With mandatory city water rationing less than a
month away, the campus is bracing for a manda-
tory
10-perc-

cutback in water usage across the
university.
Beginning March 1,
campus facilities and resi-
dence halls must comply with a
10-perce-

cutback
from 1986 levels, and another
5-perc-
ent
cutback by
May 1,
Department of Water and Power officials
said Wednesday.
"We've been in contact with the DWP all along,"
said Jim Peralta, director of

and irrigation. "We know that by March 1, we will

bring jobs back. It can bring back a higher quality of busi-
ness around the area. It can bring back a sense of safety
and pride with a stronger economy and less crime.
In-
stead, USC chooses to look the other way and keep
things the way they are.
Sixty years ago, South Central Los Angeles was one of
the classiest places in Los
Angeles. Today, unemploy-
ment, crime and poverty are the status quo in this com-
munity. We leave on weekends and try to forget about
the guy pushing the grocery cart full of tin cans. After our
four years are over, we leave for good and only come
back for football
games.
It is within our reach to make a lasting difference in the
community to work with it to make it better. This uni-
versity wields a great deal of political and economic pow-
er that it fails to use for the benefit of anyone else. If the
university's goal is only to serve itself, fine.
But the powers that be at USC should keep in mind
that if the
community is strengthened, and if the student
life is enriched, then the university will benefit more than
anyone. If USC is to grow and become a major university
in America, then it will have to address its problems
especially if those problems can be turned around into
solutions and advantages.
