The purpose of this Order is to set forth guidelines for DepartmentÂ
wide mobllization for civil disorders.
This Order consists of the following numbered sections:

I. GENERAL INSTRUCTIONS
A. In the event ~fa civil disturbance, which creates an emergency
situation, the provisions of the General Emergency Plan shall
be activated.
B. The response required is based on two phases and is explained
in Section III of this Order.
1. PHASE I. Consists of _preparation to meet a threatening
situation. Tours of duty shall be frozen and days off
shall be cancelled .
2. PHASE II. Concerns the maxi m um co mmittment of manp.ower.
Tours of duty shall be extended to twelve (12) hours, with
the Director, Chief, or Oper ~ -: ion Comm <:t,"9-der determining the
times of the tours and whether or not to cancel vacations.

C. The Police Direc t or, Chief of Police, or ranking supePioP in
charge of the Department, shall activate this Order by issuÂ
ing a teletype ordering immediate compliance with its
provisions.
D. The Police Director, Chief of Police, or ranking officer in
charge of the Department shall direct any additional emergency
measures which, in his judgment, are required.
E. A-~ituation may require that the provisions of this Order be
changed or enlarged upon. Such amendments may be made by the
Police Director, the Chief of Police, or the Operations ComÂ
mander by Memorandum, and may be issued by teletype.
F. The provisions of this Order shall be implemented by Division
Commanders, or the ranking officer on duty in the various
divisions on receipt of notification that this Order has been
activated.
G. Recall of personnel shall be in accordance with Department
Rules and Regulations, 21:7.7-8-9-10 General Emergency Plans.
H. A list of names and telephone numbers of ranking officers is
incl~ded in the addendum to this Order. The activation of
this ·Order shall initiate the recall of Commanding Officers.
Each Commanding Officer shall designate a recall telephone
_ number for his command for personnel to use when responding
to the activation of this Order.
I. Members shall report for duty in ·the uniform of the day unless
thei~ - assignment requires that they wear civilian dress.
J. When this Order is implemented, each Division shall submit,
by phone, a report as to the available strength, at the
beginning of each tour to the Staff Services Division, who,
in turn, will notify the Command Post and Operations Commander.

Command Responsibility

the Police Academy.
d. notify Bureau of Traffic and Signals (Public Works

Commander.
(3) restore service to damaged traffic signals.
e. release unassigned division personnel to other depart-
mental duties.
Intelligence Unit shall;
a. identify leaders of the disturbance, if possible.
b. determine the role played by disturbance leaders.
c. relay important tactical information to the
Operations Commander.
d. act as liaison and cooperate with the intelligence
officers from the New Jersey State Police, the
National Guard, United States La~ Enforcement
Agencies and the United States Army.

A. Phase I
This phase is limited to meeting the situation at hand and
readying the Department for the possible implementation of
Phase II.
l. Commanding Officers shall ready their commands to fulfill
the responsibilities outlined in Section II of this Order.
2. Patrols and reserve forces shall be established in order
to meet the situation.
3. Guard posts in accordance with the Addendum to this Order
shall be established but shall be limited to District
buildings, the Police Headquarters complex, the Public
Service Switching Station at Willow Street and University
Place and Martland Medical Center.
4. Equipment and facilities shall be made ready for entry
into Phase II.
5. Detective Division and Identification Bureau shall assign
personnel to handle the processing of prisoners.
6. · The Office of the Police Director shall notify the Stat~
Police, the Prosecutor, the Sheriff, City Officials and .
the Chief Magistrate that preparatory mobilization has .
been ordered and that it is limited pending developmenta.
7. The Fire Department shall be notified by the Central Com~
munications . Bureau that Phase I has been implemented. If
the Fire Department initiates its Task Force Operation · :
Plan, the Traffic Division shall assign personnel to pro~
tect Fire Department personnel and equipment in accordance
with the response required in Phase II.
8. The Co.mmand Post at the Command and Control Emergency
Room shall be opened a~d made ready by a crew of men from
the Planning and Research Bureau.
B. Phase II
Requires that the assignments set forth in this section and
those listed in the Addendum to this Order be made.
1. The Command and Control Emergency Room, Central CommuniÂ
cations Bureau shall be activated, and the officer in
charge shall be responsible for the performance of the
following duties: -

