Appendix to the Commission Report -- Work Performed by Si<;iley & AustjJ.1 July 2, 1991 Per your request, this memo contains a description of the scope of work being performed by Sidley & Austin on behalf of the Independent Commission on the Los Angeles Police Department. The projects assigned to our firm are as follows: An investigation of the Jail Ward at County use Medical Center; An evaluation and report on the use of force at the LAPD jails, and A report on the LAPD encounter with the "Justice for Janitors 0 labor demonstration in June 1990 in Century City. In addition, Sidley & Austin assisted Derrick Boston, Esq. of Irell & Manella in his review of the LAPD 1 s Background . Investigations Unit, and conducted telephonic citizen interviews. Our response to the specific categories outlined in your memo of June 24, 1991 is as follows: 1. Databases Obtaj.l}ed or Createq. None. 2. ~ategories of Documents or Other Materials Reviewed. (a) From the database of all Investigation Files at the Commission offices (i.e., unfounded, exonerated or unsustained cases) reviewed selected cases involving station officers (i.e., jail guards) for incidents involving improper tactics or use of excessive force. Description | Appendix to the Commission report, 1990 - 1991 July 30. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
