Content MINUTES OF REGULAR MEETING April 8, 1970 The regular meeting of the Board of Harbor Commissioners of the City of Los Angeles was held on Wednesday, April 8, 1970, at 10 a.m., in Room PM-39; Consolidated Marine, Inc. OPENING STATEMENT Board Secretary Hudson read the following statement for the Chairman: "Persons in the audience who desire to address this Board, in connection with any agenda item, are hereby invited to make themselves known when that agenda item is called." APPROVAL OF MINUTES OF Commissioner Royal PREVIOUS MEETING moved that the Minutes of the meeting of April 1, 1970 be approved as submitted; which motion was seconded by Commissioner Sullivan and carried by the following vote: Ayes: Messrs. Day, Sullivan, Wada, Royal and Quinn (5) Noes: None. WEEKLY REPORTS OF Mr. Bernard J. Caughlin, GENERAL MANAGER General Manager, made oral reports concerning the following matters: (1) The preliminary report from Tudor Engineering Company on the Harbor Revenue Bond Issue is expected to be received later this week. (2) The State Water Quality Control Board will hold a public hearing on April 16, 1970 in Santa Monica to receive 2 April 8, 1970 information with respect to setting standards for the various requirements for the California coastal waters. (3) The Navigation and Ocean Development Commission will hold a meeting on April 17, 1970 in Oakland, California at which time the Los Angeles Harbor Department's Cabrillo Beach Launching Ramp proposal will be discussed. Commissioner Sullivan moved that President Robert A. Day and any other Commissioners be authorized to attend the meeting of the Navigation and Ocean Development Commission in Oakland, California, April 17, 1970; and that traveling and all necessary expenses be allowed; which motion was seconded by Commissioner Royal and carried by the following vote: Ayes: Messrs. Day, Sullivan, Wada, Royal and Quinn (5) Noes: None. (4) The first draft of the Gruen Associates, Inc. preliminary study for the proposed Fish Harbor Marina for the Port of Los Angeles has been received and is being reviewed by Mr. Donald A. Walsh, Director of Planning and Research. (5) Radio Station KMPC will begin weekly broadcasts on weather conditions in the Port of Los Angeles and relate situations of special interest. (6) The cargo fire aboard the M/V "Thor I" at Berth 144 on April 7, 1970 is now under control. (7) Beginning next week, the proposed Harbor Department Budget for fiscal year 1970-71 will be discussed by divisions after all the agenda items of the regular Board meeting have been considered. (8) The meeting to mutually discuss with the steamship operators, small boat and marina operators, and other concerned groups and industries to develop some type of a program which will lead to a more expeditious implementation of the ordinance for upgrading the water quality of the Los Angeles Harbor will be held at 2 p.m. on April 15, 1970, and will be treated as an agenda item of the regular Board Meeting. The regular 3 April 8, 1970 4 5?- meeting will convene at 10 a.m. next Wednesday, and after consideration of all other matters on the agenda, the meeting will adjourn and reconvene at 2:00 p.m. for the discussion on water pollution. Other matters discussed during the General Manager's report: (9) Discussion was held regarding the recent enactment of the Congressional measure relative to pollution matters. The Assistant City Attorney was requested to make an analysis of the Water Pollution Bill with his comments as to whether any areas, which are under the jurisdiction of the Board of Harbor Commissioners, remain that require Board action for water quality improvement in Los Angeles Harbor. (10) Mr. J. F. Parkinson, Assistant General Manager, made a brief report on the truckers' wildcat strike situation in the Los Angeles Harbor. - '1 *-''-; ACCEPTANCE OF PLANS Report of the Chief Harbor AND SPEC. 1819 GENERAL MGR. Caughlin General Manager Dear Sir: SUBJECT: BERTHS 207-209: WHARF TOWER, GATE OFFICE BUILDING AND GATE HOUSE________________ SPECIFICATION NO. 1819 TRANSMITTALS: A. Two copies of Specification No. 1819. B. One set of plans to the Board Secretary. RECOMMENDATION: It is respectfully recommended that the Honorable Board accept the plans and specification as submitted and approved by the Chief Harbor Engineer and authorize receipt of bids at or before 2:45 P.M., Monday, April 27, 1970, at Room 812, Pacific Trade Center, San Pedro, at which time bids will be opened and declared. DISCUSSION: This specification covers the construction of three buildings: a) one three-story composite construction Wharf Control Tower approximately 28 feet by 24 feet, b) one wood-frame and stucco Gate Office Building of approximately 2,825 square feet, and c) one prefabricated metal Gate House 12'-6" by 8'-0" at Berths 207-209, for the Matson Terminal development. The plans and bid documents were prepared in the office of the Chief Harbor Engineer and the specification has been approved as to form by the City Attorney. Report of Assistant General Manager Parkinson, submitting an analysis of Port Pilot wages and working conditions in the Port of Los Angeles, was approved and submitted by the General Manager. Caughlin General Manager Dear Sir: SUBJECT: PILOT WAGES The San Pedro Bay Pilots Association, through the ILWU, Local #63, has asked that two additional steps of $100 each, approximately 5-1/2%, be added to their present salaries, the first immediately, the second next year. In return, they agreed not to press further for wages comparable to sea-going masters, and to agree that a relief pilot need not be employed unless a watch falls below four men. Because of the time of service of most of our