At the top of the diamond is a portrait of Commissioner J. A. Keeney. Below this portrait is the word "Police". The second row of portraits is made up of Commissioner S. R. Thorpe, Chief Chas. Elton, and Commissioner Willard H. Stimson. Below this row is the word "Commissioners". The bottom tip of the diamond is formed by a portrait of Commissioner G. W. Walker.
