THE REQUIREM ENT S Four years as a Police Officer in the Los Angeles Police Department by December 2i, 1989. Under the policy of r o u n ding exper ience to the nearest full mo nth, continuous service beginning on or before Jan uary 5, 1986, meet s this requirement. The following substitutions will be accepted up to a maximum of one year of the four-ye~! experience requirement: 1. Credits given by February 1, 1990, by a r ecognized uni ve r sity, college or junior college may be substituted a t the ra t e of one yea r of such education for three months of LAPD service. This rate o f substitution is treated as equivalent to three d a ys of LAPD servi~e per semester unit , or two days of service per quarter unit. 2. Experience as am o fficer in a public nonmilitary law enforcement agency (other than ,the LAPD) ma y be substituted at the rate of one year of such experience for six months of LAPD service. THE EXAMINA'IION In the written test., which will con sist of mul tiple-cho ic e questions, candidates may be examined for know leoge of: i nvesti g ative procedures and techniques, including interrogation, interview a nd observations; evidence searches and methods of preserving evidence; criminal and c1ase J.aw and court procedures relating to apprehension, arrest, prosecution, evidence and search and seizure; t he elemen ts of crime as contained in the California Penal Code, California Welfare and Institutions Code and California Health and Safety Code; Los Angeles Police Department policies and procedures, as contain e d in the Los Angeles Police Department Homicide, Juvenile Procedures, Detective Operations and Department Manuals, as they rel~te to the duties performed by Police Detectives; the functions of Los Angeles Police Department specialized divisions as they relate to the duties performed by Pol i ce Detectives; the types of information contained in the Los Angeles Police Department's You must have receiv e d a regular appointment to a City position or be on a reserve list. NOTE: All multiple-choice questions will be from the published bibliography available at the Personnel Department's Recruitment Division in Room 100 City Hall South, 111 East First Street, or Room 101, Van Nuys Branch City Hall, 14410 Sylvan Street, or at the Police Department's Personnel and Training Bureau, Staff Research Section, Room 512, Parker Center. Protests on multiple-choice questions will only be accepted from sources listed on the published bibliography. In the advisory writing session, which will be held the same day as, but prior to, the multiple-choice written test, candidates will be required to read and analyze a hypothetical case pertaining to a crime, and then to prepare a written response to a problem related to the preliminary and follow-up investigation of the crime. The response will not be separately scored but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. The interview board will consider the following .factors in its evaluation of the candidate's response to the problem: a) the candidate's analytical/problem-solving skills; b) the candidate's understanding of LAPD investigative policies and procedures; and c) the candidate's written communication skills (sentence structure, tone, clarity, grammar, spelling). In the interview, emphasis will be placed on the nature and adequacy of the candidate's experience, training and personal qualities as they have provided the background needed to perform preliminary and follow-up investigations of crime and to perform surveillance work to detect or prevent crime; analytical/problem-solving ability; the ability to communicate orally in a tactful and effective manner, the ability to deal tactfully and effectively with citizens, coworkers, superiors and . representatives of other agencies; the ability to communicate in writing clearly and effectively; and other necessary abilities. Personnel folders will be used by the interview board. 2. This examination is based on a content validation study. NOTES: --- 1. Although candidates' responses to the advisory writing session problem will not be separately scored, candidates who do not respond to the problem will not be scheduled for an interview and shall be disqualified in the examination. 2. Seniority credit at the rate of 0.25 of a point for each year of continuous service as an officer in the Los Angeles Police Department prior to January 1, 1990, will be added to the rating of each candidate. For reactivated officers, continuous service preceding the date of retirement on service pension will be included in the computation of seniority credit. I 3. Candidates who have previously made financial commitments for vacation which ·. may conflict with the dates of the interview may be entitled to consideration for late tests. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
