When Legaspi transferred, for purely military reasons, the seat of government to Manila he did so after Cebu had been the official capital of the Spanish dominion, and even despite this transfer of official life to the north, the real business of producing and collecting the products needed for the world commerce remained in the hands of Cebu. Until recently, all this produce was transhipped here to Manila and exported from there, although even this did not prevent a large share of it being exported direct from this port to Europe, Asia, Australia and America. This is more than half the population of the islands: According to the customs eollector of the port, in 1927 the total trade reached 66,062,968; imports were $8,925,380, and exports 57,137,588. The low figure for imports was due to the fact that, for the first time, no rice was imported from abroad; seeing that Cebu is the supply point for almost half the population of the islands, it needs food staples in excess of local production, and that a large part of the tributary territory raises coconuts, sugar and fibers, while little food is raised there, this is significant of ‘the progress made in making these islands self supporting in food staples such as grains. Municipal collections, according to the City Treasurer, were as follows: 1916: 176,757.49 ; 1923 : P340.- 041.33: 1924: #345,468.15; 1925: P337,841.57- 1926: 327,092.66; 1927: P358,06014. Of these totals, the receipts from markets and slaughter house’ amount to almost one half, next in order being municipal licenses; real property tax 46,091.99, for 1927. The present wharf, which extends from the Carbon market cn the south to the U. 8. Club on the east, consists of three sections. The first section anchorage for boats of 18 feet draft or less; the second is of 24 feet depth, and the third of 30 feet depth, the first two sections are of gravity wall type, while |. the third section is of girder and slab type. Constant dredging has been necessary to keep the proper depth in each section. The increase in the number of ocean going steamet's making Cebu a regular port of call made it necessary to provide additional wharfage area. The new wharf to the north was then designed, and to date #581,- 378.82 has been expended on it, including maintenance costs, dredging and repair of port works. The wharf structure proper is nearly finished; this must be done before this new wharf can be of service to interisland shipping. Owing to the growing congestion felt very much during the past year or two, largely growing out of the fact that an increasing number of vessels make Cebu a direct port of eall, largely through the efforts for years of the business community, especially, this Chamber of Commerce, the urgent need for addtional wharfage was felt, and thanks to the work of | the members:of the legislature from this province, the local authorities and the insular officials, and the business community as a whole, the recent passage of the Cebu Portwoiks Bill, authorizing the issue and sale of four million pesos worth of bonds for the much needed expansion of the wharf and dock system, it has become possible to rapidly extend the port facilities. The program contemplates; two 500 by 50 foot plers, with cargo skieds, and a wharf. to connect the South pier, from the U. 8. Club, with the new North pier, with filling in behind this dock to allow of proper handling of freight, and the extension of the railway loop along the South whazf to the end of the North wharf, as can be seen from the plan on the cover. As will be seen, there is also planned an-extensive fill, which will provide valuable sites for warehouses, shops and other agencies to handle the vast business of the rapidly growing port, as well as a street system to admit of. ready access to this area. The plans. originally called for twice this sum approved, and provided for four piers, the dock connectine the two dock systems and the necessary fills, as well as a basin for small craft; these two other piers and basin are expected to follow after the completion of the present project, the growth of shipping needs by then probably continuing at the same rate as for the past few years, if not exceeding this, once the work is completed. At the most it is estimated that the work now begun will suffice for the next ten years. The construction of a breakwater at the western end of the pier, which effectively cuts off most of the driit brought down by the Guadalupe River during floods and which was carried into the South basin by the action of both the current and southwest wind, will reduce Credging operations due to excessive silting up of the 18-ft. section to a minimum. This breakwater is 250 meters long and extends into deep water from the end of the pier at the Carbon market; it is about completed. It is more of a baffle wall than a breakwater, to cateh the silt before it is carried down into the wharf section. The accumulated silt there has been dredged out anc the new work is proving quite effective; material dredged from the 18’ section has been used to fill the new port reclamation area in the North section. OTHER PROJECTS Another important project in