2. The assignments listed for the security of public utilities
and buildings in the Addendum to this Order shall be made,
consistent with the available manpower.
3. The Operations Commander shall assign Field Commanders who
will be responsible for the following duties in their
assigned area:
a. Supervise the duties and tasks assigned to the
Field units by the Operations Commander.
b. Coordination of all field activities.
c~ Relaying intelligence and prevailing field
conditions to the Operations Commander.
IV. PROVISION OF POLICE SERVICE UNDER EMERGENCY CONDITIONS
A. In the event . that widespread civil diso_rder creates a condiÂ
tion which requires the curtailment of normal police service,
Central Communications shall screen calls and dispatch ~otor
Patrol Unit~ only to those incidents of an emergency na_ ture.
Form DPl:1405 shall be executed and a brief explanation shall
be made concerning the reason why normal service is not possiÂ
ble at that time.

A minimum of two (2) superior officers shall be assigned to
the Central Communications Bureau on each tour of duty, each
of whom shall be responsible for monitoring a separate radio
frequency. This procedure will allow the respective superiors
to keep abreast of field activities as they develop and assist
them in making decisions, regarding the dispatching of vehicles;
thereby, insuring the proper deployment of vehicles to incidents
of high priority.

Reports of a crime in progress.
Reports of crimes of personal violence, Murder,
Rape, Robbery, Atrocious Assault and Battery.
3. Reported sickness and injury which requires an
emergency response by the police.
B. If serious civil disorder ensues, the following relatively
minor incidents which are ordinarily responded to shall
not be recorded on Form DPl:1405:
1. Reported crimes against property.
2. Minor automobile accidents in which there are no
injuries, and the vehicles can be moved without
police assistance.
3. Reported sickness or injury in which the party is
judged to be capable of arranging for his own
transportation and treatment.
4. The numerous minor calls, such as juvenile comÂ
plaints, traffic violations and violations of
City Ordinances.
C. Extenuating circumstances may require that police be dispatche d
to minor incidents. Such decisions shall be made by a superio r
officer in charge of the Central Communications Bureau.
D. Special problems are presented by reported domestic disturbance
Usually such assignments are merely noisy family arguments, but
serious crime of personal violence sometime ensue. All such
calls shall be carefully screened, and every effort shall be .
made to prevent unnecessary dispatches. In questionable cases ,
the officer in charge of Central Communication Bureau shall
make the decision concerning whether or not a car shall be
dispatched.
E. In emergency situations it is necessary to conse~ve as much air
time as possible. Because of this need, the disposition of all
non-emergency assignments may be reported by telephone to two
(2) phone numbers in the Central Communications Bureau (Command
Control Room).

Each member of the Department shall note these numbers
and use them when necessary to conserve air time.
V. RESPONSE TO REPORTED SNTPIN·G TNCTDE"NTS
Attempts to validate sniper reports should begin with the initial
receipt of the report at Central Communications and continue
through the response of Patrol Units. Central Communications
Bureau and the Patrol Division are responsible for the coordinaÂ
tion and vesponse to reported snipings.
A. Responsibility of Central Communications Bureau:
1. The Communication Bureau dispatcher · on re6iept of
a sniper report shall;
a. execute form DPl:1405
b. keep the complainant on the phone as long as
possible, i.n an attempt ·. to va• lidate the sniper
call, and obtain as much information as possible
for the field units. ·
c. question the caller concerning:
Complainant's name,
address· ,
phone number,
number of shots fired,
exact location of sniper,
description of the sniper,
(these questions are offered as examples and are
not intended to limit questioning).

Responsibility of Field Units:
1. The Anti-Sniper Team, assigned to the sniper report area,
shall be the first unit to check the validity of the
report and shall be responsible for the control and supÂ
pression of the sniper incident.
2. In the event the area Anti-Sniper Team is not available
a superior officer and one (1) additional motor patrol
unit shall be dispatchedinstead.

