Cure or prevention, For 15 sick people to be taken care of in a city hospital, To support 1800 healthy people for 1 year to use a playground of 5 acres 3 hours a week, it costs 1000 Dollars!; What is more productive? Compulsory education for the antisocial or self education for the healthy? 1 criminal in the reformatory, 900 healthy on a playground of 25 acr[es], cost the state and the community each 500 Dollars a year; Which city government is smarter? The one which builds for 100,000 inhabitants a hospital with 75 beds for which 900 cases are taken care of each year, the other one builds for 100,000 inhabitants 20 athletic fields covering 4 acr[es] each on which 27,000 healthy play 3 hours a week throughout the year. The building expenses are equal 25,000 Dollars; Prevention first! A nonswimmer is drowning, economic loss $6,000, Emergency laborer loses his sight, duty of support $9,000, Emergency laborer bruises his right hand!, duty of support $3,000, Public assurance pays for one emergency, average $1,250, Public assurance pays for one sickness! average $40, Therefore erect playgrounds!" -- on exhibition posters.