the City has been improvement of the Main reservoir of the Osmena Waterworks. During the past shortage of water has been experienced during the dry weather. With an appropriation of 40,000 the cleaning of the reservoir was made possible that year. It was decided to increase the capacity by raising the spillway to its original elevation, In order to relieve the pressure on the structure, should a considerable amount of water be impounded due to heavy rains, three gates are provided. These gates are operated from a platform above the spillway, and an automatic announcer has been installed to warn the watchman of approaching high water. This improvement to the dam increases the capacity of the reservoir to about 150,000,000 gallons. At a cost of #1433 plans for an extension to Lahug and Pardo districts have been made, which extension will soon be built. To improve the water supply, a filter and settling tanks have been built. All excavation work is finished, the filter and one settling tank have been concreted, and the other will be Grrished early this year (1928). Only the arrival of pipes and fittings from the U. S. are awaited to complete this, certainly during 1928. The cost was 25,621.58. Conereting Calle Magallanes, the principal business street of Cebu City, which forms part of the road system of the island under the care and control of the District Engineer, was carried out during the close of 1927 and completed early in 1928, making this a model street which, owing to the heavy traffie it is subjected to, will be watched with much interest to see how cementing such streets compares in cost and wear with the regular road construction, with or without asphalt surface. The cost is around 45,000, of which *®21,- 165.04 was expended on the portion from Norte America to Plaza Washington, full width, and only 8 meters from there on to the Forbes Bridge. This was done after a section of the North Road, from the Post Orfice and Custom House to the bridge at the Tabacalera office, built several years ago, had shown the efficiency and economy of such construction. Magellan only left one permanent reminder of his presence in the city; the cross erected on, what was then the seashore, on thé site of the place where the first mass was celebrated on April 14th, a fragment of which cross is embedded in the large cross still | standing on the same site in the small kiosk between | the Santo Nifio church and the Ayuntamiento building or City Hall. After his death April 26th on the island of Maktan., which fronts Cebu and contributes to making this the splendid harbor it is, Magellan, who was killed in an attack led by himself against Lapulapu, in aid of Hamabar, who wanted to subjugate Lapulapu, the remainder of the small force that had made the voyage from Spain to the Islands returned on the Victoria, under command of the chief pilot, Sebastian Elcano, andi who completed the trip around the world of this expedition. It was not until Miguel Lopez de Legaspi, accompanied by the warlike friar Urdaneta, that Cebu was made the first permanent settlement under the Spanish flag, on the site of Fort San Pedro, which was built on May 8, 1565, when the town was called San Miguel, which name was changed by him on January 1, 1571 to that of the town of the Holy Name of Jesus and made the capital of the Islands. 3 The son and successor of Hamabar, rajah Tupas, at first opposed the landing and settlement of the Spaniards, anc it .was not until July 4, 1571, that the peace between Legaspi anc. Tupas was mace, the blood pact being resorted to to seal it. The present Fort of San Pedro, occupying the old site, was rebuilt in 1835, and is one of the old public works left behind by the former rulers of the islands. At the time of the American occupation of Cebu, a read system of considerable extent existed on .the island; one from the city south as far as Santander, continuing thence up the west coast as far as Dumanhug, as shown by stone bridges and culverts, some of which bear date of 1846. I. ol, Between Pinamungahan and ‘luburan, and between Cebu and Carmen, other such remains are found, all showing that in those days Cebu was in direct communication with the farther parts of the island through roads then existing, many of which have been entirely rebuilt due to destruction following on the disorders due to civil war from: 1898 to 1900. CITY: OF CEBU Of the public works in the city, there is first to be noted after Fort San Pedro, (which now houses the Junior College, Health Department and Bureau of Science), there is the Provincial Building, housing the offices of the Province and the Courts of First Instance, besides the Internal Revenue and Register of Deeds offices. This is situated across the Plaza Independencia from the Fort or Cotta; in the plaza is a monument to Magallanes and Urdaneta. The Custom, House, which also houses the Post Office, closes the Plaza toward the harbor end. Going thence along the wholesale district, constituting filled in lands since American Occupation, by Morga street. this brings us to the Ayuntamiento or City Hall, facing which across the Plaza, is Sto. Nino church, containing the image of the Holy