The staff discussed concerns of civil disturbances related
to confrontations motivated by hate and/or prejudice. The
Director advised the staff that Metropolitan Division was to
be deployed as a peaceful, settling influence at locations
experiencing civil disturbances. Following the recent fire
bombing at Jordan Downs where five persons were killed, _\
Metropolitan Di vision was deployed not to conduct arrests r~-~ bu t to ensure the peace was maintained. Although it is yet
unknown whether racial in nature, it did raise sensitive
racial issues that tend to disrupt the harmony of the
community.
5. Operation Safe Parka
The "Safe Parks" pilot program is to begin as soon _as
possible and is tentatively scheduled to end November 30,
1991. After the pilot, Evaluation and Administration
Section will evaluate its effectiveness.
The Recreation and Parks Department has developed a list of
target parks, one in each Area. After review, the staff's
initial sentiment was that the parks listed were problem
parks in need of special efforts. The Director asked that
SLO's get the word out to their cormnunities to ensure a
viable program. Media participation was also encouraged.
Chief Vernon asked that we not focus on numbers but rather
on a quality program that promotes a genuine feeling of
safety in the parks.

SUBJBC'l': FIELD COMMAND POST CADRE TRAINING
Tactical Planning Section (TPS) will be conducting a four (4)
hour course in Command Post Operations on February 4 and 5, 1992.
The course will be organized to acconmodate one bureau cadre in
the morning and one bureau cadre in the afternoon of each of the
two days ( see below schedule)-.
The class ia open to officers assigned to your bureau connand
post cadre who did not·attend previous cadre schools and any new
members who require training. The training will consist of a 90
minute class covering the major conmand post functions followed
by a slow paced, instructional, command post exercise utilizing
the Department's conmand post fleet.
The course will be held at the Naval and Marine Corps Training
Center, 1700 Stadium Way, Los Angeles in classrooms 1237/238.
The training is limited to 20 students per bureau. A list of
officers selected to attend the cadre school and their assigned
cadre positions should be directed to Officer Bill Young,
Tactical Planning Section, Field Command Post Unit, no later than

exercise will begin promptly at 0830 hour• and continue until
approximately 1230 hours. All deployment of field personnel or
equipment will be simulated.

conduct a rrock rrobilization exercise to deteITnine the best estisrate of the
Area's actual ability to contact ertl)loyees who are off duty.
3. Obtain a roster of each bureau's Cannand Post cadre.
4. Prepare a brief report for the Office of Operations on the result of the
inspections and exercise.

SUBJICT: EMERGENCY RESPONSE READINESS AUDIT
The potential for an emergency response to natural and other
unusual occurrences is ever present. Should such an event occur,
the Department must ba able to function as a team. Each Area, as
a member of the team, is expected to be prepared to respond
rapidly and efficiently. Response encompasses personnel
management, planning documents and equipment.
To ensure that these elements are in place, I have directed
Tactical Planning Section to conduct an audit of emergency
response readiness in selected geographic Areas. Commanding
officers are expected to facilitate completion of this project so
that corrections can be implemented as quickly as possible.

Los Angeles Webster Commission records, 1931-1992
Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
