LIEUTENANT DAVID PIETZ
On June 18, 1992, I had telephone contact with Lieutenant
David Pietz of the UCLA Police Department. The following is a
summary of my recollection of our conversation, including my
questions and comments, together with my mental impressions,
conclusions and opinions, based upon our conversation.
I. INTRODUCTION
As a follow-up to my interview with UCLA Police Chief John
Barber, I spoke on Thursday evening, June 18, 1992, with LAPD Watch
Commander Lt. David Pietz. Pietz was on duty at 10:00 p.m. on
Wednesday evening, April 29, 1992. He provided me with the
additional information set forth in this memorandum.

II. CHRONOLOGY
Lieutenant Pietz explained that on Wednesday, April 29, 1992,
when Pietz was on duty at UCLA Police Department, he received a
call from the Watch Commander at the West Los Angeles Station of
the LAPD. The LAPD Commander explained that he only had 8-10
officers for all of West Los Angeles and that LAPD needed
assistance in Westwood. A crowd of approximately 200-300
individuals were congregating in Westwood at Kinross/Westwood.
LAPD needed UCLA Police assistance.
Lt. Pietz deployed units to Westwood to assist. At
approximately midnight, looters began to break into Westwood
stores. The police were outnumbered. They tried, at best, to
minimize the damage. This was done by sending mobile uni ts
throughout the Westwood area. There were not many formal arrests,
al though there were many stops. The LAPD, in particular, was being
taunted by the crowd during these events .

There is a log of the activities by the UCLA police that
evening. (This log was provided to me by Lt. Pietz on June 19,
1992, and is attached to this memorandum). It provides the exact
statistics and timing for arrests during the disturbance.
The UCLA Police Department is investigating reports of stolen
goods being found in the UCLA dorms. Detectives Phil Baguiao and

Alexander from the UCLA have been responsible for the
investigation.
III. IMPRESSIONS
Lieutenant Pietz was pleased with the assistance received from
the West L.A. Division of the LAPD during the distu·rbances. He
praised Lt. Weaver, Sgt. Barbara, and Sgt. Hussey for their calm
and professional work.
Although there was no specific advance planning for the civil
disturbances in April, Lt. Pietz believes that his department was
assisted by their prior experiences in working with the Pacific
Division and West L.A. Division of the LAPD. Because of their
prior work in jointly maintaining peace in Westwood, the LAPD
officers treated the UCLA police courteously and professionally.

Description
Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