If in the opinion of the dispatched superior officer the
reported sniper incident is valid, the superior officer
shall request the response of an Anti-Sniper Team from
another area.
The dispatched superior officer, on his arriver at the
scene of the reported sniping shall corrdinate action
with the Central Communications Bureau's dispatcher and
SHALL NOT PERMIT a mass response to the reported sniper
incident. Any Additional Motor Patrol Units Shall Respend
Only At The Request Of The ·superior Officer On The Scene.
C. Central Communications shall maintain a log of reported sniping
incidents with an estimate made as to th e validity of each
report. An up-to-date spot map sh2ll be maintained to portray
the location of reported incidents.
VI. RECORDING THE ACTIVITY OF COMMANDS AND INDIVIDUALS

1. Upon the implementation of this Order , each command
shall initiate a log in a bound ledger (Record Book
#21) to record:

b. All significant activity and information conÂ
cerning the command which maintains the log.
2. Commands which routinely maintain desk blotters shall
discontinue entries in such blotters while this Order
is in effect.
a. An entry shall be made in desk blotters recording
the reason for the discontinuance of entries.
b. Upon the cancellation of this Order, routine
entries shall be resumed in desk blotters.
3. When this Order is cancelled, Record Book #21 shall be
forwarded to the Office of the Chief of Police. The Chief
of Police shall provide a signed receipt to acknowledge
the delivery of all such logs, and shall further cause an
Incident Report and a Property Voucher to be executed for
the purpose of recording the transfer of all such logs to
the Property Room. ·
Activity Reports of Members
1. Each member, regardless of rank or assignment, shall

record his daily activity on a Motor Patrol Log Sheet
(DPl:1257) or on a Foot Patrolman - Log Sheet . (DPl:1632). . l
Activities shall be recorded in as detailed manner as
circumstances permit.
a. Members assigned to vehicles ·shall· sign Motor
Patrol Log Sheets along with the signature of
other men assigned to· that Patrol Unit.
b. All other members shall •xecute and sign Foot
Patrolmen Log Sheet DPl:1632.
2. The Purpose of these forms is to document the daily
assignment of individuals and overtime worked.
3. Members shall not be considered relieved of duty
until either form DPl:1257 or DPl:1632 is completed.
4. Commanding Officers have the responsibility of:
a. Requiring each member to document the details
of each tour of duty worked.
b. Accounting for personnel on daily streng~h
report.

VIII. EFFECT OF THIS ORDER
All previous orders and sections of the Newark Police DepartÂ
ment Rules and Regulations which are inconsistent with this
procedure are repealed.

EFFECT OF THIS ORDER
I, INTIWDUCTION
A. The establishment of a new mass arrest detention and central
processing facility and procedural changes implemented by the
Essex County Court Assignment Judge has necessitated the
revision of General Order 68-50
B. During a civil disturbance, demonstration or sit-in, when
large numbe"rs of persons are arrested, it is essential to
process ~ _prisoners as expeditiously as the efficient use of
available police manpower will permit.
To achieve this end:
1. Arrest Assist Teams shall process all prisoners
and evidence at district stations and police
headquarters in accordance with the preliminary
procedures set forth in this Order.

2. A one page emergency arrest form, DPl:1587,
shall serve as a preliminary arrest record.
3. Emergency Arrest Numbers shall identify
arrested persons during preliminary processing.
4. Emergency Arrest Numbers shall identify all
evidence collected from prisoners.
C. Arresting Officers, prisoners and evidence shall be photoÂ
graphed with a polaroid camera. Photos shall be affixed
to the Emergency Arrest forms.
D. Patrol vehicles, squadrols and vehicles used to transport
prisoners shall carry copies of the emergency arrest form.
II. ESSEX COUNTY COURT'S MASTER PLAN
A. Emergency Schedule