pilots, the effect of this would be an immediate monthly increase of $100 for all but three of our pilots. Attached to this report are the following exhibits: 1. A report on wages and conditions of employment prepared by Mr. Stauch; 2. A comparison of salaries with the Long Beach pilots, since 1952. Since 1967, most of the Long Beach pilots have held stock in the Jacobsen Pilot Service, and as stockholders receive additional income of an undetermined amount; 3. Comparison of pilotage moves per pilot, Los Angeles and Long Beach; 4. An outline of various pilot shift or watch plans. It is our feeling that considering all factors, such as working conditions, leave time off and the comparison with comparable levels of management and the protection of Civil Service, our 72 April 29, 1970 320 Mr. Bernard J. Pilots supervise no one and are not at any time in command of a vessel being piloted. The Port of Los Angeles Tariff No. 3, Item 205, describes the pilot's role as advisory and not in a command capacity. The master remains at all times in full command of the vessel. The working conditions are entirely different in that a ship master is on duty 24 hours per day at all times while at sea, he is subject to the hazards of the sea and weather, and is separated from his friends and family for extended periods of time. Pilots are not required to be qualified as ship masters. Of the 16 employees engaged in piloting, 12 hold unlimited masters' licenses, one is a tow boat master, one a second mate, and two have only the first class pilot's license. Of the 12 pilots employed by Jacobsen (Long Beach), only four hold unlimited masters' licenses and two of the four have never sailed as masters. The eight remaining pilots are ex-tow boat men. The civil service requirements for Port Pilot permit both unlimited masters' and tow boat men with flat tow experience, to apply in addition to persons who have been pilots in an American port. The only legal requirements to be a pilot are U. S. citizenship and possession of a valid Coast Guard license as a First Class Pilot for San Pedro Bay, and approaches thereto, and its tributaries. Since there is no prevailing rate for pilots and comparisons with other occupations are not valid, it is appropriate and good personnel practice to make internal comparisons with other positions paid at the same level. Port Pilots are paid $1859 at top step and there are four other classes within the department at a salary of $1867 at top step with which it is logical to compare. The Coast Guard makes value judgments on experience necessary to qualify for Port Pilot. However, on the current eligible list is a 29-year-old man who is qualified and has passed the examination. Civil Service requirement for Port Pilot is five years of experience. The working conditions are far better than those at most other ports and are specifically better than those of the Long Beach pilots who work one day and are off two days. They work the same 75 April 29, 1970 323 -5- number of days, but our pilots work more frequently for two weeks so they can have the third week off. Pilots are furnished the best equipment available and have a modern, well-furnished pilot station. Staff believes that the pilots are treated fairly, are compensated commensurate with the knowledges, skills, training and experience required, and recommends no major increase in salary at this time. We would recommend that pilots be placed in Schedule 72, to be started at the third step. This would result in a beginning level of $1673, in place of $1670, after one year $1767, in place of $1753 after six months, and the top level $1867, after one additional year, in place of $1859 after one year. Those presently employed, who might be reduced in compensation because of short service, would not be reduced in salary. There was no Chief Pilot, the two Seniors dividing supervision. Under the two-watch system, pilots worked every other day for 22 days and then had a threeday break. Pilots then worked every other day for 12 days and had a seven-day break. Within each watch, duty was rotated so that watches were kept at a high enough level to cover work. Within each 24-hour period, each watch rotated as to job assignment and day or night service. While the men were on a 24-hour work day, they were not required to, and did not put in the full 24 hours at the pilot station. Long Beach pilots worked a three-watch system, three men per watch, working one 24-hour day out of each three days, and subject to call back on one of the two off days. Our pilots under the two-watch system, worked 26 days per year more than the Long Beach pilots. Because of this, our wage level was set at $1500, rather than the $1250 level prevailing at Long Beach, January 5, 1966. About March 1, 1966, the pilots asked the Board for permission to try a three-watch system for a 60-day period. Ryckaert, President-Business Agent, Marine Clerks Association, Local No. 63, I.L.W.U., appeared in connection with the Los Angeles Port Pilots' wages and requested that he be given a copy of the above staff report for study and discussion at the next Board meeting. The Board requested the following: 1. A schedule from Mr. Ryckaert showing the salaries of the Los Angeles Port Pilots as compared with other ports; 2. Research by Assistant City Attorney on the relationship between the Marine Clerks Association and the Fishermen's Union of the I.L.W.U.; and 3. The communication from the Marine Clerks Association, dated April 17, 1970, setting forth the proposals of the San Pedro Bay Pilots Association, be made part of the official records. The Board requested that the matter on Port Pilots be continued to the meeting of May 6, 1970.