Child of Cebu, which }Southern Island Hospital, then, was found in the house of a native by one of Legaspi’s soldiers, the only house not consumed by a fire, and which is believed to have been given to Hamabar by Magallanes and kept by his people after the departure of the Spaniards. Between the two buildings is the Cross of Magellan. Following Magallanes street, which is the principal business street, then, by turning to the right to Juan Luna, which extends to Osmena Fountain, we come first to the Philippine Railway station, then to the Intermediate School, with its Domestic Science building ; next the fine High School, and adjoining the Trade School. This last is soon to be removed to another site, as the High School badly needs the place now used by its shops and school rooms. Facing this is the fine Normal School building, after which comes the Constabulary barracks. Continuing toward the fountain, we pass the fine proceeding past the Fountain by Mango Ave., at its end, (after passing through one of the finest residential districts,) ‘we eome to the Carreta Leper treatment station on Martires street, and, returning to the city, we pass the fine provincial jail. Dionisio Jakosalem, and many others. This school is for boys only. For girls only there is the College of the Immaculate Conception, while the Visayan Institute, Southern Institute and Cebu Institute are Co-ed schools. There are a number of business colleges as well.’ The large Chinese community has the large Chinese School, the largest and best equipped in the Islands; in addition there are Sun Yat Sen Schools No. 1 and 2 for boys and girls. . On the second floor of the Central Fire Station corner Espana and Sikatuna streets is the Cebu Public Library, which is well patronized. The Cebu Y.M.C.A., started in 1926, has now over 800 members among men and young men, with a well developed athletic, social and educational program, and now branching out in Boy work. On its board of directors are some of the leading citizens. It is hoped to have a fine, suitable building within a year or two. Other agencies are the Boy Scouts, which are well oreanized; the Camp Fire Girls, the Catholic Youths Society, the S.P.C.A,. the Students’ Christian Center, all of which provide for the young people by means of programs, lectures, literary societies and contests and similar means, besides nature study, hikes, camps and similar agencies. PROVINCE OF CEBU Cebu is connected with the 52 towns of the province by three great road systems; the North road, reaching to Daanbantayan and being extended beyond, with a loop to connect with the west coast system via San Remigio to Aloguinsan, from where an extension via Pinamungahan, when completed, will admit of a ride around the island along the entire coast. The towns reached by this north road are: Mandawe, (with Wireless Station); Consolacion, Liloan, Danao, Carmen, Catmon, Sogod; here the road sweeps over the coast hills toward the interior plateau, to Bogo; thence to Medellin and Daanbantayan; all of this can be reached by automobiles or the fine truck service from Cebu. From Bogo a road leads via San Remigio, on the west coast thence to Tuburan. The South road runs from Cebu to Talisay, Minglanilla, Naga, San Fernando, Carear, Sibonga, Argao, and Dalaguete. From here south the road is not yet first class, but trucks and ears travel almost all the year to Aleoy, Boljoon, Oslob, Santander, at the southern extremity, thence north on the west coast to Samboan, Ginatilan, Malabuyoe, Alesria to Badian, from where good roads and traftiic facilities run via Moalboal, Ronda, Dumanhug and Barili. Since the organization of the Bureau of Public Works to the present time, there has been constructed in this provinee 337.3 kilometers of First Class Roads, 245.63 kilometers of Second Class Roads and 95.23 kilometers of Third Class Roads, connecting 48 towns on the island of Cebu proper, 3 towns on the Camotes islands, 2 on Mactan island and 3 on Bantayan island, a total of 51 out of the 52 towns on the island. During the same. period there have been constructed o9 permanent bridges, 1169 permanent culverts and 470 temporary bridges and culverts. By permanent bridges is meant those constructed of conerete, reinforced concrete, or steel and concrete. The most im- : = () portant of such structures completed during 1927 was the Suspension Bridge at Camp Four on the Toledo Road, spanning the gorge over the Manangas river, at a cost of P30,028, which ends the frequent and annoying traffic delay on this much traveled seenic roadway connecting the West Coast with the capital and which were caused by the freqvent floods which made the ford impassable for many hours at times. Temporary structures are those mace of wood. I. =) The records show that, including the year 1913 up to December 31, 1927, there has been spent the amount of P2,835,928.63 for the maintenance of First Class Roads, and #993,371.35 for the maintenance of Second Class Roads. At present three active road construction projects are nearing completion; these are: Cebu-North to Daanbantayan; Sagay-Borbon (finished), and Ihhan-Tabogon, (finished). Of these the Sagay-Borbon project is