When widespread civil disorder breaks out in an Essex
County municipality, the Assignment Judge has directed
that th ~ Superior, County and Municipal Courts function
on an emergency, twenty-four (24) hour schedule. These
courts shall sit in emergency status for the purpose of
conducting preliminary hearings and hearing for setting
of bail.
County Court Staff
A sufficient number of courts will be maintained. RepreÂ
sentatives of the prosecutor's staff, public defender's
staff, court reporters and probation officers shall assist
in the court processing of prisoners. The probation offiÂ
cers shall apsist in making determinations concerning
prisoner release and eligibility for bail.
Department Personnel to Sign Complaints
As part of our Department's Civil Disorders mobilization
plan, General Order Number 68-1 (revised), Phase II., six
detectives, three · on each twelve (12) hour tour of duty,
shall be assigned to sign complaints in the Criminal
Assignment Clerk's Office, 6th floor, room 610, Essex
County Courts Building. These detectives shall report to
the Subpoena Control Officer who shall supervise their
duties and activities during the emergency.

Brief of Assignment Judge's Directives
1. Assistant Prosecutors shall review and process
complaints. Newark, and other involved municiÂ
palities, shall provide suitable office space
for these prosecutors.
2. All prisoners and any evidence obtained will be
photographed with the arresting officer. If
the arresting officer cannot leave the scene,
all pertinent information concerning the arrest
shall be given to the officer responsible for
transporting the prisoner.
3. The local police department shall provide assistÂ
ance to members of the Essex County Prosecutor's
Homicide Squad, and the department shall provide
official transportation to the scene of a homiÂ
cide or incident resulting in grievous bodily
injury.
4. Police Officer$ shall be assigned to all hospitals
within the municipality for the purpose of recordÂ
ing information ort all casualties admitted or
treated for injuries received during the time of
civil disorder.
5. All evidence shall be accompanied by a form or
voucher properly showing the chain of its movement
and that all evidence be marked and photographed
with the arresting officer and prisoner (if
possible),
ARREST ACTIONS DURING A CIVIL DISTURBANCE
A. Emergency Arrest Numbers
Each district and police headquarters shall assign an arrest
number to each arrest form. The numbers shall start with
number one and run consecutively in order to the last arrest
made during the emergency period. Each district shall use
its district nu~ber designation to preface the emergency
arrest number, e.g., W-103, Police Headauarters shall use
the letter P to preface the arrest number, e.g., P-103.

The emergency arrest number shall be given
to each person processed at a district or
headquarters location without regard to the
place where the arrest was completed. To
illustrate: A person arrested in Vailsburg
and ta~en to the East District for procesÂ
sing will receive the next emergency arrest
number available at the district. A person
arrested in Weequahic and taken to police
headquarters for preliminary processing will
be given the next emergenci number.
All arrest numbers must be written in large
size on the emergency arrest form blank with
a marking pen which will be provided for
this purpose. The number must be legible
and large enough to be photographed.
B. Assignment of Arrest Teams During Times of Large Scale
Arrests
When General Order 68-1 (Revised), Phase II, is set in
motion, Arrest Assist Teams shall function in all
districts and police headquarters. These teams shall be (r
available on a twenty-four hour basis and team members
shall be selected by district and detective division
commanders to meet the responsibilities ~et forth in this
order.
These Arrest Teams shall consist of:

Two Police Officers

Field Arrests - Courses of Action
The use of Arrest Assist Teams relieves arresting officers
of the responsibility of executing forms ·,· but it does not
eliminate the need for these officer~ ~ i6· provide certain
basic information concerning the circumstances of the
arrest. The Arrest Assist Teams in every arrest shall be
given the essential facts of the arrest, such as the name
of the arresting officer, the time and . place of the arrest,
the items of evidence, and the charge against the prisoner.
All arresting officers, therefore, shall make certain that
every prisoner deposited in a district or turned over to a
transporting team is accompanied by the pertinent evidence
and that the officers in receipt of the prisoners are inÂ
formed of the essentials conce~ning the circumstances of
the arrest. To do less jeopardizes the success of the
resultant court case and heightens the risk and vulnerabil- .
ity of the t'rresting officers and the department in civil
court ac~ ions, which frequently follow poorly documented·
arrests.
E. Field Arrest - Officers Transport Own Pri~oner and Evidence
When the arresting officers transport the prisoner and the
evidence to the district or headquarte~s, they shall turn
the prisoner over to the Arrest Team with all pertinent

