The Los Angeles Board of Police Commissioners has appointed Judge William H. Webster as
Special Advisor and Chief Hubert Williams as Deputy Special Advisor to conduct an independent
investigation of.the response by the Police Department to the April, 1992 violence in Los
Angeles.
The purpose of this investigation is to identify what improve-ments may be necessary in
Department policy and procedures in the event of a similar outbreak of civil disturbance in the
future.
As part of our effort, we are conducting this survey of police departments in many of the largest
cities in the United States.

TRADmONAL POLICING/LAW ENFoRCEMENT AGENCY
An .agency primarily focused on responding to unpredictable calls for service, i.e.,
serious crimes and emergencies. The bulk of its police resources are devoted to
this purpose and preoccupation to this purpose dominates all aspects of its police
operations.

An agency that has implemented programs that require officers to work more
closely with all segments of the community and encourages their officers to
increase their effectiveness by viewing their role beyond the reactive in dealing
with the community, such as counseling, mediation, referral to other agencies, and
obtaining services from other municipal departments in order to solve or resolve

There is a civilian complaints procedure encorporated into
the provincial Police Services Act. Citizens wishing to
lodge a complaint against an Officer can do so at any
police facility, the police Public Complaints Bureau, or
the Office of the Public Complaints Commissioner. Each
complaint is investigated by a police investigator, reviewed
by a Deputy Chief, then reviewed by the Office of the
Complaints Commissioner. (see Police Service Act for more details).

The department does not specifically budget for natural
disasters or civil disturbances. If these events occur, and
they result in additional expenses, a determination is made if they
can be funded within the given budget for the year. If they
cannot be funded, then a request is made to Council for additional
funds from the contingency budget. Funding for special equipment,
command centers and overtime is budgeted for ~p.d forms part
of the approved annual operating budget.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