practically finished, at a cost of 6,656.19. The Il1- han-Tabogon road has been surfaced. The Logo-Taboilan roac had been inactive for a considerable period due to lack of funds, but is now about half completed, at a cost, so far, of #50,948.78. When this road is completed and the stretch from Tuburan to Tatulan is finished there will be a complete loop between Cebu and Tuburan. Markets, ranging from 18 x 34 meters to 28 x 39 meters, with or without tiendas or stores for general supplies, have been built at the following towns: Areao, Barili, Bogo, Carecar, Compostela, Dalaguete, Danao, Dumanhug, Mandawe, Moalboal, Opon, Oslob, San Nicolas (Cebu City), Sibonga, and Toledo, at a total cost of 308,862.36. BUILDINGS Schools— Throughout the province there have been completed 41 permanent school buildings of the Bureau of Education Standard Plans, having a total of 204 class rooms. These duildings represent a total cost of P 792,391.17. Besides, due to lack of funds to construct such buildines in anything like the ratio of need for more class rooms, there have been built of late Semi-permanent Buildings of Standard Plan No. 10, which are made largely of wood, and are not as durable as the concrete structures, but which are sure to last many years, meet an urgent need and ean be built at a much lower cost. Some of both types of| buildings are only partly completed, dive to lack of funds, but they will eventually be completed; new rooms are added as funds are available, and municipal officials are exerting every effort to complete their building program so far as their financial ability will permit. DAZA Secretary, Cebu Chamber of Commerce It has often been said and the opinion seems to be still popular as to whether the progress of a community ean be gauged by the progress of the utilities serving it or vice versa. We shall not undertake here to prove which side of the argument is correct but will merely try to point out the progress of some of the utilities serving Cebu in order to gain an inside idea of the development in the past five years of Cebu as center of the southern islands, as it will be evident that the progress of these utilities naturally and logically will reflect the progress and advancement of the community they serve. Cebu is geographically the heart of the Visayas and, in importance, is next to Manila in all respects. The city is equipped with all the modern facilities and conveniences, and has electric service for light, heat and power, telephone communication. water, service, ice, motor bus and steam railway transportation. For the past five years new residential districts have been established in Cebu by the cooperation extended by these utilities by pioneering their lines and service to these remote places, thus augmenting the increase of the real property value of the city with improved housing facilities for the ever increasing population of the locality. During the same period we have seen the scope of business develop considerably, due to the facilities offered by thes» utilities, and more commercial firms are now beinz established, expecially those that require in their operation the electric power which in Cebu is low in cost. The electric light ecmpany furnishes electric service for twenty-four hours at a basic rate close to the rate of Manila and is the cheapest in the Islands next to Manila. It maintains 29 kilometers of transmission lines and 77 kilometers of distributioa lines. Its system is 2300 volts two phase, 60 eyeles, the distribution voltage being 220 volts single phase. To give an idea of the growth of this utility we have obtained the following statistics from the electric service company in which is shown the total kilowatts generated and recorded at. the switcbboard yearly for a period of six years. A utility with a record of this sort cannot but suggest that the community it serves is In a growing state, that its people are aware of the blessings of modern progress, and that its prospects for the future are bright and promising indeed. If there is a more complicated machinery in modern business it is, I believe, public utilities, as it has to deal mostly with a complicated variety of human nature in all its myriad forms, and must make its business to try to please the majority if not everybody. That is why their existence must be based upon an exact scientific foundation, and in the ereation of their physical property, in the conduct of their operations and in the methods of adminstration, technique of high order is required. With such a record from one of the public utilities serving Cebu no shadow of doubt ean be east upon the bright future that is reserved for Cebu, since our life, prosperity and happiness could not develop without these utilities. Participants of this idea of progressive development are the various communities that surround Cebu and we find that most of the important centers and towns are electrically lighted or are on the way to install their own electric system. This is but a logical step, and it is very encouraging to see the people of these communities fast realizing the soundness of investment in the utility business and are now inclined to