information and evidence. Once assured that the Arrest
Assist Team has enough information and the evidence is
properly identified for marking or tagging, they shall
resume patrol.
F, Field Arrest - Prisoner and Evidence Turned Over to
Transporting Team
If circumstances permit, and the ~risoner is cooperative,
the prisoner's name and his description, along with a
description of the evidence should be re~orded on an
emergency arrest form by the transporting officers.
When a prisoner and the evidence are turnid over to a
transporting team, the essentials concerning the arrest
shall be recorded by the transporting team on copies of
the emergency arrest form which shall be carr.ied in all
squadrols and vehicles used to move prisoners. The
transporting officers shall make certain to get the
essential information, so that, in cases where many
prisoners . and pieces of evidence are carried, the prisoners
can be , linked to the items of evidence and the Arrest
Assist Team properly informed of the names of the arrestÂ
ing officers and other pertinent information.
G. Field Arrest - Prisoners Trans orted b State Police,
or Sheriffs Officers
When a prisoner is transported by a vehicle operated by a
State Police Officer, National Guardsman, or Sheriff's
Officer to a district or headquarters for processing, the
arresting officer(s) shall follow, whenever possible, to
the place of processing and otherwise follow the procedure
set forth in this order.
Whenever circumstances prevent the arresting officers from
going immediately to the processing location, they shall
make certain that the transporting officers are given the
evidence and essential information required to properly
process the prisoners. Whenever possible, the names of
the transporting officers and the patrol vehicle number
and agency designation shall be noted for future reference.
H. Field Arrest by State Trooper, National Guardsman, or
Sheriff's Officer, or Other Law Enforcement Officer
The Arrest Assist Team shall accept the prisoner and
evidence and follow the same procedure in executing the
emergency arrest form and taking of the necessary photoÂ
graphs. If department transport teams accept a prisoner

from any repres~ntative of another law enforcement agency
or National Guard Unit, these officers shall obtain the
essential information and evidence and shall reauest that
the arresting officer follow to the place of pr;cessing,
if possible. The prisoner and evidence shall be turned
over to the Arrest Assist Team in either event with the
pertinent information concerning the arrest. The procesÂ
sing shall follow the procedures outlined in this order.
IV. ARREST FOLLOW-UP ACTIONS

District to Central Processing
Following processing by the Arrest Assist Team at the
district, the prisoner shall be transported to Police
Headquarters for completion of the processing. The emerÂ
gency arrest form, DPl:1587, shall accompany the prisoner.
The evidence shall remain at the preliminary processing
station. Property Room personnel will pick up all evidence
when circumstances permit. The emergency arrest form shall
be used as a check list and Superior Officers in charge of
stations where evidence is stored shall be responsible for
securing ~all items until they are turned over to the
Property Room. At the central processing area, the central
arrest form, the incident report, and the property voucher
shall be executed. (See Section V.)
NOTE:
The e~~rgency arrest report must accompany
all reports and shall in every case be forÂ
warded to the place of preliminary -he~ring
(Superior, County or Municipal Court sitting
in emergency status).
Headquarters to Central Processing
Prisoners brought to police headquarters from the place pf
arrest for processing shall be turned over to the Arrest
Assist Team o Following completion of their duties, the
prisoner shall, at the first opportunity, be formally proÂ
cessed at the central processing area.
C. Prisoners' Status
All Prisoners shall remain in technical custody of the Newar}
Police until all forms and processing have been completed.
Then, the prisoners may be moved to detention area or to
court for preliminary hearing. One point should not be note

responsibility, if Newark Officers made the actual
arrests, and the Sheriff's Office acts as an assisting
agency for transportation. The procedures outlined
in this order will be followed in these instances.
Depending on the circumstances and number of prisoners
to be accommodated, prisoners will be held in Newark
Police facilities until court hearings are held. Once
~hose facilities are filled, prisoners will be housed
at the Newark Street Jail and other locations arranged
for by the Sheriff's Office.
D. Juveniles
Juveniles shall be transported to the Youth Aid Bureau
for processing after the emergency arrest form has been
completed and photographs taken.
When possible, juveniles shall be transported in patrol
vehicles or in station wagons manned by members of the
Youth Aid Bureau.
The Youth Aid Bureau commander shall determine which
juveniles shall be released to their parents or guardians
and which shall be detained at the Youth House.
V, CENTRAL PROCESSING OF PRISONERS
A. Processing Center

Police Headquarters or the Newark Street Jail shall
serve as a central processing place where all required
department forms shall be completed and all prisoners
shall be fingerprinted and photographed.
Operation of Processing Center
After the preliminary processing, prisoners shall be
brought in groups to the central processing location.

