe is a leading global expert on the intersection of HIV and drug policy and a member of the UN’s Strategic Advisory Group on HIV and drug use, and prior to OSF served as the Director of Communications at Gay Men’s Health Crisis among many other roles in the New York City AIDS movement. Malinowska-Sempruch, who previously worked for the United Nations Development Program, continues to work with OSF as Director of Global Drug Policy while publishing widely on issues of drug policy. In their oral history, they speak to their partnership shaping harm reduction policy and practice globally with OSF. Their conversation stretches from narcology clinics in Kyrgyzstan where Soviet systems of drug treatment gave way to evidence-based substitution therapy, to working with US-based reporters to increase public knowledge about the efficacy of needle exchange programs and drug decriminalization, to Vietnam during the COVID-19 pandemic, where grantees worked to deliver medicines to patients under lockdown.
