No_ kidding. SB 982, brought to you by

former L.A. police chief, Republican Senator Ed
Davis and the Traditional Values Coalition, would
make it a felony for people with HIV to have sex,
even protected sex, or share needles without “dis-
closing" their status.

Under 5B982, disclosure is not just stating that
you are HIV+, it is a major educational undertak-
ing, which includes explaining how HIV is transmit-
ted, and that HIV can lead to AIDS. This bill
mandates that people living with the disease be-
come the educators and take all responsibility for
their partner’s activities -- if your partner is not safe,
you could go to jail!

Maybe you feel people with HIV should disclose
their status. Maybe you believe it when someone
tells you they are HIV-. Maybe you believe in AIDS
predators. If so, READ ON:

This bill operates under the false assumptions
that 1) people with HIV and AIDS actively and

intentionally seek to spread the virus, and 2) that
HIV transmission occurs intentionally rather than
negligently, and 3) that criminalization will stop the
spread of HIV.

Does this scare you? It should!
