EXAMINATION ANNOUNCEMENT CHIEF OF POLICE 117-1-· THE SALARY range currently is $59,299 to $73,64-3 per year. The Chief of Police is required by the City Charter to contribute 796 of salary to the Fire and Police Pension System. Regular police retirement requires a minimum of 20 years' service in the Los Angeles Police Department. The 7% contribution is nonrefundable. It is deemed not taxable as income during the first 20 years' service; there-after income tax must be paid on it. · THE DUTIES The Chief of Police, under direction of the Poiice Commission, plans, organizes , coordinates, and directs all functions and operations of the Police Department. The resume should detail particularly the experience which indicates that the applicant possesses the following required abilities: . ? I l , ---direct an outstanding city police department serving a very large, ethnically diverse population; ---strengthen the depanment's effectiveness in relation to its major goal of reducing crime; ---strengthen the mutually supportive relation between the police and the community as a means of reducing crime; ---demonstrate sensitivity to and respect for differences in people's ethnic an.d cultural heritage, attitudes, beliefs, goals, and interests, and for the rights of individuals; ---recognize and deal effectively with the political structure of the community while maintaining the operational integrity of the police department; ---continue and strengthen police professionalism in technical competence, in constructive innovation, and in procedures followed in enforcing the law; ---develop and sustain a sound employee relations program, including workable labor relations and affirmative action elements; ---develop medi2. and community support for major objectives of the department. In addition, candidates may submit a statement of up to 500 words citing the experience, and any other factors, which they believe clearly justify their being designated as outstanding. Applications and resumes from candidates who have completed a probationary period as a Police Commander or at a higher rank in the Los Angeles Police Department will be accepted. Candidates' applications and resumes which clearly indicate they do not meet the above requirements will not be accepted. Applications and resumes of open candidates will be evaluated by an expert review committee which shall select for examination the outstanding candidates, approximately twelve, whose experience as determined from their applications and resumes demonstrates to a high degree the likelihood that they possess the required abilities as outlined in paragraph 3 of these requirements. These applications will be deemed to meet the requirement for acceptance. Names of accepted applicants will be released after the expert review committee has completed its deliberations. Names of other applicants will remain confidential . . APPLICATIONS will be received in Room l 00, City Hall South, 111 East First Street, or in Room l 0 1, Van Nuys Branch City Hall, 14410 Sylvan Street. Applications will be received until a sufficient number have been filed. Filing may close without prior notice at any time after MONDAY, DECEMBER 5, 1977. THE EXAMINATION The examination will consist of a written test weighted 40%, and an evaluation by interview of candidates' personal and professional qualifications weighted 60%. The written test will consist of exercises involving management problems; a score of at least 65% on the written test is required to qualify for the interview. The interview may include both group exercises and individual interviews. Candidates may be examined in the written test or interview or both, on each of the abilities listed in Part 3 of the Requirements and on related knowledges, skills, abilities, and personal traits. All materia1s submitted by candidates during the application process will be presented to the interview board after verification and background check. Candidates will be notified of the exact time and place of the written test at a later date. Seniority credit at the rate of 0.25 of a point for each year of continuous service at the rank of Police Commander or higher in the Los Angeles Police Department prior to January 1, 1978, will be added to the rating of each promotional candidate. NOTE: For those outstanding out-of-town candidates whose applica1:ions are accepted as a res1 dt of the expert review committee evaluation, round trip coach air fare for necessary trips to Los Angeles will be paid by the City. APPOINTMENT to the position will be made from the top three eligibles available. The promotional list will ordiRarily be used ahead of the open competitive list. However, if open competitive candidates receive a· higher score, without military credits, than the highest available promotional cangidate, after adding 0;.25 of a point seniority credit for each year of service as specified above, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates. ·t -11 . Appointment to this position is subject to a one-year probationary period as provided by Section l 09 of the City Charter. The successful candidate may be required to pass a medical examination prior to appointment. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
