consultative
body

“Bulygin
Constitution”
or
“Bulygin
Duma”

when
an
actual
constitution
was
declared
, the
October
Manifesto
,
Bulygin
was
replaced
as
Minister
of
Internal
Affairs
; he
served
as
member
of the
State
council
in the
new
government
through
1917
.
