He has a full beard and head of hair, and can be seen seated with both hands on his lap. He is wearing a coat.; Foster, born in East Machiest, Maine, 17 December 1820, came to California as interpreter for Mormon Battalion in 1847. He was for many years one of the most prominent citizens of Los Angeles holding many offices including Mayor (he was the first mayor of Los Angeles after California became a state) and Superintendent of Schools. He died in Los Angeles, 28 December 1898.
