August 27 Telephone Interview with LASO Lieutenant
Richard Odenthal
On August 27, 1992, Todd Gale of the Special Advisor's
staff interviewed by telephone Lieutenant Richard Odenthal of the
Los Angeles Sheriff's Office ("LASO"). The interview followed-up
on certain issues raised in Lieutenant Odenthal's telephone
interview with Vincent Marella of the Special Advisor staff on
August 25, 1992, and this follow-up interview took approximately
10 minutes. The following is a summary of my recollection of the
interview, including my questions and comments, together with my
mental impressions, conclusions and opinions, based on the
interview.
Lieutenant Odenthal told me that the new County EOC, as
described in Vince Marella's August 26, 1992 memorandum, should
be occupied by August 1993. He also stated that there would be
break-out rooms off the main room for each agency represented at
the County EMC.
Regarding the computer link-up, Lieutenant Odenthal
told me that it would be a "wide area computer network."
Initially, it would be linked to all LASO stations, and then
later should be linked with all other local police agencies. He
also stated that the new EOC would be equipped with a county-wide
radio system, a new band to ease communications between agencies
during an emergency.
Lieutenant Odenthal also gave me some background
"Operation Provide Comfort," a plan he worked out with General
Delk and the staff of the 40th Infantry Division of the
California National Guard. It consists of an initial mission
tasking for the 40th Infantry Division, and constituted
developing a habitual relationship with the local Guard units in
order to speed initial deployment and activation in case of an
emergency where the National Guard is needed to provide mutual
aid under the Mutual Aid Plan.
Lieutenant Odenthal explained that the real time saver
of Operation Provide Comfort would be the immediate exchange of
liaison officers between the California National Guard and LASO
in case of an emergency where the National Guard is needed. This
exchange will facilitate planning and communications, and speed
operational capabilities. From the LASO perspective, it will
allow Sheriff Block, as Regional Mutual Aid Coordinator, to give
an outside limit to Mutual Aid providers. In other words,
Sheriff Block could tell a police department "I need x number of
your people, but I only need them for the next 30 hours, at which
time they will be replaced by National Guard troops." The plan
is to provide 1,500 National Guard personnel within a 24 hour
period of the National Guard being contacted by LASO
representatives at the County EOC.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