Information obtained from the prisoner and the emergency
arrest form should be sufficient to adequately complete
all forms , Processing officer shall obtain central
arrest numbers and central complaint numbers. The emerÂ
gency arrest form shall provide the necessary information
for the completion of the property voucher. The emergency
arrest number shall be recorded in item #10 of this form
so that Property .Room personnel will have a ready referÂ
ence for picking up evidence originally marked or tagged
with this number , Identification off i cer shall fingerÂ
print and photograph all prisoners in the usual manner.
In the event the Sheriff's Office; which is required by
law to fingerprint prisoners turned over to them by
municipal authorities; agrees to a cooperative arrangeÂ
ment in this regard, the procedure will be set forth in
a memorandum which will be distributed to concerned
divisions and sub-divisions.
Previous Record Information
P r ocessing officers shall record, in brief, on the rear ·
of the white copy of the arrest form, which will accompany
the prisoner to court, any information received from the
Record Bureau clerk concerning previous arrests and
convictions listed in the arrestee's folder.
Preliminary Hearings
Preliminary hearings for all prisoners will be directed
by the Presiding Judge, Municipal Court, unless the Essex
County Court judges sit in emergency session in accordance
with the orders of the Assignment Judge. Then, preliminary
hearings and hearings for determination of bail shall be
in accordance with the Assignment Judge's directives. rhe
Sheriff's Office will assist in transporting all prisoners
to the Essex Count y Courts Building.
E. Prisoner Detention
The Sheriff's Office will house prisoners at the Newark
Stree~Jail and at county and other municipal facilities
as _ · n e e·d ed.
The Jail will be ready to accept prisoners four hours
after notification that a disorder is in progress, The
facility will house prisoners pending removal to court,
permanent jail facility, or release on bail.

VI, RECORDS AND IDENTIFICATION BUREAU ·RESPONSIBILITIES
A,
Identification officers, photographers, and equipment
shall be assigned to the central processing location in
sufficient numbers to process prisoners as efficiently
and expeditiously as possible. The Chief Identification
Officer's plan for "assembly line" movement of prisoners
through all stages of the processing shall be followed
as closely as possible. The particulars of this plan
will be made known to all personnel assigned to the
central processing center prior to the implementation of
the plan.
B, Previous Arrest Information to Caller
Information concerning a prisoner's previous arrest
record shall be given to processing officers who call
for central arrest numbers.
c. Prqsecutor Requests Arrest Information
To assist in bail determination, the Prosecutor has
requested that previous arrests information be forwarded (
with all prisoners going to court. · The brief outline
on the rear of the white copy of the arrest form will be
sufficient unless circumstances permit Xerox copies of
the full record to be sent.
VII. TRANSPORTATION TEAMS
A. Teams of Three Police Officers
Transportation teams shall consist of three Police Officers.
The transportation vehicle shall be a patrol wagon, squadÂ
rol, station wagon or other suitable vehicle that may be
available for use by the department. One police officer
shall be assigned as chauff~ur and will also assist in
transporting prisoners.
B. Transportation Team Procedure
After completion of the preliminary processing at the
district station, prisoners shall be conveyed to the
central processing area by transportation teams and the
following procedure shall be followed:

C, Arrest Procedure
The arrest · will be made in the following manner, with
all conversation recorded on a tape recorder:

Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles civil unrest. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, civil unrest control, and policing tactics in general.
Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the civil unrest; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about civil unrest control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the civil unrest had subsided. Also featured are items related to the internal operations of the LAPD both before and during the civil unrest, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.
