caused by, discrimination and harassment based on sexual orientation; guidelines for interacting with the lesbian and gay communities in general; assisting lesbian and gay victims; proper handling of individuals accused or suspected of criminal activity who may be lesbian or gay; appropriate and inappropriate uses of force; interacting with individuals who are or may be infected with HIV or AIDS; and interacting with other LAPD employees who may be lesbian or gay. There also should be units on, among other topics: sexual orientation hate crimes; battering in lesbian and gay relationships; prohibitions on harassment of gay and lesbian clients, employees, and owners of gay and lesbian bars, bookstores, restaurants and other establishments frequented by lesbians and gay men through unjustified surveillance, stops, and arrests; and HIV infection and AIDS. Training should include questions designed to indicate appropriate and inappropriate methods of dealing with field incidents involving lesbians and gay men. Training also must emphasize that both discrimination and harassment on the basis of sexual orientation are illegal and violate LAPD policy; that those involved in discriminatory or harassing activities will be dealt with swiftly and severely; and that such discrimination and harassment is considered a major and serious offense, which will result in discipline, including possible suspension or discharge of the offender. Training and trainers must no longer be allowed to be the subject of jokes or belittlement. Much of the progress from racism in this country came about through the integration of the Armed Forces after World War II and the end to segregation in public 27

PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
