Mr. Mitchell stated that he was the victim of false arrest for first degree murder while delivering pisra for Domino's. I cannot convey all of the facts of the incident because Mr. Mitchell was pressed for tine and did not respond fully to my questions,, I take it, however, that Mr. Mitchell was attacked and chased by a robber, whom he either Killed or Injured in self- defense;. Gang members subsequently testified that it was Mitchell who had done the attacking and chasing. Mitchell believcis that the police knew the real facts of the matter but insisted on charging his nonetheless. I do not believe that Mr. Mitchell's story will be of particular interest to the Commission. Mr. Mitchell stated that he was not physically abused in any way and that the arresting officers were actually quite sympathetic to him. Kis complaint is that the officers at the station tried to get him to waive hie Miranda rights and charged him with murder when they knew he acted in iseli-defenee. I explained to Mr* Mitchell that we could not formally schedule him as a speaker at a Commieaion hearing but that he was welcome to appear and speak during the portion of the hearing devoted to citizens' statements. Mr* Mitchell was satisfied with that arrangement. He Insisted, however, on sending a written report of his complaint to the Commission. PART OF A SERIES: Materials in the series fall into one of several categories related to the Independent Commission's work product: (1) Commission meeting materials, which include meeting agendas, work plans, memoranda, and articles about police misconduct that were circulated and reviewed during the Commission's internal meetings; (2) public correspondence, which includes citizen complaints against the LAPD in the form of written testimony, articles, and an audio cassette tape, as well as letters drafted by citizens in support of the LAPD; (3) summaries of interviews held with LAPD officers regarding Departmental procedures and relations; (4) public meeting materials, which include transcripts, supplementary documents, and witness statements that were reviewed at the Commission's public meetings; (5) press releases related to the formation and work product of the Commission; and (6) miscellaneous materials reviewed by the Commission during its study, including LAPD personnel and training manuals, a memorandum of understanding, and messages from the LAPD's Mobile Digital Terminal (MDT) system. |
