A housing development to be successful must be oomprehensive and must be econo mically . sound. To be oomprehensive, i t must when completed have all the equipment for carrying on the full life tha t will be needed or demanded by those who re to be members of the oommu.nity. Houses alone, no matter how well deai ned or constructed, are not enough. pportu.nities for recreation, for eduoat ion, for oul ture, for enter·ta.inment, easy access to stores and working places, beauty of surroundings -- all of these are quite as essential as houses or apart m ent buildings. 1he whole approach to the problem of lart e-scQ le housing ia utterly different than the general definite and limited architectural problem. ihe limits of tne problem must be found be fore 1 t 09.n be solved. It is , quest ion of ·supplying a need rather than a demand. A housing problem is non o ·ner than one o · providi n homes for tne average worker -- dwellings that ·unct · on fully in providing shelter, privaoy, he l hful conditions and opoortunities for decent living, a t a price wit hin the income of the avera oe family.