consider favorably the financing of these enterprises, after they have seen the pioneering spirit and the material benefit obtained by the utilities now im operation. The telephone system of Cebu is rendering good service, consistent wiht the true policy of a modern public servant, making it possible for business to move and exercise over a wider field of activities while adding to the prosperity and happiness of the people it serves. Proposals to build the Panay, Negros and Cebu lines were submitted by an association of capitalists composed of Messrs. J. G. White & Company, Inc., Messrs. Wm. Salomon & Co., International Banking Corporation, Gen. Cornelius Vanderbilt and Mr. Chas. M. Swift. Their proposal was accepted and the road was constructed by Mssrs. J. G. White & Co. contractors under direct Supervision of Mr. W. B. Poland, VicePres. and Chief Engineer. The construction of the roads on Panay and Cebu were officially declared to have been completed in July, 1912, although all the lines had been in actual operation for some time previous to that date. On Cebu the railway line is sixty miles long, running twenty miles north, and forty miles south of Cebu, the Capital and principal city of the island. Cebu has one of the best harbors in the Philippines and with the contemplated improvements, the operation of the cement plant at Tina-an and opening of the new sugar central at Talisay, has become one of the chief shipping centers. The development of the sugar and sugar cane industry will be greatly aided by the railway. The principal commodities shipped on the Cebu Division at present are coal, cement, stone, sand, maguey, corn, sugar, copra, live stock, firewood, lumber, machinery and miscellaneous manufactured articles. The enrolment in the provincial high, normal and trade schools totals 4,142. Instruction is given in 440 different schools by 1,476 Filipino teachers and 16 American teachers. In carrying out the educational program, the Di- vision Superintendent is assisted by line officials con- sisting of principals of high school, normal school, trade school, and intermediate schools, and 19 supervising teachers who have charge of schools in 52 dif- ferent municipalities. In addition, he is assisted by the neccessary office clerical force and the division office supervisors of academic work, industrial work, buildmegs and grounds, and health and Sanitation, six in number. The officials and the people in all municipalities are intensely interested in the public schools and as a rule cooperate with public school authorities for the improvement of schools in every possible way. During the present school year, the cooperation of the officials and people has been. esp2cially- noticeable in assisting public school authorities to bring ail schools more nearly up to standard in the matter of sites, buildings, equipment, ete. The health of school children is being given eon- siderable attention. Six Junior Read Cross Sehoo!} dentists and five school nurses spend all or practically all their time in treating school children. Medicine eabinets containing simple remedies for use in treating school children are being placed in all central schools. A special playground instructor is employed for the City schools and physical education, eroup games, and organized athletics are considered a part of the regular work in all schools. Vocational edueation is being given due attention. The girls are given regular instruction in embroidery, crochet, knitting, tatting, house-keeping, practical eooking, food selection and diet, and home nursing. Boys receive instruction in basketry,, mat-making, hat-weaving, gardening, tree planting, poultry and pig raising, making of bamboo-rattan furniture, and woodworking. The total industrial output for 1927 was P 116,716.20. The greatest problem facing the school authorities is the securing of sufficient funds to take care of all children of school age who desire to attend school. About 8% of the population is enrolled in school, whereas about 24% should be in school, or in other words, is of school age. The province of Cebu has about 200,000 children of school age, only 66,000 of which are attending school because of a lack of sufficient funds for school purposes. STANGL, Assistand Secretary, Cebu Chamber of Commerce That the Philippines possess all the charm of scenic beauty, novelty, oriental light and eolor, strange races and novel sights to bring the most blase to attention, is as little known as the fact that Cebu is, historically, the oldest part of the early Spanish eonquest. The first capital, it has a number of ponts to interest the thoughtful student. Here Magallan landed and here he died and his mark is all over Maktan island and this city. No other place has the facilities of excursions to points of interest that Cebu has, the queen of the inland sea of the Philippines, far more ‘entrancing than the far famed inland sea of Japan. The tourist can reach from here, by excursion of six hours to three weeks for the round trip, on comfortable boats, at a nominal cost, the mest diverse places, with volcanoes, precipices, wonderful roads with fine auto rides through wonderful scenery.
