Abstract This paper explores how cross-border phone scammers swindle Chinese students in the U.S. out of tens of thousands of dollars and inflict lasting emotional harm. Behind these thefts are criminal syndicates who run huge, well-organized operation with multiple tiers working out of different countries. By deploying well-scripted tactics, they prey on students' fears—frozen bank accounts, extradition to China, years in prison, shame—to gain the upper hand in a psychological war game. Chinese students in the U.S. make for enticing targets. They are in unfamiliar surroundings and often socially isolated. Most of all, they are loaded with cash they have brought over to pay hefty university tuition fees. Though American universities have come to rely on Chinese students, who now account for close to a third of all tuition dollars collected, they do little to protect them. Law enforcement is also behind the curve. The scams are carried out overseas, but the victims are in the U.S., allowing authorities in both countries to claim, conveniently, it's beyond their jurisdiction. The scars these scams leave behind are painful and slow to heal.
